| Christina Watershed Municipal Partnership: The CWMP is a collaboration among non-profits, county agencies, and municipal governments. Since its inception in 2003, it has helped municipalities address specific aspects of the MS4 (municipal separate storm sewer systems) program (specific minimum control measures 1 & 2 that address public education and outreach and public involvement), developed a watershed template to addressing municipal TMDL (total maximum daily load) requirements to meet MS4 requirements in 2012, and facilitated and supported municipalities during the process of developing required TMDL and PRP (pollution reduction plan) components of their 2018 MS4 permit applications. A primary avenue for addressing pollution attributed to municipal sources will continue to be through the Pennsylvania Department of Environmental Protection's MS4 program. Ellen Kohler, PLC, was contracted to assist the White Clay Watershed Association as the lead coordinator of a multi-municipal collaboration of townships and boroughs with land in the East Branch of the White Clay as part of a suburban pilot study. Pollution improvement (TMDL) plans were submitted by each MS4 regulated community to PA DEP in September 2017. The plans will be the basis of future collaboration on BMP implementation, operations and maintenance, and tracking. Other avenues the partnership will consider to address pollution attributed to municipal sources include TMDL implementation, Act 167 stormwater management and implementation, construction stormwater ordinances under chapter 102, road runoff management, stream monitoring, and the development of watershed implementation plans enabling access to Clean Water Act Section 319 resources. | $0 | $30,348 |
| Streamwatch: The mission of the streamwatch program is to increase citizen community engagement in water resource protection and improve knowledge of stream conditions based on measured stream data. Partnered with Stroud Water Research Center and Delaware Nature Society to continue sampling of the White Clay Creek for E. coli, fecal coliform, and enterococcus at 27 sites (21 in PA/6 in DE) during the recreational season. Community fingerprinting and qPCR were performed on samples with the highest concentrations of bacteria to determine the microbial sources present at detectible concentrations. Installed three continuous monitoring stream sensors at three existing monitoring sites. Sensors take continuous readings on conductivity, depth, water temperature and turbidity. These three sites will undergo additional biological, chemical, and physical testing throughout the year supported by volunteers and an intern from the University of Delaware. Working on the development of a software program in coordination with the Delaware Nature Society and First State National Park, to assist in data management. | $0 | $16,286 |
| Creekfest: The White Clay Creek Fest, our largest outreach event, was held in May. The event is hosted with Delaware State Parks and SUEZ at White Clay Creek State Park. The mission of Creek Fest is to increase community awareness of the valuable natural and historic resources of the White Clay Creek Valley. Since its inception in 2003, it has helped municipalities address specific aspects of the MS4 (municipal separate storm sewer systems) program (specific minimum control measures 1 & 2 that address public education and outreach and public involvement), developed a watershed template to addressing municipal TMDL (total maximum daily load) requirements to meet MS4 requirements in 2012, and facilitated and supported municipalities during the process of developing required TMDL and PRP (pollution reduction plan) components of their 2018 MS4 permit applications. A primary avenue for addressing pollution attributed to municipal sources will continue to be through the Pennsylvania Department of Environmental Protection's MS4 program. Ellen Kohler, PLC, was contracted to assist the White Clay Watershed Association as the lead coordinator of a multi-municipal collaboration of townships and boroughs with land in the East Branch of the White Clay as part of a suburban pilot study. Pollution improvement (TMDL) plans were submitted by each MS4 regulated community to PA DEP in September 2017. The plans will be the basis of future collaboration on BMP implementation, operations and maintenance, and tracking. Other avenues the partnership will consider to address pollution attributed to municipal sources include TMDL implementation, Act 167 stormwater management and implementation, construction stormwater ordinances under chapter 102, road runoff management, stream monitoring, and the development of watershed implementation plans enabling access to Clean Water Act Section 319 resources. |

Partnered with Stroud Water Research Center and Delaware Nature Society to continue sampling of the White Clay Creek for E. coli, fecal coliform, and enterococcus at 27 sites (21 in PA/6 in DE) during the recreational season. Community fingerprinting and qPCR were performed on samples with the highest concentrations of bacteria to determine the microbial sources present at detectible concentrations. Installed three continuous monitoring stream sensors at three existing monitoring sites. Sensors take continuous readings on conductivity, depth, water temperature and turbidity. These three sites will undergo additional biological, chemical, and physical testing throughout the year supported by volunteers and an intern from the University of Delaware. Working on the development of a software program in coordination with the Delaware Nature Society and First State National Park, to assist in data management. |
