Governance Explanations

Form 990, Part VI, Section B, line 11B

The Form 990 is reviewed by the Chairman of the Audit Committee and the CFO and any discrpancies or questions will be discussed with the preparer and resolved prior to filing the returns.

Form 990, Part VI, Section B, line 12C

The conflict of interest policy is distributed to all employees and board members. The organization has put in place a process to redistribute and monitor the policy annually. This is done in January of each year for any new employees and/or board members.

Form 990, Part VI, Section B, line 15A

The officers' compensation is determined by the Board of Directors', Compensation Committee and comparison data. A resolution is passed once the salaries have been determined. The Board of Directors reviews the Officers' compensation annually to determine if changes should be made based on performance, scope of work adjustments and financial resources available to accommodate any increase.

Form 990, Part VI, Section C, line 19

InSTEDD makes available all documents required when requested by the public.

Financial Statement Notes

Part X, Line 2:

InSTEDD is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by InSTEDD in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. InSTEDD's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/ProgSrvcAccomActy2Grp/Desc0Lap Mapping Project:With funding from the Bill and Melinda Gates Foundation, InSTEDD and African Society for Laboratory Medicine is building a centralized platform for collecting data and providing software tools to better support, manage and plan for laboratory services throughout Africa. Information and data about laboratory capacity and locations across countries in Africa are largely difficult to access, out of date, or incomplete. This causes many challenges in enhancing laboratory network capacity for improved patient testing and support of public health needs. As such, the mapping of laboratory capacity across the continent has been identified as a key priority for the development of laboratory networks in Africa.

IRS990/ProgSrvcAccomActy3Grp/Desc0Chatbot:People are increasingly engaging with chatbots via messenger apps such as Facebook and Telegram that are rising in popularity as mobile data plans and Wifi become more prevalent. The impact opportunity and need to engage vulnerable populations on food security issues sparked a project collaboration between the World Food Programme (WFP) and InSTEDD with support from the Cisco Foundation, are working together to create "Foodbot", a chatbot that's goal is to collect and share information relating to food security.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Spider: Swedish Program for ICT4D in Developing Regions Program (SPIDER) began a multi-year technology, research, design, development and deployment collaboration with the InSTEDD iLab Southeast Asia office. The common shared goal between the organizations was to assist efforts in Cambodia around knowledge sharing and innovative implementation of information communication technology for development (ICT4D).Mobile Technology Services: InSTEDD conceived, designed and developed an extensive, adaptable, scalable, and simple to use mobile platform of technologies which integrate and interoperate with most enterprise solutions in the humanitarian sector as well as work as stand-alone tools. In 2015 these tools continued to be deployed with support with groups like UN World Food Programme in their mobile Vulnerability Analysis and Mapping (mVAM) project to assist in collecting food security data remotely through short phone surveys, using SMS, live telephone interviews and an Interactive Voice Response (IVR) system. Skoll Global Threats fund engaged InSTEDD to work with the Ministries of Health in Cambodia and Laos, to adapt the Verboice Technology to several Mekong Basin Region surveillance projects.Health Information Systems: InSTEDD works with several stakeholders in the area of Health Information Systems design, development and implementation. This work includes the work formerly referred to as HI-PPP which is now called OpenHIE and is funded by PEPFAR. InSTEDD is a founding member of this community and is responsible for the Facility Registry Community activities. InSTEDD's iLab Southeast Asia team created, designed and developed the tool Resource Map, which is the reference technology that the Facility Registry module built upon. Along with the initial implementations, InSTEDD provided direct support to the online community strategy for OpenHIE for community engagement, branding, technical guides, and country support. InSTEDD was contracted to work with RTI International to support the integration of a national facility registry into the HIS for the Tanzanian Ministry of Health. Opioid Response Project: The Opioid Response Innovation Initiative is a collaborative design and technology development effort. With a cross-functional group of community health providers, health agencies, research bodies, and technology innovators, we are working together to identify ways in which open source technology can aide the opioid crisis response. Our collective goal is to improve health, safety, and sustainable development in communities heavily impacted by opioid use disorder. The initial design efforts in the project will take place with Sonoran Prevention Works in Arizona and Regional Family Resource Network in West Virginia. An additional six organizations from around the United States are also joining the initiative to formulate proposals and ideas for action.115 Hotline: Working closely with the Skoll Global Threats Fund and the Cambodia CDC, The InSTEDD iLab Southeast Asia helped launch a free to the public hotline system that can be accessed by dialing 115 on any phone in Cambodia. Health reports from citizens are marked for verification, follow-up, and analysis. Reports submitted by health centres and community health workers are improving timeliness and accuracy of reports and enhancing investigation into outbreak response and prevention measures. The iLab Southeast Asia continues to support the line as it scales and grows in popularity.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0InSTEDD is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d.
