Mission and Program Overview

Mission

Thrive washington advances high-quality early learning - with a commitment to innovation and equity - throughout washington state. We work with partners to activate communities, advocate for young children and families, and influence public and private investment.

Major Activities

Activity 2
Seeds to success quality rating & improvement systemseeds to success (seeds), washington's voluntary quality rating and improvement system, provides licensed child care providers with support, resources, and training to integrate best practices and standards of quality into their early learning environments. Results from the second year of the two-year field test show that seeds clearly improved the quality of care provided by participants, a factor that will contribute to positive developmental outcomes for children. Having successfully implemented the two-year field test, thrive transitioned leadership of seeds to the department of early learning (del), which has secured a national governor's association grant to support the design for the roll-out of seeds.
Activity 3
Partnerships & mobilizationearly learning plan: in september 2010, thrive, the department of early learning (del), office of superintendent of public instruction (ospi), and over 100 community partners completed the state's first early learning plan, a ten-year roadmap for building a coordinated, comprehensive system of early learning in washington. It advances thirty-six specific strategies for connecting stakeholders across sectors and building a solid foundation for a statewide early learning system. In addition, the early learning partnership - thrive, del and ospi - developed a one-year action plan, prioritizing eleven of these strategies for immediate implementation. Early learning coalitions: thrive provided intensive technical support and strategic planning to ten early learning coalitions (elcs) to help them significantly improve their ability to implement the early learning plan (elp) strategies, and to actively participate in the evolving state-local governance structure. In the past year, the elcs made tremendous progress. Thrive provided funding for early literacy programming in four elcs and reach out and read washington (rorwa) that together reached 13,754 children. In addition, thrive continued its support of reach out and read, a research-based early literacy program that works with pediatricians to provide books and support parents in reading to their young children.thrive also funded communities of practice in three counties for the second year. These communities bring together parent educators to form learning communities on issues of parenting. Next year, thrive is transitioning the communities of practice to the washington parenting education network (wa-pen).
