An electronic draft of the form 990 is prepared by outside cpa and reviewed and approved by management. An electronic copy of the form 990 is sent to all directors for their review and comment prior to filing.

Form 990, Part VI, Section B, Line 12C

All board members complete an annual conflict of interest form which lists the potentially conflicting constituencies, business relationships, and/or memberships on other boards of directors that they or members of their families hold. These forms are closely reviewed by the bfg executive director. If any potential conflict of interest or the appearance thereof presents itself, the executive director first discusses the situation with the person involved then presents the results of the inquiry to the board of directors for their decision and possible action.

Form 990, Part VI, Section B, Line 15

Cost of living adjustments based on local inflation data are made annually. In addition, periodically job comparability data is also used, with a new in-depth compensation review started in 2018 and to be completed in 2019. The bfg board annually reviews the salaries budget as well as the basis for any changes in compensation. Their review and approval is recorded in the minutes. Only those members of the executive committee who are free of conflicts of interest may vote on the executive director compensation.

Financial Statement Notes

PART X, LINE 2:

The bfg is an exempt organization under section 501(c)(3) of the internal revenue code and 23701(d) of the state of california revenue and taxation code. However, the bfg is subject to taxes on income, if any, that is unrelated to its exempt purpose. The bfg has evaluated its current tax positions and has concluded that as of december 31, 2018 and 2017, the bfg does not have any significant uncertain tax positions for which a reserve would be necessary.
