Mission

Hope ("help our people eat") community services is a not-for-profit, non-sectarian organization serving the people of new rochelle and surrounding communities, within a spiritual, ecumenical dimension. Hope community services provided:- a warm, inviting atmosphere of personal and respectful service to the disadvantaged of this community for the needs of body, mind, heart, and spirit.hope community services challenged its clients to achieve:- personal responsibility- healthy self-sufficiency- a fuller appreciation of their dignity and self-worth- recognition of the interdependence of themselves and others.hope community services provided its services in an unbiased and non-discriminatory manner.

The organization's mission is to help those in need through the operation of a soup kitchen, food pantry, community outreach program and four housing programs for the homeless.

Form 990, Part VI, Section B, Line 11B

Hope community services inc. Has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the form 990 has been prepared, reviewed by management and the audit committee and is ready to be filed with the internal revenue service, it is electronically sent to the board members of the organization.

Form 990, Part VI, Section B, Line 12

In the event any director has a conflict of interest that might properly limit such director's fair and impartial participation in board deliberations of decisions, such director shall inform the board as to the circumstance of such conflict. If those circumstances require the nonparticipation of the affected director, the board may nonetheless request from the director any appropriate nonconfidential information which might inform its decisions. "conflicts of interest," as referred to herein, shall include but shall not be limited to, any transaction by or with the corporation in which a director has a direct or indirect personal interest, or any transaction in which a director is unable to exercise impartial judgment or otherwise act in the best interest of the corporation. No director shall cast a vote, nor take part in the final deliberation in any matter in which he or she, member of his or her immediate family, or any organization to which such director has allegiance, has a personal interest that may be seen as competing with the interest of the corporation. Any director who believes he or she may have such a conflict of interest shall so notify the board prior to deliberation as to whether any director has a conflict of interest in any matter. The minutes of the board meeting shall reflect disclosure of any conflict of interest and the recusal of the interested director. The organization is in the process of revising its conflict of interest policy to be in compliance with the new york nonprofit revitalization act which requires annual disclosures and specific procedures to consistently monitor and enforce compliance.

The executive director's salary is determined and approved by the board of directors based on a review of the salaries of similar positions at similar organizations. Increases are decided upon at board meetings and documented on the board minutes include the decision. The process for determining the executive director's salary was last undertaken in 2016.

CITY OF NEW ROCHELLE RE-HOUSING INITIATIVE (CNR) IS A PERMANENT HOUSING PROGRAM FOR ELIGIBLE HOMELESS RESIDENTS OF WESTCHESTER WHO HAVE SUBSTANCE ABUSE AND/OR MENTAL HEALTH DISABILITIES. THE PROGRAM BENEFITS INDIVIDUALS WHO ARE DEEMED TO BE HOUSING-READY WITH A FOCUS ON HOMELESS VETERANS. IN ADDITION TO PLACING THEM IN HOUSING THE PROGRAM PROVIDES CASE MANAGEMENT AND REFERRALS TO SUPPORTIVE SERVICES. IT IS FEDERALLY FUNDED THROUGH HUD. THE PROGRAM PROVIDED RENTAL ASSISTANCE TO 16 INDIVIDUALS IN 2016. THE REFUGE IS A HOUSING PROGRAM SPECIFICALLY FOR LGBTQ YOUTH BETWEEN THE AGES OF 18 AND 25. IT IS TRANSITIONAL HOUSING, WHICH MEANS CLIENTS ARE PERMITTED TO STAY IN THE PROGRAM FOR A MAXIMUM OF 18 MONTHS. THE PROGRAM IS PERSON-CENTERED AND EACH CLIENT WILL HAVE A GOAL AND MULTIPLE CASEWORKERS WHO WILL ASSIST IN REACHING THAT GOAL. THE YOUTH WILL BE REFERRED FOR JOB TRAINING, VOCATIONAL PROGRAMS AND COMPLETION OF ANY HIGH SCHOOL OR COLLEGE. WE HAVE FORMED A PARTNERSHIP WITH WESTCHESTER JEWISH COMMUNITY SERVICES, CENTER LANE AND THE LOFT. THESE AGENCIES WILL PROVIDE BOTH INTENSIVE CASE MANAGEMENT AND SOCIAL INTERACTION SKILLS TRAINING FOR THE CLIENTS. THE PROGRAM PROVIDED RENTAL ASSISTANCE TO 16 INDIVIDUALS IN 2016.STEHP ASSIST INDIVIDUALS WHO ARE HOMELESS OR AT RISK OF HOMELESSNESS MOVE INTO STABLE HOUSING GOAL OF THE PROGRAM IS TO ASSIST INDIVIDUALS AND FAMILIES TO PREVENT THE EVICTION PROCESS, REMAIN IN PERMANENT HOUSING AND TO ASSIST THEM WITH SUPPORTIVE SERVICES DURING THEIR HOMELESSNESS. PROGRAM COMPONENTS INVOLVE IDENTIFYING HOUSING LOCATIONS, PROVIDING RENTAL AND OTHER FORMS OF FINANCIAL ASSISTANCE, AND OFFERING SUPPORTIVE SERVICES. THE PROGRAM COORDINATES COMMUNITY RESOURCES TO ENSURE THAT PROGRAM PARTICIPANTS ARE LINKED TO ANY NECESSARY ON-GOING SUPPORT ASSISTANCE. PARTICULAR ATTENTION IS PAID TO EMPLOYMENT SERVICES AND EMPLOYMENT SUPPORT FOR PARTICIPANTS. THE PROGRAMS PROVIDED RENTAL ASSISTANCE TO 21 INDIVIDUALS DURING 2016.

