Mission

Thrive washington advances high-quality early learning - with a commitment to innovation and equity - throughout washington state. We work with partners to activate communities, advocate for young children and families, and influence public and private investment.

Major Activities

Activity 2
Home visiting services account (hvsa)in 2011, thrive & several stakeholders & community partners, worked together to develop a washington state home visiting plan that articulates high-level goals & prioritized objectives for infrastructure-building & implementation of a home visiting system. The home visiting services account (hvsa), established by the legislature, is overseen by the department of early learning, & administered by thrive. Thrive is responsible for raising private funds to match & release public dollars from the hvsa to expand ongoing availability of services, service delivery & access, & quality & accountability. Over the past year, thrive has made great progress in ensuring that washington's vulnerable families have access to high-quality, evidence-based home visiting services by awarding grants to a total of fourteen evidence-based home visiting programs across washington. 1. Serving families: in just two years, the hvsa has expanded from funding four grantees serving about 120 children, to 43 grantees with the capacity to serve over 1,700 children statewide, while decreasing the cost per child through economies of scale. The models & programs meet the needs of diverse populations.2. Developing the field: funds work to increase the state's capacity to not only serve more families, but also serve them with highest quality. 3. Centralizing support & empowering communities: the hvsa portfolio approach opens the door to diverse models & programs, so that communities can get what they want. With hvsa funding comes technical assistance & training that supports improved home visiting implementation.
Activity 3
Partnership & mobilizationthrive provides intensive technical support & strategic planning to ten early learning regional coalitions (elrcs) to help them significantly improve their ability to implement the washington state early learning plan (elp) strategies, & to actively participate in the evolving state-local governance structure. The elrcs are formal networks of community partners that include public schools, early learning professionals, social service providers, esds, & k-12 representatives. Members work together to advance early learning in their specific geographical regions. Thrive works with elrcs to facilitate their implementation of elp strategies & provides support for capacity building activities, & they have made tremendous progress in the past year. The washington state early learning plan is a ten-year roadmap detailing 36 strategies to support the healthy growth & development of all children from birth to third grade in washington state. One of the most significant accomplishments of last year's elp implementation was the successful revision of the early learning & development guidelines, released in january 2012. Thrive co-led the collaborative process to revise the guidelines, along with department of early learning (del) & the office of superintendent of public instruction (ospi) & a diverse committee of stakeholders. The new guidelines:- celebrate washington's increasingly diverse population.- support early childhood education and assistance program (eceap) & head start standards.- extend the guidelines through third grade & align with the k-3 learning expectations, including common core standards.- replace the 2005 early learning & development benchmarks & reflect what we have learned about child development since 2005.- provide an easy-to-read format that helps support parents as their child's first & most important teachers with information about what children can do & learn at different stages of development.we collaborated with researchers including the university of washington's institute for learning & brain sciences (i-labs) to share the latest on brain research & other advancements in early learning with policymakers & stakeholders. We continued investment in early learning & strong public policy through education & advocacy.

ACCOMPLISHMENTS FOR THIS YEAR INCLUDE:- HOME VISITING: THE FOLLOWING HOME VISITING MODELS ARE RECEIVING FUNDING FROM THE HOME VISITING SERVICES ACCOUNT (SEE BELOW): NURSE-FAMILY PARTNERSHIP - YAKIMA; PARENTS AS TEACHERS - YAKIMA; PARTNERING WITH FAMILIES FOR EARLY LEARNING - YAKIMA & WHITE CENTER (COMMUNITY DOULA OUTREACH PROGRAM, OPEN ARMS PERINATAL SERVICES).QUALITY IMPROVEMENT: MANY OF THE PROGRAMS THAT PARTICIPATED IN THE QUALITY RATING IMPROVEMENT SYSTEM (QRIS) PILOT ARE NOW BEING FUNDED AS PART OF THE STATEWIDE PROGRAM EARLY ACHIEVERS.- EDUCARE EARLY LEARNING CENTER: LOCATED IN THE WHITE CENTER DEMONSTRATION COMMUNITY, EDUCARE IS A NATIONAL EARLY LEARNING MODEL THAT PROVIDES STATE-OF-THE-ART EARLY LEARNING PROGRAMS FOR AT-RISK CHILDREN FROM BIRTH TO FIVE YEARS.
