Mission and Program Overview

Mission

To provide reentry and other transitional supportive services to several at-risk populations including non-violent previously incarcerated persons reintegrating into communities and their families by reducing barriers such as housing, employment, discrimination, job training, education, substance abuse and mental health treatment, and a number of emergency supportive services.

To insure maximum utilization of resources in the geographical area of Birmingham, Jefferson and surrounding counties by employing all of the resources in the area, including but not limited to, resources available from private charitable sources and from local, state, and federal governments to assist in the development of healthy communities and lifestyles, thereby, preventing violence and other at-risk behaviors that lead to unemployment, disease, incarceration and re-incarceration, premature death and generational cycles of poverty and economic exclusion.

IRS990/Desc0Young Adult Reentry Programs (Face Forward 3) and Reentry Demonstration Program were funded by Department of Labor ETA; and, the Out of School Career Opportunity Programs was funded by Jefferson County Office of Workforce Development. Face Forward 3 programs provide reentry services to young adults who have been in conflict with the law. This initiative serves as both a diversion and reentry program for young adults, male and female, between the ages of 18-24. Outcomes included 9% recidivism rate overall; 90% mentoring rate; $9.14 average hourly earnings; 86% Entered Employment Rate; 88% Employment Retention Rate; and, 85% Credential Attainment Rate. The Out of School Youth Program provides funds for 50 Out of School WoA eligible students to receive occupational training and certifications leading to careers in high demand and in-demand allied health fields. Overall, the project showed much success with 90% job placement rate, 91% Program Completion Rate and 92% Certification Attainment. Services provided were recruitment, outreach, case management, job training, job readiness, occupational training, occupational certifications, coordination of behavioral health services and medical health services, mentoring, leadership and job placement. The Reentry Demonstration Project will begin enrollment February 2017. The YouthBuild program was added in 2015 as a construction training program. The program is projected to complete the construction/major rehab of a home in North Birmingham by December 2017. Enrollment is expected at 60. As of 12/31/2016, 34 students have been enrolled and are matriculating through the program as expected. This program will not show outcomes 2nd quarter 2017 because of the length of training to obtain NCCER, OSHA 30, and GED certifications.

The participants may not have ever had a sex crime other than prostitution. This program provides reentry services funded under the Training to Work (1) and Training to Work (2) programs. Services provided includes case management, education, housing assistance, job placement, job readiness, financial literacy, life skills, career counseling and career pathways establishment, mentoring, career training and certifications, wraparound supportive services. All eligible participants are referred for medical healthcare and behavioral health services. Outcomes include 100% enrollment rate, 96% participation rate, $10.14 average hourly earnings 94% Entered Employment Rate; 92% Employment Retention Rate; and, 8% Recidivism Rate.

IRS990/ProgSrvcAccomActy3Grp/Desc0The Youth Opportunity Careers program includes funding and program services for participants who may or may not have been involved with the criminal justice system. The two major programs include OSY programs funded by WIOA; YouthBuild, funded by DOLETA; and, Innovate Birmingham, funded by University of AL at Birmingham (Contract). All programs require short-term skills training leading to a credential/certification and/or licenses aligned with LMI for in-demand and high-demand occupations. In 2017, the OSY program enrolled 50 participants ($389,000) whose outcomes included 100% enrollment, 100% certification, 88% employment, and 94% Increase in literacy gains. The YouthBuild program enrolled 65 participants with outcomes as follows: 100% enrollment, 88% Credential Attainment, and 82% employment. The UAB program is in partnership to provide case management and supportive services.

Outcomes: 5/5 completed and attained their occupational training and credentials, 5/5 became employed with local healthcare providers earning an average of $10.00 per hour. We received a contract from Lawson State Community College to provide the Ready to Work program on site. Outcomes: 109 participants completed the program and acquired certifications. We received a mini-grant from Wells Fargo Foundation to provide GED tutoring, occupational training and certifications, career counseling, and job placement to community applicants who were not qualified under funded federal grants. Outcomes: 80% completed and attained their occupational training and credentials, 87% became employed with local employer earning an average of $10.00 per hour; and, 17 attained their GED. We received contributions from various members of the community to provide emergency supportive services including but not limited to emergency housing assistance, emergency utility assistance, childcare stipends, transportation vouchers, food assistance, work supports, occupational training and certifications and job placement activities. 113 persons were served from unrestricted funds.
