Mission

Mission statement pidc community capital's (pidc cc) mission is to build sustainable neighborhoods by making investments that create jobs, grow small businesses, leverage outside capital, eliminated blight, and provide goods and services to low income communities throughout philadelphia. Pidc cc achieves its mission by deploying capital and business support services to underserved areas.

Pidc community capital is a community development financial institution created to attract resources for community lending & technical assistance in underserved neighborhoods.

Management duties pidc provides the staff and facilities for pidc cc to perform its work. Pidc cc itself has no employees.

Pidc cc's board of directors is comprised of at least three directors that are appointed annually by the chairman of the pidc board of directors.

Form 990 review process pidc's accounting & finance team assembles the information for the form 990. It is reviewed internally and is prepared by pidc's outside tax advisors. The form 990 is required to be reviewed by the audit committee of the board prior to filing with the internal revenue service. The form 990 is made available to all board members upon request.

Form 990, Part VI, Section B, Line 12C

Conflict of interest policy monitoring & enforcement all directors of the organization must disclose the nature and extent of any interests, direct or indirect, contact, and/or activity related to such projects promoted by the organization. No director who has such an interest can vote on any matter relating to it. The disclosure is retained in the minute book of the organization. In addition, pidc has included a conflict of interest policy within the personnel policy manual, and is applicable to all employees of pidc (and its combined entities, together the corporation). Further, on a periodic basis, the corporation requires the officers of the corporation to disclose any conflicted interests.

Process for determining compensation as noted above, pidc cc has no employees. The compensation for pidc's ceo is approved by the compensation committee, which includes the chairman of the board of directors and designated board members appointed by the chairman of the board of directors. Pidc has established a compensation program to ensure the compensation, including bonuses paid to officers and employees, is fair, competitive, and reflective of employee's actual performance. For pidc's senior executives, this includes establishing performance standards at the beginning of the year, which are used by the ceo to measure each executive's performance at year end. Pidc periodically performs pay-range surveys of other comparable employers and monitors trends in compensation. In addition, the compensation structure embeds a risk based component that considers achievement of performance goals. Pidc underwent a compensation analysis during 2020 for all employee salaries.

Financial Statement Notes

PART X, LINE 2:

Pidc cc follows the guidance for accounting for uncertainty in income taxes, which requires that a tax position be recognized or derecognized based on a "more likely than not" threshold. For tax positions meeting the more likely than not threshold, the amount recognized in the consolidated financial statements is the largest benefit that has a greater than 50% chance of being realized upon ultimate settlement with the relevant taxing authority. Pidc cc does not believe its consolidated financial statements include any material uncertain tax positions; as such, no provision is recorded in the consolidated statements of activities. Pidc community capital and its subsidiaries are required to file tax returns with the internal revenue service (irs). Income tax returns are subject to examination by the irs for a period of three years. While no income tax returns are currently being examined by the irs, tax years since 2018 remain open.

