The corporation was organized solely and specifically to develop, own, and operate a low-income housing project on a nonprofit basis pursuant to section 811 of the national affordable housing act.

The organization delegated control over management duties to central new york services under the direct supervision of the board of directors. This includes bookkeeping, property management and personnel related functions.
