The transitional apartment program offers room and board and rehabilitation services in small apartments in central westchester. This program is licensed and periodically recertified by omh with very positive reviews. This is a medicaid-funded program, with additional revenue from residents' social security benefits. Line 9-prepaid expenses includes 307,197 and 468,317 of prepaid rent and personal needs allowance as of december 31, 2019 and 2018,respectively. Line 25-in a prior year hdsw received a loan of 465,000 from friends of human development services inc. ("friends"), a related party. The loan is non-interest bearing and has no definitive due date. Friends owed hdsw for grants, management fees and other related costs. The board of directors of friends has approved the application of the total amount due to hdsw against the outstanding loan balance to bring the balance due to friends to 209,751 at december 31,2019. On may 5, 2020, hdsw received a paycheck protection program loan from the small business administration in the amount of 872,017. Repayment begins 6 months after funding and the loan may be eligible for forgiveness if certain conditions are met. The loan has a 2-year repayment requirement, carries a fixed interest rate of 1% and requires no collateral.”