AT 5 PM WE SERVE A HOT MEAL THAT INCLUDES FRESH SALAD, HOMEMADE SOUP, AND A MAIN COURSE WITH FRESH VEGETABLES, BREAD AND BUTTER, POTATOES OR RICE OR PASTA, CHICKEN, MEAT OR FISH AND DESERT. WE PROVIDE A TAKEOUT MEAL FOR EACH CLIENT TO TAKE WHEN THEY LEAVE. BAGS OF FRESH PRODUCE AND BREAD ARE ALSO DISTRIBUTED. WE SERVE SPECIAL HOLIDAY MEALS FOR THANKSGIVING, CHRISTMAS, MARTIN LUTHER KING DAY, CINCO DE MAYO AND FOURTH OF JULY. HOPE'S SOUP KITCHEN HAS BECOME A UNIQUE COMMUNITY WHERE BIRTHDAYS AND SPECIAL OCCASIONS ARE CELEBRATED BY VOLUNTEERS AND CLIENTS. CHESS GAMES AND TOURNAMENTS ARE REGULAR EVENTS AS WELL. ADDITIONALLY, THE SOUP KITCHEN IS OPEN EXCLUSIVELY FOR HOMELESS RESOURCE PROGRAM (HRC) CLIENTS EVERY MONDAY THROUGH FRIDAY FROM 9 AM TO 7 PM. THE HRC CLIENTS RECEIVE BEVERAGES, SNACKS, BREAKFAST, LUNCH AND DINNER EACH DAY.FOOD PANTRYHOPE'S FOOD PANTRY PROVIDES BAGGED GROCERIES TO THE POOREST RESIDENTS OF NEW ROCHELLE. DURING 2016, 368,631 MEALS WERE PROVIDED. HOPE HAS BEEN PROVIDING FOR THOSE IN NEED FOR 32 YEARS. PEOPLE LEARN ABOUT THE PROGRAM BY WORD OF MOUTH, AND THROUGH OUR FLYERS AND BROCHURES THAT ARE DISTRIBUTED THROUGHOUT NEW ROCHELLE. OUR CLIENTS INCLUDE SENIOR CITIZENS EXISTING ON A FIXED INCOME, PEOPLE WITH PHYSICAL AND MENTAL CHALLENGES, PEOPLE IN RECOVERY, WORKING POOR FAMILIES, IMMIGRANTS, NEWLY UNEMPLOYED AND THE HOMELESS. THE GROCERY BAGS DISTRIBUTED ENABLE STRUGGLING INDIVIDUALS AND FAMILIES TO REALLOCATE A PORTION OF THEIR LIMITED INCOME TO THE HIGH COST OF HOUSING IN WESTCHESTER COUNTY. LAST YEAR MORE THAN 650 CHILDREN REGISTERED IN OUR PANTRY RELIED ON HOPE TO PROVIDE ADEQUATE NUTRITION FOR THEIR GROWING BODIES AND MINDS. WITHOUT HOPE'S ASSISTANCE, OUR CLIENTS WOULD FACE THE TERRIBLE CHOICE OF FOOD OR SHELTER. OUR SENIORS WOULD HAVE TO CHOOSE BETWEEN MUCH NEEDED MEDICATION AND FOOD.WE PROVIDE CUSTOMIZED BAGS FOR PEOPLE ON A MEDICALLY RESTRICTED DIET SUCH AS LOW SODIUM OR LOW SUGAR. WE PROVIDE NON-COOKING BAGS FOR THOSE CLIENTS WHO HAVE NO ACCESS TO COOKING FACILITIES. WE ALSO STRIVE TO ACCOMMODATE THE ETHNIC FOOD PREFERENCES OF OUR DIVERSE POPULATION.IN AN EFFORT TO ASSIST HOME BOUND SENIOR AND OTHER CITIZENS, WE HAVE ARRANGED FOR STAFF FROM THE NEARBY LOW - INCOME HOUSING DEVELOPMENT TO PICK UP AND DELIVER GROCERIES FOR THOSE UNABLE TO DO SO. FOR HOLIDAYS WE PROVIDE SOMETHING EXTRA SO THAT OUR CLIENTS CAN ENJOY A HOLIDAY MEAL WITH THEIR FAMILIES OR SIGNIFICANT OTHERS. FOR THANKSGIVING WE GAVE OUT 1,200 TURKEYS AND ALL THE TRIMMINGS; FOR CHRISTMAS WE GAVE OUT HAMS AND TURKEYS, FOR EASTER WE GAVE OUT CHICKENS. WE ALSO PARTNER WITH A LOCAL CHURCH WHO DELIVERS A COMPLETE COOKED MEAL TO OUR CLIENT'S HOME IF THEY CANNOT COOK THEIR OWN MEAL.

