Mission and Program Overview

Mission

Tug hill tomorrow land trust primarily serves the portions of jefferson, lewis, oneida, herkimer and oswego counties that fall within the boundaries of the tug hill region in northern new york state. Tug hill tomorrow was formed for two purposes: to help increase awareness and appreciation of the tug hill region through educational efforts, field trip & special events to help retain the forest, farm, recreation and wild lands of the region through voluntary, private land protection efforts mission: to protect tug hill's working farm and forest lands, its wild lands, and natural and cultural heritage, for the benefit of present and future generations.

Financial Statement Notes

PART II, LINE 9:

A conservation easement is a legal, voluntary agreement between the landowner and tug hill tomorrow land trust that protects the natural, agricultural, recreational, scenic, or historic values of the property. The landowner is assured that the land will be protected forever without giving up ownership of the land. Landowners who enter into this agreement with us continue to own the conserved property and pay property taxes yet are free to sell the land. Conservation easements are very flexible and are tailored to each landowner and property. There may be tax benefits to the land owner. The easement is filed with the deed, and present and future owners of the property are bound by the restrictions of the easement. Public access is not a requirement of a conservation easement and in some cases may be contrary to the easement's purpose. Easements are not marketable interests in real estate, and have no segregable economic value to thtlt. Indeed, the easements impose on thtlt a perpetual obligation to monitor and steward the properties, the costs of which are an on-going expense.

THE TUG HILL REGION COVERS PARTS OF JEFFERSON, LEWIS, ONEIDA AND OSWEGO COUNTIES. WE DO THIS MAINLY THROUGH VOLUNTARY CONSERVATION EASEMENT AGREEMENTS. IN 2014 WE COMPLETED A CONSERVATION EASEMENT PROJECT ON THE 3,219 ACRE- MARKS FARMS IN THE TOWN OF MARTINSBURG. THIS PROJECT WAS THE RESULT OF AN ENVIRONMENTAL MITIGATION FINE IMPOSED BY NYS DEPARTMENT OF ENVIRONMENTAL CONSERVATION FOR A MANURE LAGOON BREACH AND CONSEQUENT SPILL INTO THE BLACK RIVER. MARKS FARM WAS REQUIRED TO GIVE UP $1.5 MILLION DOLLARS WORTH OF DEVELOPMENT RIGHTS ON THE FARM AND TUG HILL TOMORROW WAS DESIGNATED AS THE RECIPIENT. MOST OF THE TIME LANDOWNERS DONATE THESE EASEMENTS TO THE ORGANIZATION, WHICH WAS THE CASE FOR THE SECOND PROJECT IN 2014, THE 200-ACRE WEIBEL FARM IN THE TOWN OF LEE, ONEIDA COUNTY. HOWEVER, SOMETIMES GRANTS BECOME AVAILABLE TO PAY FOR THESE EASEMENTS. FOR THE PAST SIX YEARS WE HAVE BEEN PARTNERING WITH FT. DRUM AND DUCKS UNLIMITED ON THE ARMY COMPATIBLE USE BUFFER (ACUB) PROGRAM WHICH PURCHASES THESE EASEMENTS ON LANDS AROUND FT. DRUM TO LIMIT THE DEVELOPMENT AND ALLOW THE ARMY TO MAXIMIZE TRAINING ON POST. ALTHOUGH WE DID NOT CLOSE ON ANY ACUB PROJECTS IN 2014, WE SPENT TIME WORKING ON SEVERAL OF THESE PROJECTS. WE ALSO PARTNER WITH LIKE-MINDED ORGANIZATIONS ON LOCAL AND REGIONAL PLANNING EFFORTS AND NATURAL RESOURCE ISSUES.

THE LANDOWNER IS ASSURED THAT THE LAND WILL BE PROTECTED FOREVER WITHOUT GIVING UP OWNERSHIP OF THE LAND. LANDOWNERS WHO ENTER INTO THIS AGREEMENT WITH US CONTINUE TO OWN THE CONSERVED PROPERTY AND PAY PROPERTY TAXES YET ARE FREE TO SELL THE LAND. CONSERVATION EASEMENTS ARE VERY FLEXIBLE AND ARE TAILORED TO EACH LANDOWNER AND PROPERTY. THERE MAY BE TAX BENEFITS TO THE LAND OWNER. THE EASEMENT IS FILED WITH THE DEED, AND PRESENT AND FUTURE OWNERS OF THE PROPERTY ARE BOUND BY THE RESTRICTIONS OF THE EASEMENT.
