Mission and Program Overview

Mission

Riverfront Recapture' s mission is to connect people with the Connecticut River. This is accomplished through its goal of restoring public access to the Connecticut River and recognizing its potential to improve the quality of life for the region by increasing recreational and economic opportunities.

Riverfront Recapture is responsible for managing the riverfront park system that spans Hartford and East Hartford. This includes several functions from development of the parks, programming entertainment and activities for all ages, and coordination of the park maintenance and Ranger services. In 2014, 897,000 visitors enjoyed the Riverfront's many offerings.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The by-laws were revised in 2014 to restructure the Board committees to better reflect organizational needs. Three functional Vice-Chair positions were replaced with one Vice-Chair of the organization and the Immediate Past Chair position was eliminated. The conflict of interest policy was also revised to provide better clarification of its intent and to include the Chair of the Governance Committee in the review process.

Form 990, Part VI, Section B, Line 11B

Once the Form 990 is prepared by the Finance Director and reviewed by the auditors, the Finance and Human Resources Committee will meet to review the form in detail and take responsibility for approving the filing. The Form 990 is then filed and a copy is disseminated to the full Board and posted on the website.

Form 990, Part VI, Section B, Line 12C

All Board members obtain a copy of the conflict of interest policy in April and must complete an annual Affirmation of Compliance and Disclosure Statement to evidence compliance with the policy and to fully disclose the material facts about any actual or potential conflicts of interest under the policy. The statements shall be reviewed by Riverfront's Chair of the Governance Committee and the President & CEO, who will report any potential conflicts of interest to the Executive Committee. The Secretary will file copies of all of the statements with the official corporate records.

Salaries were not increased in 2014 for the President & CEO and other key employees. An evaluation was not done of the CEO, other officers, or key employees, however the Governance Committee is developing a process in 2015.

Schedule D, Part V, Line 4

According to the spending policy, 5% of the average ending balance of the previous 12 quarters is available to support programs. Two donors have set specific requirements on the use of the proceeds related to their gifts. These include youth programming ($23,436 available in 2014) and pops concerts in East Hartford ($5,882 in 2014).

Schedule D, Part X, Line 2

RRI is exempt from Federal income taxes under the provisions of Internal Revenue Code Section 501(c)(3). However, the operations of food and beverage, and rental sales from private events, and retail sales qualify as unrelated business taxable income and to the extent that those operations generate income, they will be subject to Federal and state taxes. RRI has no unrecognized tax benefits at December 31, 2014 and 2013. RRI's Federal information returns prior to calendar year 2011 are closed and management continually evaluates expiring statutes of limitations, audits, proposed settlements, changes in tax law and new authoritative rulings. If RRI had unrelated business income taxes, it would recognize interest and penalties associated with any tax matters as part of the income tax provision and include accrued interest and penalties with the related tax liability in the statements of financial position.

IRS990/Desc0ENTERTAINMENT AND EVENTS: Riverfront Recapture offers family-friendly entertainment in the parks, ranging from cultural performances and festivals to sporting events. Riverfront Recapture produces many events such as Riverfest - a celebration of Independence Day with fireworks and entertainment, the Dragon Boat Race and Asian Festival, and a pops concert series. Riverfront also collaborated with other organizations to present a diverse schedule of events such as Samba Fest, the Ray Gonzalez Latin Jazz Festival, Pipes in the Valley - a celebration of Celtic music and culture, Taste of the Caribbean, which is a festival of food , music and dance, and a performance by Connecticut Ballet. The Riverfront is a popular site for charity walks and 5K runs. In 2014, Riverside Park in Hartford was the site of the Merrell Down 'n' Dirty Mud Run which attracted participants from several states. Sporting events generally involve participant fees, but all of the public events are free to attend. In 2014, all of these activities attracted 349,000 visitors to the Riverfront.
