Mission

Energy federation, inc. (efi) was established in 1982 as a massachusetts 501(c)(4) not for profit organization with the purpose of providing quality affordable conservation products to the public and assisting them in using energy resources efficiently. In 1985 efi partnered with other organizations to design and implement successful resource conservation service programs for electric utilities. This led to efi supplying energy efficiency products for installation in homes during energy audits.today, efi's current work can largely can be segmented into two categories:-the distribution of energy efficiency-related products, and -the provision of services through which financial incentives are used to accelerate the adoption of energy efficient technologies.

Officers, directors and key employees are covered by the policy and are required to submit an annual disclosure of any interests which could give rise to conflicts. The covered persons are also responsible for disclosing throughout the year any conflict that could arise. When a conflict is disclosed, the conflicted person must abstain from any board vote regarding the specific issue if a director; and any business decision made regarding the transaction if an officer or key employee. Areas specifically evaluated for conflict are purchasing (inventory, consultants, service providers, office equipment), special pricing arrangements for customers/clients, and grant awards. If it is unclear whether or not a conflict exists, the matter will be brought to counsel for assistance with the determination.

Financial Statement Notes

Part X, Line 2:

The Organization accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a "cumulative probability assessment" that aggregates the estimated tax liability for all uncertain tax positions. The Organization has identified its tax status as a tax-exempt entity as its only significant tax position; however, the Organization has determined that such tax position does not result in an uncertainty requiring recognition. The Organization is not currently under examination by any income taxing jurisdictions. The Organization's federal and state tax returns are generally open for examination for three years following the date filed.

IRS990/Desc0Product DistributionSince inception, Energy Federation, Inc. (EFI) has worked with low income weatherization assistance program (WAP) providers, and the contractors they utilize, to provide quality weatherization, ventilation and efficient lighting products to retrofit homes inhabited by low income families. EFI is the primary supplier of efficient LED and CFL lighting products to a network of Community Action Agency WAP sub-grantees in Massachusetts. Some of these measures are funded with utility rate-based System Benefit Charges (SBC) dollars, allowing federal WAP funds to stretch further to enable more low-income households to be served. During FY 2017, over $3,700,000 worth of energy conservation products were sold to agencies by EFI for installation in people's homes. EFI also continues to play an important role supporting the work of builders and contractors, largely focused on the residential sector. EFI inventories many of the types of products needed for the construction of energy efficient homes, including air sealing and insulation products, high-tech ventilation systems and fans, lighting and HVAC controls, along with water efficient devices. During FY 2017 EFI shipped nearly $20 million worth of these types of products to the tradespeople who depend on EFI's product and logistics expertise. In addition, making energy efficiency-related products available to consumers through mail order programs and eCommerce sites are extremely effective ways to cost effectively stimulate increased use of energy efficient products, an area in which EFI is a leader. These online catalogs are now referred to as online marketplaces, for which EFI has deployed over 70 through the end of FY 2017. These marketplaces offer utility-sponsored instant rebates on products ranging from ENERGY STAR certified light bulbs to high performance shower heads to advanced power strips and smart thermostats. During FY 2017 EFI saw 1.1 million visits to our marketplaces, resulting in nearly 210,000 orders (valued at over $14 million) being placed by customers of our electric and gas utility clients for over 850,000 items. For one particular utility-sponsored program, over 3.7 million light bulbs have been ordered by their customers to-date through the marketplace that EFI provides, saving approximately 129,000 MWh of electricity annually, equivalent to 64,000 metric tons of avoided carbon dioxide emissions.An important component of EFI's mission is also to find promising, effective new energy saving products, and to devise creative ways, working with our customer and client base to help bring them to market. Relating to lighting, EFI has helped drive the transition from compact fluorescent lighting products to LEDs, which deliver both greater savings and better performance than fluorescents. All of EFI's utility-sponsored lighting programs have now fully transitioned to LEDs. In FY 2017, EFI shipped over $19 million worth of LED products to our customers. While traditional programmable thermostats have been a staple of utility programs for decades, the added value and potential for increased savings that are available through Wi-Fi enabled smart thermostats is compelling. EFI is now an authorized distributor for most of the smart thermostat manufacturers, with all of the thermostat programs that EFI operates now featuring these more advanced technologies. Reflective of this transition, EFI's shipments of Wi-Fi enabled thermostats doubled from FY 2016 to FY 2017. Hot water saving devices deliver among the strongest savings available to utility programs, particularly high-performance showerheads. While EFI's sales of water-saving showerheads remain strong, with over $1.8 million worth of product ordered in FY2017, if the showerhead is not installed, no savings is realized. In this context EFI is beginning to source showerheads with form factors that may have greater appeal to consumers, potentially improving in-service rates without sacrificing flow rates

(EFI) was established in 1982 as a Massachusetts 501(c)(4) not for profit organization with the purpose of providing quality affordable conservation products to the public and assisting them in using energy resources efficiently. In 1985 EFI partnered with other organizations to design and implement successful Resource Conservation Service audit programs for electric utilities. This led to EFI supplying energy efficiency products for installation in homes during energy audits.Today, EFI's current work can largely can be segmented into two categories:-the distribution of energy efficiency-related products, and -the provision of services through which financial incentives are used to accelerate the adoption of energy efficient technologies.

IRS990/ProgSrvcAccomActy2Grp/Desc0Incentive ServicesDuring EFI's history the organization has processed incentives for more than 250 million energy efficient products and measures, including energy efficient lighting, appliances, high efficiency HVAC equipment, advanced power strips, insulation and air sealing measures, and renewable energy systems, issuing approximately $2 billion worth of incentives on behalf of our clients to-date. Each year EFI processes and pays out more than $100 million worth of upstream and midstream incentives on behalf of our clients to trade allies and industry partners, including retailers, distributors, and contractors. In FY 2017 EFI issued over $270 million worth of incentive payments on behalf of the various utility, state energy office, and NGO clients, representing about $6.7 million worth of work for EFI. These incentive payments were made to consumers and businesses to encourage them to invest in energy efficient products and measures. The types of incentive services that EFI makes available to utilities include the following: Upstream Rebates, in which the incentive agreement is typically executed between the utility sponsor and a manufacturer/retailer, result in the customer price for the energy efficient product being discounted by the amount of the incentive provided by the utility. EFI verifies the purchase data provided by the manufacturer/retailer, and reimburses the manufacturer/retailer. Of our incentive processing programs, this rebate model constitutes 51% of the total. Midstream Rebates, for which customer and measure eligibility is confirmed by a retailer or distributor, with the utility rebate applied by the distributor during the purchase. EFI verifies the customer and measure eligibility, and reimbursed the midstream distributor. Of our incentive processing programs, this rebate model constitutes about 6% of the total. Downstream Rebates are those in which the end-user must apply for a rebate subsequent to the purchase of the energy efficient measure. EFI usually supports these programs through the deployment of an online site through which required information may be entered and/or uploaded. EFI sometimes enters information from downstream rebates on behalf of the customer, but today management of downstream programs consists more of reviewing and verifying customer-submitted data. Of our incentive processing programs, this rebate model constitutes 43% of the total. Instant Rebates: These programs allow incentives to be incorporated into the customer's purchase price at the time of the order, often through the use of online tools to pre-validate the customer and apply the utility-sponsored incentive.
