Mission

To operate exclusively for social welfare purposes, specifically related to economic development for lincoln county.

Program Services

DescriptionGrantsExpenses
Statement of accomplishments for our three largest program services for 2015.1.Provide Businesses Training and Assistance During 2015 the EDC provided assistance of training to 53 businesses. One of the training events we hosted was the Washington Rural Pathways to Prosperity Conference, a conference focused on growing rural small business and supporting rural entrepreneurs (HTTP://waruralprosperity.wsu.edu/) We had excellent attendance including several elected officials. That is important to note because the awareness of local government to the needs of their business community is critical in small towns. Some of the key outcomes for attendees: the importance of shopping local to retain sales tax; the need to strengthen our Chambers and encourage their collaboration; and the need to support our entrepreneurs in ever way possible. This convergence is a partnership with WSU Extension. An important business assistance project involved intelliPaper, a local tech company with a temporary facility in Lincoln County. The EDC administered a grant on behalf of Lincoln County to do a site evaluation study for the construction of intelliPaper's permanent facility. The goal of this business retention project was to see the growing company's permanent facility built here in Lincoln County, adding much needed diversity to our job market. 2. Build Our Workforce Lincoln County faced a severe shortage of child care options in 2015. A survey of businesses revealed that the shortage was making it difficult to recruit and retain employees and causing employees to miss work. The EDC partnered with WSU Extension to hold a public forum on the subject with strong attendance from businesses, schools, and parents, some of whom were driving 35-miles to take their kids to day care centers. An orientation for in-home child care centers followed and three providers were assisted in opening in-home centers. A listserv of stakeholders from the project was created and remains active and valuable: the listserv connected a preschool and daycare in Wilbur with a successful candidate for director, preventing its closure. The child care project is ongoing. 3. Provide the Infrastructure Necessary for Resource Delivery & Economic Growth Lincoln County's municipalities faced a new barrier to funding critical infrastructure projects - projects that typically cost hundreds of thousands of dollars and that would go undone if not for grants. Federal income figures used to determine eligibility reflected an unfounded increase of income levels for 2015, leaving seven of our eight towns ineligible for CDBG grants and low interest loans and loan forgiveness from the Department of Health or the Department of Ecology. The burden was on the community to verify the correct income levels and the only option to do this was through an income survey of residents. The EDC performed income surveys for two of our municipalities and both were successful in providing eligibility. This project has the capability of bringing them over $1 million in infrastructure improvements and by the end of the year both had grant applications being considered.$128,972-
