The mission of the pennsylvania bar foundation is to support programs that increase the public's understanding of the law and promote equal access to justice.

The foundation accomplishes its mission by making grants; administering a loan repayment assistance program for civil legal aid attorneys who help the poor for free; seeking financial support from individuals and organizations both within and outside of the legal community; and encouraging bar members to donate their time, talent and expertise in service to the public.

Voting members are eligible to elect the directors of the board of directors at the annual meeting based upon the nominating commitee's report of those nominated

Form 990, Part VI, Section B, Line 11B

Prior to filing, the final form 990 (including required schedules) will be provided to each of the 23 voting members of the pa bar foundation board of directors and to the five members of the foundation audit committee via electronic mail. Each voting member of the board of directors will be given a week to review the return and to direct any comments, concerns or questions to the pennsylvania bar foundation audit committee by a date certain deadline. The absence of a director's comment, concern or question will be presumed to mean that the director has no input. At the conclusion of the board of director's response period, the audit committee will conduct a review of the return with the director of finance, review the comments, concerns and questions received, if any, from the voting members of the board of directors and make a recommendation to the full board regarding the acceptance or revision of the 990. In the event the audit committee's review results in recommended revisions, those revisions will be communicated to the auditors for further review and consideration.

Financial Statement Notes

PART IV, LINE 2B:

On february 1994 the executive committee of the pennsylvania bar foundation approved accepting all funds of pennsylvania futures commission which were currently being held by the pennsylvania bar association and approved the chair appointing a committee to approve expenditures from this fund for the pennsylvania futures commission.

PART V, LINE 4:

The foundation's board designated portion of endowment funds will be spent for the benefit of the foundation's charitable purposes. The foundation's temporarily restricted endowment funds will be spent on pro-bono services under the goffman award fund. The foundation's keystone permanently restricted endowment funds and the louis j. Goffman permanently restricted endowment fund are invested in perpetuity for which only income is expendable to support the donor-stipulated program.

TWO OF THE MAJOR PROGRAMS DESIGNED TO DO THIS ARE THE CELEBRATE THE CONSTITUTION PROGRAM AND THE LAW DAY PROGRAM.THE CELEBRATE THE CONSTITUTION PROGRAM IS DESIGNED TO TEACH STUDENTS ABOUT THE U.S. CONSTITUTION. THE AWARD-WINNING CELEBRATE THE CONSTITUTION PROGRAM BRINGS TOGETHER K-12 STUDENTS, LAWYERS, AND JUDGES FOR MOCK CONSTITUTION SIGNING PROGRAMS ACROSS PENNSYLVANIA. THE ANNUAL PROGRAM KICKS-OFF IN SEPTEMBER DURING THE NATIONAL CONSTITUTION WEEK CELEBRATION AND CONTINUES THROUGHOUT THE FALL. ALL PARTICIPATING SCHOOLS AND COUNTY BAR ASSOCIATIONS RECEIVE CONSTITUTION-RELATED MATERIALS FOR THE SIGNING PROGRAMS. TO DATE, SCHOOLS IN NEARLY ALL OF PENNSYLVANIA'S 67 COUNTIES HAVE TAKEN PART IN THE PROGRAM AND OVER 75,000 PENNSYLVANIA STUDENTS HAVE SIGNED THE CONSTITUTION.THE LAW DAY PROGRAM ALLOWS PENNSYLVANIA LAWYERS AND JUDGES TO VISIT K-12 CLASSROOMS THROUGHOUT THE MONTH OF MAY TO TEACH STUDENTS ABOUT THE LAW. SUPPORTING MATERIALS, SUCH AS LAW-RELATED LESSON PLANS AND SOUVENIRS WITH LOTS OF KID APPEAL ARE DISTRIBUTED TO LAWYERS, JUDGES, AND SCHOOLS ACROSS THE COMMONWEALTH MAKING THE DAY NOT ONLY INSTRUCTIVE BUT ALSO MEMORABLE AND FUN. SINCE 2000, MORE THAN 2,100 SCHOOLS AND NEARLY 1,900 LAWYERS AND JUDGES HAVE TAKEN PART IN THE PROGRAM.FOUNDATION FUNDING SUPPORTS THE PURCHASE OF APPROXIMATELY 20,000 POCKET U.S. CONSTITUTION BOOKLETS EACH YEAR AND THE DEVELOPMENT OF EDUCATIONAL VIDEOS AND LESSON PLANS RELATED TO THE CONSTITUTION.

NAMED SCHOLARSHIP FUNDS ESTABLISHED BY BAR ENTITIES OR BAR MEMBERS HAVE A LOWER ANNUAL COMMITMENT RATE AND ARE ELIGIBLE TO RECEIVE AN ANNUAL CONTRIBUTION FROM THE PENNSYLVANIA BAR FOUNDATION, TO THE EXTENT FUNDS ARE AVAILABLE TO INCREASE THE IMPACT OF THEIR AWARD.NAMED SCHOLARSHIPS ARE AWARDED COMPETITIVELY, BASED UPON CRITERIA ESTABLISHED BY THE DONOR AND APPROVED BY THE FOUNDATION BOARD OF DIRECTORS. IN 2019, THE JOSEPH T. MCDONALD MEMORIAL SCHOLARSHIP OF THE PENNSYLVANIA BAR FOUNDATION AWARDED ONE $3,000 SCHOLARSHIP AND THE LOUISE HOFFMEYER-OVERMILLER MEMORIAL SCHOLARSHIP AWARDED ONE $6,000 SCHOLARSHIP.

PARTICIPATION IN THE PERFORMANCE-BASED, HANDS-ON PROGRAM NOT ONLY PROVIDES STUDENTS WITH A PRACTICAL KNOWLEDGE ABOUT HOW OUR LEGAL SYSTEM OPERATES AND WHO THE MAJOR PLAYERS ARE IN THAT SYSTEM, BUT ALSO GIVES THEM THE OPPORTUNITY TO LEARN AND TO IMPROVE IMPORTANT LIFE SKILLS LIKE ORAL ADVOCACY, CRITICAL THINKING, EFFECTIVE COMMUNICATION, QUALITY PREPARATION, TEAMWORK, AND THE IMPORTANCE OF FOLLOWING THE RULES. THEIR EFFORTS CULMINATE IN A STATEWIDE FINAL COMPETITION HELD ANNUALLY IN THE STATE CAPITAL. FOUNDATION FUNDING SUPPORTS THE TELEVISED COVERAGE OF THE EVENT AND THE RECORDING OF THE COMPETITION FOR THE BENEFIT OF FUTURE COMPETITORS.
