Mission and Program Overview

Mission

Mill neck services' primary mission is to provide vocational, habilitation and interpreting services to people who are deaf, late deafened, hard of hearing, deaf-blind and hearing. Many of the people mill neck services also have developmental disabilities along with varying degrees of hearing loss. During the past year, mill neck has expanded the spectrum of services provided to include hearing children and adults with developmental disabilities. Mill neck provides sign language interpreters in medical, educational, legal, political, spiritual and emergency situations to facilitate communication between deaf-hearing communities; and provides individualized employment and habilitation support to people.

To support and advocate for people who are deaf, hard of hearing, late deafened, and/or developmentally disabled to foster opportunities for employment, inclusion, habilitation and social change.

Governance Explanations

The board audit committee receives a mailed draft of the completed form 990 before it is filed with the irs. Individual board members review the document and respond to the executive director with comments, questions, or proposed revisions. The executive director, in consultation with the board chairman, may accept or reject proposed revisions. The final 990 is then sent to the irs.

Board members and officers are required to disclose any actual or possible conflicts of interest with the governing board. After disclosure, the individual must recuse themselves from voting on the matter. On an annual basis, board members and officers are required to complete a conflict of interest questionnaire.

Financial Statement Notes

PART X, LINE 2:

Mill neck services is a non-profit corporation exempt from income tax under section 501(c)(3) of the internal revenue code. In addition, mill neck services has been classified as an entity that is not a private foundation within the meaning of section 509(a) and qualifies for deductible contributions as provided in section 170(b)(i)(a)(vi). Accordingly, no provision has been made for income taxes in the financial statements. Mill neck services evaluated its activities for uncertain tax positions and has determined that there were no uncertain tax positions for 2018 and 2017. Mill neck services files an irs form 990 and respective state and local tax returns. These tax returns are subject to review and examination by federal, state, and local authorities. Mill neck services has determined that it has registered in all states where it is required to be registered.

COMMUNITY HABILITATION IS A WAY TO GIVE PEOPLE THE ABILITY TO PARTICIPATE IN MORE WELL-ROUNDED LIFE EXPERIENCE. PROGRAM OPERATES ON INDIVIDUALIZED SCHEDULE.SERVICE COORDINATION - MEDICAID SERVICE COORDINATION IS A MEDICAID FUNDED PROGRAM THAT PROVIDES ONGOING SUPPORT TO PEOPLE WITH DEVELOPMENTAL DISABILITIES AND THEIR FAMILIES. MEDICAID SERVICE COORDINATORS ASSIST PEOPLE WITH OBTAINING AVAILABLE SERVICES IN THE COMMUNITY AS WELL AS SERVICES UNDER THE HOME AND COMMUNITY BASED (HCBS) MEDICAID WAIVER. MILL NECK'S MEDICAID SERVICE COORDINATION PROGRAM ASSISTS ADULTS AND CHILDREN OF ALL AGES IN THE NEW YORK METROPOLITAN REGION. IT PROVIDES ASSISTANCE FINDING A DAY PROGRAM, EMPLOYMENT SUPPORT, RESIDENTIAL PLACEMENT, FINANCIAL SUPPORT, RECREATIONAL ACTIVITIES, MEDICAL PROVIDERS, ETC. MEDICAID SERVICE COORDINATORS ALSO PROVIDE ADVOCACY TO PROTECT THE RIGHTS OF PEOPLE WITH DEVELOPMENTAL DISABILITIES. MEDICAID SERVICE COORDINATORS MEET WITH THE PEOPLE ON THEIR CASELOAD AS NEEDED, BUT AT LEAST THREE TIMES PER YEAR WITH ONE MEETING HELD AT THE PERSON'S HOME SO ASSISTANCE CAN BE PROVIDED FOR ENVIRONMENTAL NEEDS. INDIVIDUAL SUPPORT SERVICES ('ISS') PROVIDE A HOUSING SUBSIDY TO ASSIST INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES WHO WISH TO LIVE INDEPENDENTLY IN THE COMMUNITY WITH HOUSING COST. HISTORICALLY 155 ASSISTED ADULTS PAY HOUSING COST, AND ON LIMITED BASIS, SUCH THINGS AS FOOD, TRANSPORTATION AND CLOTHING. IN 2010, ISS WAS REDESIGNED TO CONSIST OF HOUSING SUBSIDY CALCULATED BASED ON INDIVIDUAL'S INCOME AND HOUSING AND COMMUNITY RENEWAL (HCR) PAYMENT STANDARDS. RESPITE IS A TIME LIMITED SERVICE FOR PEOPLE WITH DEVELOPMENTAL DISABILITIES, PROVIDING CARE GIVERS AND FAMILY MEMBERS WHO ARE RESPONSIBLE FOR PRIMARY CARE AND SUPPORT OF INDIVIDUALS. AVAILABLE FOR ALL AGE LEVELS THROUGHOUT THE YEAR.SUPPORT EMPLOYMENT - INTENSIVE AND EXTENDED. OFTEN, PEOPLE WITH DEVELOPMENTAL DISABILITIES HAVE NOT BEEN ABLE TO OBTAIN COMPETITIVE EMPLOYMENT. THEY NEED MULTIPLE VOCATIONAL REHABILITATION SERVICES OVER AN EXTENDED PERIOD OF TIME. THE PROGRAM PROVIDES ONGOING SUPPORT TO ASSIST PEOPLE TO WORK IN A VARIETY OF INTEGRATED WORK SETTINGS. THIS SERVICE COMBINES ACTIVE PAID EMPLOYMENT WITH INTENSIVE JOB COACHING TO ENABLE THE CONSUMER TO MAINTAIN PART OR FULL TIME WORK. DURING INTENSIVE PHASE, A PERSON'S JOB COACH GUIDES THE NEW EMPLOYEE THROUGH CRUCIAL LEARNING PHASE OF NEW JOB WHILE ENSURING TO EMPLOYER THAT WORK WILL BE SATISFACTORILY PERFORMED. ONCE A SUPPORTED EMPLOYMENT PARTICIPANT IS STABLE ON THE JOB, THE JOB COACH BEGINS TO FADE FROM SITE. THE PARTICIPANT IS THEN TRANSITIONED TO EXTENDED PHASE OF EMPLOYMENT SERVICES.CENTER FOR HEARING HEALTH (CHH) - THE MISSION OF THE CHH IS TO PROVIDE QUALITY AND PREFERRED PRACTICE STANDARDS OF AUDIOLOGICAL SERVICES TO CHILDREN AND ADULTS IN NASSAU AND WESTERN SUFFOLK COUNTY. ACCORDINGLY, NO PROVISION HAS BEEN MADE FOR INCOME TAXES IN THE FINANCIAL STATEMENTS. MILL NECK SERVICES EVALUATED ITS ACTIVITIES FOR UNCERTAIN TAX POSITIONS AND HAS DETERMINED THAT THERE WERE NO UNCERTAIN TAX POSITIONS FOR 2018 AND 2017. MILL NECK SERVICES FILES AN IRS FORM 990 AND RESPECTIVE STATE AND LOCAL TAX RETURNS. THESE TAX RETURNS ARE SUBJECT TO REVIEW AND EXAMINATION BY FEDERAL, STATE, AND LOCAL AUTHORITIES. MILL NECK SERVICES HAS DETERMINED THAT IT HAS REGISTERED IN ALL STATES WHERE IT IS REQUIRED TO BE REGISTERED.
