Mission and Program Overview

Mission

The eagles charitable foundation, inc. (the "foundation") was incorporated in 1995 as a nonprofit membership corporation within the state of delaware under the nonprofit corporation law of 1988. The foundation, a 501(c) (3) public charity, brings hope, resources and opportunities to children who lack basic needs - like books, vision care and glasses - that will allow them to be successful in their lives. The foundation is able to leverage its close association with the philadelphia eagles football club (the "eagles") of the national football league to create positive outcomes in its programs. The eagles team and its players can be a strong motivation to get families to participate. Serving thousands of children each year, the foundation focuses its resources on those living at or below the federal poverty level.

To enhance opportunities and improve quality of life for children and youth in the greater philadelphia region through health and education partnerships.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Information necessary to prepare the form 990 is provided by the foundation to wipfli, llp. The form 990, as prepared by wipfli, llp, including the responses to questions, are reviewed for accuracy by the foundation's executive director, board chair, board president, board treasurer and audit committee chair prior to submission to the irs.

Form 990, Part VI, Section B, Line 12C

The board and staff review the conflict of interest policy annually and are asked to complete and sign a form either revealing relationships that may indicate a conflict of interest and/or signing off indicating that there are no conflicts of interest. Throughout the year, staff will report any potential conflicts of interest to the executive director before proceeding with an entity that may be perceived as a conflict of interest. If a conflict of interest is reported, the individual will recuse themself from deliberations regarding that conflict.

Form 990, Part VI, Section B, Line 15A

The role of executive director of the foundation is that of a full-time employee who would receive compensation after the total amount of such compensation has been determined to be fair and reasonable by an independent committee of the board of directors. The committee, before compensation is paid to the executive director, reviews the performance of the executive director in light of the assigned job responsibilities and reviews his/her total compensation in comparison to the total compensation of individuals having similar responsibilities in other organizations, comparable to eyp and determines that the total compensation of the individual is reasonable in amount for the services rendered.

Additional Explanations

Form 990, Part III, Line 2

Eagles charitable foundation (ecf) began discussions with vision to learan (vtl) a nonprofit based in california which provides vision care services to underserved students, with a goal of expanding ecf's vision care services to serve all students in the school district of philadelphia every other year beginning in 2019 or 2020. Ecf signed an agreement of understanding with vtl, effective july 1, 2019, which confirmed the partnership to begin 7/1/2019 through 6/30/22. Vtl will operate the ecf vision program operation through the expiration date. Ecf will make cash contribution grants to vtl each year during the term. Ecf donated the eye mobile and lab vehicles to the organization.

Form 990 Page 9, Line 12

During 2019, the eagles charitable foundation transferred equipment related to the 50/50 raffles to the eagles autism challenge inc. This led to a decrease in revenue for the current year and years to come.

Financial Statement Notes

PART X, LINE 2:

The foundation has obtained a favorable determination that it is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and is classified as an organization that is other than a private foundation. Accordingly, no provision has been made for income taxes. Management has reviewed tax positions taken in filings with federal and state jurisdictions and believes those positions would be sustained should the filings be examined by the relevant taxing authority. Open periods subject to audit for federal purposes are generally the previous three years of tax returns filed.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0THE FOUNDATION HAS OBTAINED A FAVORABLE DETERMINATION THAT IT IS EXEMPT FROM FEDERAL INCOME TAXES UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE AND IS CLASSIFIED AS AN ORGANIZATION THAT IS OTHER THAN A PRIVATE FOUNDATION.
