Mission and Program Overview

Mission

The eagles charitable foundation, inc. (the "foundation") was incorporated in 1995 as a nonprofit membership corporation within the state of delaware under the nonprofit corporation law of 1988. The foundation, a 501(c) (3) public charity, brings hope, resources and opportunities to children who lack basic needs - like books, vision care and glasses - that will allow them to be successful in their lives. The foundation is able to leverage its close association with the philadelphia eagles football club (the "eagles") of the national football league to create positive outcomes in its programs. The eagles team and its players can be a strong motivation to get families to participate. Serving thousands of children each year, the foundation focuses its resources on those living at or below the federal poverty level.

To enhance opportunities and improve quality of life for children and youth in the greater philadelphia region through health and education partnerships.

Governance Explanations

Form 990, Part VI, Section B, line 11B

Information necessary to prepare the form 990 is provided by the foundation to wipfli, llp. The form 990, as prepared by wipfli, llp, including the responses to questions, are reviewed for accuracy by the foundation's executive director, board chair, board president, board treasurer and audit committee chair prior to submission to the irs.

Form 990, Part VI, Section B, line 12C

The board and staff review the conflict of interest policy annually and are asked to complete and sign a form either revealing relationships that may indicate a conflict of interest and/or signing off indicating that there are no conflicts of interest. Throughout the year, staff will report any potential conflicts of interest to the executive director before proceeding with an entity that may be perceived as a conflict of interest. If a conflict of interest is reported, the individual will recuse themself from deliberations regarding that conflict.

Form 990, Part VI, Section B, line 15A

The role of executive director of the foundation is that of a full-time employee who would receive compensation after the total amount of such compensation has been determined to be fair and reasonable by an independent committee of the board of directors. The committee, before compensation is paid to the executive director, reviews the performance of the executive director in light of the assigned job responsibilities and reviews his/her total compensation in comparison to the total compensation of individuals having similar responsibilities in other organizations, comparable to eyp and determines that the total compensation of the individual is reasonable in amount for the services rendered.

Additional Explanations

Form 990, Part III, line 2

Taking flight for autism is a football-themed, upscale dining event hosted at lincoln financial field. Attendees enjoy a cocktail hour and dinner on the field, as well as a full program of football talk from eagles coaches, players and executives. In its inaugural year in 2016, taking flight raised more than $300,000 in net proceeds. In addition, eagles charitable foundation made a $1 million donation to the autism support programs at the children's hospital of philadelphia (chop) and its center for autism research (car). The eagles glasses lab (egl) was created in order to speed up the time it took for ecf to provide glasses to children. Prior to creating egl, children received glasses two weeks after the eye mobile visited their school. Now, most children receive their glasses the same day they are examined on the eye mobile providing immediate service and allowing them to see clearly in school the day of the visit.

Form 990, Part III, line 3

The Foundation made the decision to terminate the Eagles Book Mobile program at the end of 2015 and transition the vehicle used in the program into a vision support vehicle that travels along with the Eagles Eye Mobile. The Foundation continues to distribute books through the Eagles Eye Mobile program and have an impact on literacy with the understanding that if you can't see, you can't read. During 2016, the Foundation expanded its charitable focus to include multiple ongoing research grants at leading research institutions, including The Children's Hospital of Philadelphia, among others, that aim to better understand and treat autism. Taking Flight for Autism is a football-themed upscale dining event hosted at Lincoln Financial Field. Proceeds raised at this event are dedicated to, but not limited to, raising autism awareness, funding research and treatment institutions, as well funding other beneficiaries relating to autism.

Form 990, Part III, Line 1, Continued Description of Organization Mission

While the eagles are a significant source of funds for these programs both financially and in-kind, a large portion of the foundation's resources are raised from independent corporations, foundations and individuals. In order to increase the number of children that are served in the community, the foundation is continuously trying to expand its funding sources through solicitations and a variety of major fundraising events. As one of the foundation's signature programs, the eagles eye mobile is a traveling eye clinic that works to alleviate the disparities in eye care for underserved children. Eighty percent of learning is visual and yet one of five school children experience vision problems. Without comprehensive exams and glasses, many of them will perform poorly in school merely because they can't clearly see what is on a blackboard or in a book. Some are mistakenly placed in special needs classes or others may drop out of school prior to graduation, needlessly. In response, the eagles eye mobile and glasses lab travel to the schools to provide free comprehensive eye exams and free prescription glasses for thousands of philadelphia public school children each year and links those who need it to medical care for more severe eye problems. Decorated with photos of eagles players both inside and out, the eye mobile has a higher success rate of gaining families permission to conduct the exams than is typical. The program has garnered international attention and national recognition and is poised for growth. The star power of the philadelphia eagles football players captures the attention of the youth. Eagles charitable foundation (ecf) also believes that autism is an area that needs more attention and financial support. Through fundraising efforts and strong donor support, ecf is contributing to groundbreaking discoveries in the autism field. In addition to funding grants to leading institutions in the greater philadelphia area, ecf works collaboratively with the eagles and the team's corporate partners on autism research and services. Beyond operating its own programs, the foundation makes grants to deserving community-based organizatlons that serve children in urban neighborhoods who are economically and socially disadvantaged. Through its unique platform, ecf is able to connect with some of the hardest-to-reach children. It also allows us to create incredible fundraising events for ecf supporters and eagles fans, while also supporting our important work in the community.

Form 990, Part I, Line 5, Part V, Lines 2A & 2B

The number of employees includes all full-time and part-time employees (including interns) during calendar year 2016. All compensation paid to such employees, as reported in form 990, part vii is paid directly by the philadelphia eagles limited partnership, an unrelated organization. The foundation reimburses the philadelphia eagles limited partnership for such compensation amounts. Accordingly, all required federal employment tax returns are filed by the philadelphia eagles limited partnership.

Form 990, Part IX, line 11G

EYE MOBILE EXPENSE: Program service expenses 233,255. Management and general expenses 0. Fundraising expenses 0. Total expenses 233,255.

Financial Statement Notes

Part X, Line 2:

The foundation has been approved for a tax exemption under section 501(a) of the internal revenue code as an organization described in section 501(c)(3). Accordingly the foundation has not recorded a provision for income taxes in the accompanying financial statements. Gaap requires financial statement recognition of the impact of a tax position if that position is more likely than not to be sustained on examination, based on the technical merits of the position. The liability or benefit is calculated as the largest amount that is more than 50% likely to be realized upon resolution. The foundation has evaluated its tax positions and believes all could be sustained upon examination.
