Each officer and director of the organization receives a draft copy of the form 990 and they review it together at a board meeting before it is filed.

Form 990, Part VI, Section B, Line 12C

All officers and directors receive a copy of the conflict of interest policy. They sign an annual statement declaring that they: received a copy of the policy; have read and understood the policy; agree to comply with the policy; and understood that the policy applies to all committees and sub-committees. If the board determines that a conflict of interest does exist, it may appoint a non-interested person or committee to investigate alternatives. After exercising due diligence, the board must determine, by a majority vote, whether the transaction or some alternative 1) is in the organization's best interests and for its own benefit; 2) is fair and reasonable to the organization; and 3) is the most advantageous transaction the organization can obtain under the circumstances. The interested person must not participate in the determination of whether or not the financial interest may result in a conflict of interest nor in the resolution of such a conflict. If it is determined that an officer or a director violated the policy, the board may take appropriate disciplinary action against the interested person ranging from formal reprimand to removal from the board.

Community catalyst receives a large amount of its funding from foundations who support its many programs. Accordingly, part i, line 19, which reports changes in both unrestricted and temporarily restricted net assets, can fluctuate significantly from year to year. Community catalyst's management assesses financial results based on changes in unrestricted net assets because it more accurately relects operating results. During the years end december 31, 2016 and 2015, changes in unrestricted net assets were $60,997 and $217,589, respectively.

IRS990/Desc0STATE CONSUMER HEALTH ADVOCACY PROGRAM ("SCHAP") PROVIDES A BROAD RANGE OF SUPPORT TO BUILD LOCAL CONSUMER ADVOCACY AND CHANGE STATE HEALTH POLICY. SCHAP CONSISTS OF THREE MAIN PROJECTS: CONSUMER VOICES FOR COVERAGE ("CVC"), THE AFFORDABLE CARE ACT IMPLEMENT FUND ("ACAIF") AND THE VALUE ADVOCACY PROJECT ("VAP"). CVC BEGAN IN 2008, LAYING THE GROUNDWORK FOR SUCCESSFUL ADVOCACY ENVIRONMENT BEFORE, DURING AND AFTER PASSAGE OF THE ACA. INITIATED IN 2011, ACAIF FUNDS STATE BASE GROUPS TO WORK ON IMPLEMENTING THE ACA. STATES PLAY A CRITICAL ROLE IN THE IMPLEMENTATION OF THE NATIONAL HEALTH REFORM LAW, AND HAVE LONG BEEN A LABORATORY FOR HEALTH CARE REFORM POLICIES, PAVING THE WAY FOR NATIONAL REFORM. COMMUNITY CATALYST MANAGES AND PROVIDES (WITH ASSISTANCE FROM NATIONAL PARTNERS) COMPREHENSIVE TECHNICAL ASSISTANCE TO STATES INVOLVED IN THE SCHAP PROGRAM, INCLUDING POLICY, COMMUNICATIONS, EVALUATION, AND CAPACITY-BUILDING SUPPORT.

THE CENTER WORKS DIRECTLY WITH CONSUMER ADVOCATES TO INCREASE THE SKILLS AND POWER THEY HAVE TO ESTABLISH AN EFFECTIVE VOICE AT ALL LEVELS OF THE HEALTH CARE SYSTEM; COLLABORATES WITH INNOVATIVE HEALTH PLANS, HOSPITALS AND PROVIDERS TO INCORPORATE THE CONSUMER EXPERIENCE INTO THE DESIGN OF THEIR SYSTEMS OF CARE; AND WORKS WITH STATE AND FEDERAL POLICYMAKERS TO SPUR CHANGE THAT MAKES THE HEALTH SYSTEM MORE RESPONSIVE TO CONSUMERS.CHILDREN'S HEALTH INITIATIVE WORKS TO EXPAND COVERAGE AND IMPROVE ACCESS TO QUALITY HEALTH CARE FOR CHILDREN ACROSS THE COUNTRY. THE PROJECT WEAVES TOGETHER AN INNOVATIVE MODEL FOR EXPANDING CHILDREN'S PUBLIC AND PRIVATE HEALTH CARE COVERAGE THROUGH PROACTIVE POLICY DEVELOPMENT, INFORMATION SHARING AND PUBLIC OUTREACH AT BOTH FEDERAL AND STATE LEVELS. THE INITIATIVE ALSO ENCOMPASSES THE NEW ENGLAND ALLIANCE FOR CHILDREN'S HEALTH, WHICH IS A REGIONAL PARTNERSHIP OF HOSPITALS, ADVOCATES, HEALTHCARE PROVIDERS, BUSINESS LEADS, INTERFAITH, ORGANIZATIONS, AND CONSUMERS WORKING TOGETHER TO IMPROVE CHILDREN'S HEALTH COVERAGE AND ACCESS IN THE SIX NEW ENGLAND STATES.

THE SUBSTANCE USE DISORDERS PROJECTS WORKS TO IMPROVE CARE FOR SUBSTANCE USE DISORDERS AND FURTHER INTEGRATE IT INTO THE EXISTING HEALTH CARE DELIVERY SYSTEM. AT THE STATE LEVEL, COMMUNITY CATALYST WORKS WITH LOCAL ADVOCATES TO IMPROVE COVERAGE, ACCESS AND TREATMENT. FEDERAL WORK CENTERS ON THE IMPLEMENTATION OF THE AFFORDABLE CARE ACT, PARITY FOR SUBSTANCE USE DISORDERS, AND PROTECTING FUNDING FOR THE SAFETY-NET AND ADDICTION PROGRAMS.
