To operate exclusively for social welfare purposes, specifically related to economic development for lincoln county.

Program Services

DescriptionGrantsExpenses
Statement of accomplishments for our three largest program services for 2018.2018 Key Program 1: Business Creation, Retention, & ExpansionThe EDC provides assistance to Lincoln County businesses. During the past year thirty-nine businesses were directly assisted with dozens more assisted through channels like tourism promotion and social media. A Social Media Boot Camp benefited businesses looking to increase their online presence and another fifty-seven businesses were featured through a 2018 Shop Local for the Holidays Facebook campaign. Another request the EDC often gets is for small business loans. The EDC does not make loans so we need partners that do. The loan officer for the Tri County Economic Development Districts Rural Opportunities Loan Fund (ROLF) has partnered with us to bring loan offerings that are focused on rural small businesses and startups. Office hours are now available in Lincoln County every month and the loan officer has been visiting Chamber meetings and visiting with potential clients. The EDC contracts with Lincoln County to be the Visitor & Convention Bureau and administer their tourism tax. The sole purpose of the contract is to bring tourists and their discretionary income into Lincoln County stores, restaurants, motels, gas stations, and real estate offices through tourism promotion. The EDC has been administering the countys tourism tax since 2010 and we have seen steady growth in tourism year after year. This partnership with the County floats all boats.2018 Key Program 2: Provide the Infrastructure Necessary for Resource Delivery & Economic GrowthThe top complaint the EDC hears from business owners is not having access to high speed internet. A recent survey conducted by the EDC revealed that 70% of local businesses consider their current internet to be inadequate. Part of the problem is declining service from our only DSL provider and the EDC has been pushing local wireless providers to increase their speeds and expand their service areas to fill the gap. We have seen more providers enter the market and offer higher speeds and that is good news. Now the challenge becomes getting those providers into our smaller communities and seeing that speeds promised are the speeds delivered. In 2018 the EDC also published Connecting Lincoln County, a thorough evaluation of local broadband. This was a project administered by the Natl Telecommunication & Information Administration with the intent of providing Lincoln County and its communities with the data needed to apply for broadband infrastructure grants and loans. The full report can be found on the EDCs website. As the broadband planning entity for Lincoln County, the EDC will utilize this resource and others to assure access to excellent broadband services for our businesses. The EDC hosts and markets a list of Lincoln Countys commercial and industrial properties on our website. Additionally, through our partnership with the Dept. of Commerce, we post properties to a national site selector database that is accessible to a global audience. Both lists are a free service to commercial property owners. The goal is to put a business in every empty store front. Lincoln County has been experiencing the same hot real estate market as the rest of the state and our list of available properties is at an all-time low. Its the same situation with housing and we are working to increase new housing starts. 2018 Key Program 3: Unite Stakeholders for Increased Economic DevelopmentThe EDC regularly hosts Mayors meetings that bring together our elected officials so they can learn from one anothers challenges and successes. In 2018 a dominant topic of concern was the cost of maintaining municipal water and sewer systems and operators. As a result of those meetings, Lincoln County was selected for a pilot project where mayors and system operators learned how eliminating redundancy and sharing resources on a countywide basis could save them money and headaches. Safe and sustainable water systems are critical to economic development and the EDC was happy to facilitate the 3-month project which was funded by the WA Dept. of Health. A consultant from Rural Community Assistance Corporation who specializes in regionalization of water systems led the training. Since the project ended in June, six of eight communities have expressed interest in moving forward with some measure of regionalization. Their first step will be a MOU for mutual aid in case of emergency.$28,989-
