Mission and Program Overview

Mission

To provide reentry and other transitional and workforce training services to WIOA and several vulnerable populations, including unemployed, underemployed, uneducated and undereducated, adult and young adults who have been in conflict with the law, pregnant and parenting teens, uninsured and underinsured, and their families by reducing barriers such as homelessness or risk of becoming homeless, employment, discrimination, job training, education, behavioral health treatment, and several emergency support services. During the FY, the agency expanded its ACER Reentry model to nine West Alabama Counties and to the Chattahoochee River Valley Region encompassing contiguous Russell and Lee Counties (Eastern) Alabama. We also provide workforce development/readiness services across 16 Alabama counties.

To insure maximum utilization of resources in the geographical area of Birmingham, Jefferson and surrounding counties by employing all of the resources in the area, including but not limited to, resources available from private charitable sources and from local, state, and federal governments to assist in the development of healthy communities and lifestyles, thereby, preventing violence and other at-risk behaviors that lead to unemployment, disease, incarceration and re-incarceration, premature death and generational cycles of poverty and economic exclusion.

IRS990/Desc0Young Adult Reentry Programs (Face Forward 1 and Face Forward 3) were funded by Department of Labor ETA; and, the Out of School Career Opportunity Programs was funded by Jefferson County Office of Workforce Development. Face Forward 1 and 3 programs provide reentry services to young adults who have been in conflict with the law. This initiative serves as both a diversion and reentry program for young adults, male and female, between the ages of 14-24. Outcomes included 7% recidivism rate overall; 90% mentoring rate; $9.14 average hourly earnings; 86% Entered Employment Rate; 88% Employment Retention Rate; and, 85% Credential Attainment Rate. The Out of School Youth Program provides funds for 60 Out of School WIA eligible students to receive occupational training and certifications leading to career in high demand and in-demand allied health fields. Overall, the project showed much success with 90% job placement rate, 91% Program Completion Rate and 92% Certification Attainment. Services provided were recruitment, outreach, case management, job training, job readiness, occupational training, occupational certifications, coordination of behavioral health services and medical health services, mentoring, leadership and job placement. We closed out the Young Parent Demonstration Program successfully with 90% Completion Rate also acquiring credentials, 88% Entered Employment Rate, 82% Employment Retention Rate, 96% mentoring rate. We added YouthBuild as a construction training program. This program will begin enrollment in 2016.

The participants may not have ever had a sex crime other than prostitution. This program provides reentry services funded under the Training to Work (1) and Training to Work (2) programs. Services provided includes case management, education, housing assistance, job placement, job readiness, financial literacy, life skills, career counseling and career pathways establishment, mentoring, career training and certifications, wraparound supportive services. All eligible participants are referred for medical healthcare and behavioral health services. Outcomes include 100% enrollment rate, 96% participation rate, $10.14 average hourly earnings 94% Entered Employment Rate; 92% Employment Retention Rate; and, 8% Recidivism Rate.

It allowed for the expansion of services to include free medical screenings, DNA medical mapping, and physical management. These services were provided across Jefferson, Calhoun and Clarke Counties in Alabama. Outcomes included enrolling over 700 individuals and outreach and education opportunities to over 5,000 unduplicated individuals.

Outcomes: 5/5 completed and attained their occupational training and credentials, 5/5 became employed with local healthcare providers earning an average of $10.00 per hour. We received a contract from Lawson State Community College to provide the Ready to Work program on site. Outcomes: 109 participants completed the program and acquired certifications. We received a mini-grant from Wells Fargo Foundation to provide GED tutoring, occupational training and certifications, career counseling, and job placement to community applicants who were not qualified under funded federal grants. Outcomes: 80% completed and attained their occupational training and credentials, 87% became employed with local employer earning an average of $10.00 per hour; and, 8 attained their GED. We received contributions from various members of the community to provide emergency supportive services including but not limited to emergency housing assistance, emergency utility assistance, childcare stipends, transportation vouchers, food assistance, work supports, occupational training and certifications and job placement activities. 113 persons were served from unrestricted funds.
