Mission

The mission of the pennsylvania bar foundation is to support programs that increase the public's understanding of the law and promote equal access to justice.

The mission of the pennsylvania bar foundation is to support programs that increase the public's understanding of the law and promote equal access to justice. The foundation accomplishes its mission by making grants; administering a loan repayment assistance program for civil legal aid attorneys who help the poor for free; seeking financial support from individuals and organizations both within and outside of the legal community; and encouraging bar members to donate their time, talent and expertise in service to the public.

Voting members are eligible to elect the zone directors of the board of directors at the annual meeting based upon the nominating commitee's report of those nominated

Prior to filing, the final form 990 (including required schedules) will be provided to each of the 22 voting members of the pa bar foundation board of directors and to the five members of the foundation audit committe via electronic mail. Each voting member of the board of directors will be given a week to review the return and to direct any comments, concerns or questions to the pennsylvania bar foundation audit committee by a date certain deadline. The absence of a director's comment, concern or question will be presumed to mean that the director has no input. At the conclusion of the board of director's response period, the audit commitee will conduct a line by line review of the return with the foundation executive director and controller, review the comments, concerns and questions received, if any, from the voting members of the board of directors and make a recommendation to the full board regarding the acceptance or revision of the 990. In the event the audit committee's review results in recommended revisions, the chair of the audit committee will communicate those revisions to the auditors for further review and consideration.

In 2013, the pennsylvania bar foundation launched a named scholarship program to provide individuals and organizations within and beyond the legal community the opportunity to establish an annual scholarship to benefit pennsylvania residents attending any one of eight accredited law schools serving the state. An annual minimum commitment of $3,000 per year for five years is required to establish a named scholarship fund. Name scholarship funds established by bar entities or bar members have a lower annual commitment rate and are eligible to receive an annual contribution from the pennsylvania bar foundation, to the extent funds are available, to increase the impact of their award. Named scholarships are awarded competitively, based upon criteria established by the donor and approved by the foundation board of directors. In 2013, the joseph t. Mcdonald memorial scholarship of the pennsylvania bar foundation, the first named scholarship fund, awarded one $3,000 scholarship. A second named scholarship was also approved and will be making its first award in 2014.

On february 1994 the executive commitee of the pennsylvania bar foundation approved accepting all funds of pennsylvania futures commission which were currently being held by the pennsylvania bar association and approved the chair appointing a committee to approve expenditures from this fund for the pennsylvania futures commission.

THE SCHOLARSHIP FUND IS SUPPORTED BY THE NET PROCEEDS OF AN ANNUAL SILENT AUCTION AND UNDESIGNATED CONTRIBUTIONS RECEIVED FROM INDIVIDUAL DONORS.IN 2013, THE FOUNDATION AWARDED FOUR, $3,000 SCHOLARSHIPS. THE SCHOLARSHIPS ARE AWARDED COMPETITIVELY, BASED ON THE APPLICANT'S ACADEMIC PROGRESS, FINANCIAL NEED, RECOMMENDATIONS, AND POTENTIAL FOR MAKING A CONTRIBUTION TO THE LEGAL PROFESSION EITHER THROUGH ANTICIPATED LEGAL WORK OR OTHER EFFORTS AS DISCUSSED IN THE APPLICANT'S 250 - 500 WORD ESSAY. HALF OF THE SCHOLARSHIPS ARE SPECIFICALLY DEDICATED TO THE SUPPORT OF HISTORICALLY UNDERREPRESENTED MINORITY LAW STUDENTS. THE ANNUAL PROGRAM KICKS OFF IN SEPTEMBER DURING THE NATIONAL CONSTITUTION WEEK CELEBRATION AND CONTINUES THROUGHOUT THE FALL. TO DATE, SCHOOLS IN NEARLY ALL OF PENNSYLVANIA'S 67 COUNTIES HAVE TAKEN PART IN THE PROGRAM. GOFFMAN AWARD(S).THE PROGRAM PROMOTES PRO BONO SERVICE AND THE INDIVIDUALS AND SUCCESSFUL DELIVERY MODELS THAT HAVE ENHANCED THE PROVISION OF CIVIL LEGAL AID TO PENNSYLVANIA'S POOR AND DISADVANTAGED. SINCE 1989, THE PROGRAM HAS RECOGNIZED 20 ORGANIZATIONS AND 19 INDIVIDUALS FOR OUTSTANDING PRO BONO SERVICE TO THE CITIZENS OF PENNSYLVANIA. THEIR WORK IS MEMORIALIZED WITH THE PRESENTATION OF A COMMEMORATIVE PLAQUE AND A CASH AWARD.

STUDENTS DEVOTE EVENINGS AND WEEKENDS PREPARING FOR THE RIGOROUS CHALLENGE OF LEARNING CONSTITUTIONAL PRINCIPLES AND PRACTICES. THEY ALSO DEVELOP TEAM BUILDING AND EFFECTIVE COMMUNICATIONS STRATEGIES AS THEY WORK TOGETHER IN SMALL GROUPS TO MASTER THE MATERIALS AND READY FOR THE COMPETITIONS.AT THE STATE AND NATIONAL LEGAL, STUDENTS COMPETE IN SIMULATED CONGRESSIONAL HEARINGS ON THE CONSTITUTION AND BILL OF RIGHTS. THEY PRESENT BRIEF OPENING STATEMENTS ON CONSTITUTIONAL QUESTIONS, FIELD ADDITIONAL QUESTIONS FROM A PANEL COMPRISED OF ACADEMICIANS, FEDERAL JUDGES AND ATTORNEYS, AND DEFEND THEIR POSITIONS WITH REASONED ARGUMENTS. IN 2013, DUE TO DECREASED FUNDING ON THE STATE AND NATIONAL LEVEL, A FOUNDATION GRANT HELPED TO UNDERWRITE A SMALL PORTION OF THE COST ASSOCIATED WITH GETTING THE PENNSYLVANIA WE THE PEOPLE STATE FINALISTS TO THE NATIONAL COMPETITION IN WASHINGTON DC IN APRIL.