WE SUPPORTED THE GROWTH OF COMPANIES SUCH AS TORRADO CONSTRUCTION, A MINORITY BUSINESS ENTERPRISE (MBE) AND COMMERCIAL CONSTRUCTION FIRM, THROUGH PIDC'S REBUILD CONTRACT LINE OF CREDIT, WHICH PROVIDES SUPPORT TO SMALL-, MINORITY-, WOMEN-, AND DISABLED-OWNED BUSINESSES IN NEED OF A LINE OF CREDIT TO FUND REBUILD CONTRACT-RELATED RECEIVABLES. RIVERWARDS PRODUCE MARKET, A NEIGHBORHOOD PRODUCE MARKET, LEASED AND RENOVATED A 3,000 SQUARE FOOT HISTORIC WAREHOUSE IN OLD CITY WITH THE HELP OF A PIDC WORKING CAPITAL AND EQUIPMENT LOAN - A LOAN FOR SMALL AND MIDSIZE BUSINESSES AND NONPROFITS THAT NEED AFFORDABLE TERM FINANCING TO SUPPORT OPERATING CASH FLOW, INVENTORY, OR LEASEHOLD IMPROVEMENTS. FRANNY LOU'S PORCH, A BLACK-OWNED AND WOMEN-OWNED KENSINGTON-BASED CAF THAT INVITES COMMUNITY ACTIVISM AND CULTURAL AWARENESS, PURCHASED A BUILDING USING PIDC'S COMMERCIAL MORTGAGE LOAN, A FINANCING SOLUTION FOR SMALL BUSINESSES AND NONPROFITS SEEKING TO PURCHASE NEW OR EXISTING LOCATIONS. THE SHEWARD PARTNERSHIP, AN AWARD-WINNING ARCHITECTURE, PLANNING, URBAN DESIGN, AND SUSTAINABILITY CONSULTING FIRM LOCATED IN CENTER CITY, RENOVATED A 10,000 SF HISTORIC BUILDING IN CENTER CITY PHILADELPHIA WITH THE PIDC CAPITAL PROJECT LOAN.IN 2020, PIDC CREATED NEW FINANCIAL RELIEF PRODUCTS, LEVERAGED TECHNOLOGY TO DELIVER BUSINESS SUPPORT SERVICES TO MORE BUSINESSES THAN WE EVER HAD BEFORE, AND FORGED NEW PARTNERSHIPS WHILE STRENGTHENING EXISTING ONES. THE PROGRAM PERMITS INDIVIDUAL AND CORPORATE TAXPAYERS TO RECEIVE CREDIT AGAINST THEIR FEDERAL INCOME TAXES FOR MAKING QUALIFIED EQUITY INVESTMENTS IN PROJECTS THAT FINANCE COMMUNITY DEVELOPMENT, STIMULATE GROWTH, AND CREATE JOBS. IN 2021, PIDC INVESTED $32.6M THROUGH 23 LOANS IN 13 CATALYTIC PROJECTS IN NEIGHBORHOODS THROUGHOUT PHILADELPHIA. HERE ARE A FEW TRANSFORMATIONAL PROJECTS WITH PIDC INVESTMENTS:SUPRA | EMSCO, A MINORITY BUSINESS ENTERPRISE (MBE) AND DISADVANTAGED BUSINESS ENTERPRISE (DBE), ACQUIRED 9.6 ACRES OF INDUSTRIAL LAND FROM PIDC WITHIN A FEDERAL HUBZONE AND OPPORTUNITY ZONE TO CONSTRUCT A NEW OFFICE, CRYOPRESERVATION FACILITY, AND SAFETY STOCK WAREHOUSE IN WEST PARKSIDE. THE PROJECT HAS RECEIVED ONE OF THE LARGEST ALLOCATIONS OF NEW MARKETS TAX CREDITS IN PIDC'S HISTORY AND THE LARGEST ALLOCATION PIDC HAS COMMITTED TO ANY PROJECT WITHIN THE LAST 10 YEARS.UJIMA DEVELOPERS, A BLACK-OWNED REAL ESTATE DEVELOPMENT COMPANY, WILL ACQUIRE AND RENOVATE A 16,352 SF MIXED-USE PROPERTY ON AN IMPORTANT CORNER OF EAST PARKSIDE. THE PROPERTY WILL INCLUDE NINE AFFORDABLE RESIDENTIAL UNITS, 3,800 SF COMMERCIAL SPACE FOR A BLACK-OWNED PHYSICIAN'S GROUP PROVIDING CHIROPRACTIC AND PHYSICAL THERAPY, AND 4,000 SF OF ADDITIONAL EXTERIOR SPACE FOR OUTDOOR FOOD RETAIL BY BLACK-OWNED CHEFS AND OPERATORS. PIDC FUNDED THE RENOVATION OF TWO MIXED-USE TWO-STORY BUILDINGS LOCATED AT 4663 AND 4665 PAUL STREET FOR FRANKFORD COMMUNITY DEVELOPMENT CORPORATION, A NONPROFIT ORGANIZATION THAT PROVIDES AFFORDABLE HOUSING AND BUSINESS DEVELOPMENT RESOURCES TO THE FRANKFORD SECTION OF PHILADELPHIA. FRANKFORD COMMUNITY DEVELOPMENT CORPORATION WILL USE THE FUNDS TO CREATE EIGHT AFFORDABLE HOUSING UNITS AND TWO GROUND FLOOR COMMERCIAL SPACES.