THE PROGRAM HELPS LOW-INCOME FAMILIES AND INDIVIDUALS ACCESS ENTITLEMENTS, FIND JOBS, OBTAIN HEALTH CARE AND SUBSTANCE ABUSE TREATMENT. LAST YEAR OUR COMMUNITY OUTREACH/SELF-SUFFICIENCY PROGRAM ENGAGED 1490 LOW INCOME HOUSEHOLDS; HELPED 100 PEOPLE TO BECOME CITIZENS THROUGH OUR CITIZENSHIP CLASSES, HELD TWO SESSIONS PER MONTH OF THE MOTHERS' EMPOWERMENT GROUP. THROUGH COMMUNITY OUTREACH WE ADDED 15 NEW MEMBERS TO THE MOTHERS' GROUP, WE REFERRED 267 PEOPLE TO MEDICAL, MENTAL HEALTH OR SUBSTANCE ABUSE TREATMENT, AND WE HELPED 250 FAMILIES OBTAIN FOOD STAMPS. WE REFER ALL CLIENTS TO OUR SOUP KITCHEN AND FOOD PANTRY, AND IF NEEDED TO OUR HOUSING PROGRAM, THE LEARNING CENTER, BOCES, LEGAL SERVICES OF HUDSON VALLEY, ST. VINCENT'S HOSPITAL CRISIS INTERVENTION TEAM AND DEPARTMENT OF SOCIAL SERVICES. OUR GOAL IS TO PROVIDE A VENUE WHERE CLIENTS CAN COME TO SOLVE PROBLEMS OF DAILY LIVING, AND HELP LOW INCOME HOUSEHOLDS MOVE TOWARD SELF-SUFFICIENCY THROUGH JOB TRAINING AND EMPLOYMENT, PERMANENT HOUSING, EDUCATION, AND REFERRALS TO NEEDED SERVICES FROM BOTH PRIVATE AND GOVERNMENT AGENCIES.
