THE ACP WILL FOCUS ON A LIMITED NUMBER OF ISSUES CRITICAL TO ECONOMIC DEVELOPMENT; 3. THE ACP WILL WORK THROUGH EXISTING ORGANIZATIONS TO ACCOMPLISH ITS GOALS WHENEVER POSSIBLE; 4. THE ACP WILL ADDRESS ISSUES WITH ANALYTICAL RIGOR, INCLUDING THE USE OF CLEAR WORK PLANS, METRICS, MILESTONES AND DEADLINES; 5.
