Mission

Energy federation, inc. (efi) was established in 1982 as a massachusetts 501(c)(4) not for profit organization with the purpose of providing quality affordable conservation products to the public and assisting them in using energy resources efficiently. In 1985 efi partnered with other organizations to design and implement successful resource conservation service programs for electric utilities. This led to efi supplying energy efficiency products for installation in homes during energy audits.today, efi's current work can largely can be segmented into two categories:-the distribution of energy efficiency-related products, and -the provision of services through which financial incentives are used to accelerate the adoption of energy efficient technologies.

Major Activities

Activity 2
Incentive processing services to support the demand side reduction efforts of the utility industry and state and federal agencies.in fy 2011 efi issued more than $160 million of incentive checks on behalf of the utility, state energy office and eep clients. These incentive payments were made to consumers and businesses to encourage them to invest in energy efficient products and measures. We completed administering or helping to administer state energy efficient appliance rebate programs (seearps) funded by the american recovery and reinvestment act (arra) legislation passed in 2009 in new hampshire, massachusetts, vermont, connecticut, wisconsin, maryland, new mexico. We continued administering seearps in maine and tennessee, which had not fully expended their funds as of the end of june, 2011 (efi's fiscal year end). These programs have been among the most successful seearp programs in the country - in terms of very few customer complaints with the fairness or orderliness with which the programs were implemented and incentives provided. The savings from the products and measures for which efi issued incentive/rebate payments on behalf of clients will provide significant benefits to consumers and businesses in the form of lower energy bills, to utilities and society in the form of a reduced need to invest in power plant development and to use scarce natural resources for electricity generation, to the country in the form of less reliance on non-indigenous energy sources, and to everyone in the form of reduced carbon emissions.

FOR EXAMPLE, EFI CONTINUES TO MARKET A BACK-DRAFT ALARM MONITOR IT DEVELOPED, WHICH A NUMBER OF WAP PROVIDERS NOW SPECIFY BE INSTALLED IN CLIENT HOMES THEY HAVE RETROFITTED TO INSURE THAT THE REDUCTIONS IN AIR LEAKAGE DO NOT AFFECT HOW COMBUSTION APPLIANCES IN THE HOMES OPERATE. EFI BUSINESS SUPPLYING HOME PERFORMANCE CONTRACTORS HAS CONTINUED TO GROW SIGNIFICANTLY. HOME PERFORMANCE PROGRAMS, WHICH ARE SUPPORTED BY UTILITIES ACROSS THE COUNTRY AND THE U.S. DEPARTMENT OF ENERGY (DOE), ENCOURAGE HOLISTIC APPROACHES TO ADDRESSING BUILDING ENERGY CONSUMPTION. CONTRACTORS ARE ENCOURAGED TO PROMOTE THERMAL ENVELOPE MEASURES SUCH AS INSULATION AND AIR SEALING, HVAC MEASURES SUCH AS UPGRADES OF HEATING AND COOLING SYSTEMS, USE OF PROGRAMMABLE/INTELLIGENT THERMOSTATS, AND PERIODIC TUNE-UPS OF HVAC SYSTEMS TO ENSURE THEY OPERATE AT OR CLOSE TO THEIR RATED EFFICIENCIES. THESE PROGRAMS GENERALLY REQUIRE EXTENSIVE TRAINING OF CONTRACTORS TO BE CERTIFIED AS HOME PERFORMANCE CONTRACTORS, AND QUALITY CONTROL INSPECTIONS OF A PERCENTAGE OF JOBS THEY COMPLETE. IN A NUMBER OF STATES IN THE NORTHEAST AND MIDWEST WHERE EFI HAS OFFICES AND WAREHOUSES, FUNDING FOR HOME PERFORMANCE PROGRAMS - PARTICULARLY FROM GAS AND ELECTRIC UTILITY COMPANIES - HAS INCREASED SIGNIFICANTLY IN RECENT YEARS. THIS HAS CREATED OPPORTUNITIES FOR NEW BUSINESSES TO BE FORMED. EFI HAS HELPED MANY OF THESE NEW BUSINESSES IDENTIFY WHAT TYPES OF PRODUCTS THEY WILL NEED TO USE IN COMPLETING HOME PERFORMANCE WORK. EFI CONTINUES OUR EFFORTS TO FIND INNOVATIVE, EFFECTIVE NEW ENERGY SAVING PRODUCTS, AND TO DEVISE CREATIVE WAYS, WORKING WITH OUR CUSTOMER AND CLIENT BASE THAT INCLUDES UTILITIES, STATE ENERGY OFFICES, PROGRAM EVALUATORS AND DESIGNERS, ENERGY SERVICE COMPANIES, AND A VARIETY OF NON-PROFITS AND NGO'S, TO DEVELOP PROMISING NEW PRODUCTS AND BRING THEM TO MARKET. WE HAVE WORKED WITH CLIENTS IN THE PAST YEAR TO COMMENCE PILOT PROGRAMS WITH SOLID STATE LIGHTING (SSL) OR LED (LIGHT EMITTING DIODE) PRODUCTS, A TECHNOLOGY THAT THE U.S. DOE HAS BEEN SUPPORTING FOR A NUMBER OF YEARS, ATTEMPTING TO GET A MARKET DEVELOPED TO ACCELERATE THE COMMERCIAL VIABILITY OF THESE TYPES OF LIGHTING PRODUCTS, WHICH OFFER SIGNIFICANT EFFICIENCY GAINS OVER CURRENT CONVENTIONAL BULBS AND FIXTURES. SSL TECHNOLOGY WILL HOPEFULLY PLAY AN IMPORTANT ROLE IN ALLOWING FOR A RELATIVELY SMOOTH TRANSITION TO THE NEW LIGHTING STANDARDS PROMULGATED IN THE ENERGY INDEPENDENCE AND SECURITY ACT ("EISA") OF 2007 WHICH GO INTO EFFECT BEGINNING IN 2012. IT IS IMPORTANT TO DEMONSTRATE THAT THERE ARE MANY TYPES OF EFFICIENT CHOICES CONSUMERS CAN MAKE TO KEEP THEIR HOMES ILLUMINATED IN THE FUTURE WITHOUT SACRIFICING ENERGY EFFICIENCY.EFI HAS BEEN WORKING WITH OUR CLIENT BASE OF UTILITY COMPANIES AND OTHER ENERGY EFFICIENCY PROVIDERS (EEPS) TO IDENTIFY WHAT TYPES OF INCENTIVES CAN BE CREATED FOR THESE PRODUCTS TO HELP OFFSET THEIR HIGHER PURCHASE PRICE, WHICH IS A DETERRENT TO PURCHASING FOR MANY CUSTOMERS, EVEN THOUGH THE LIFETIME ENERGY SAVINGS THE PRODUCTS WOULD PROVIDE MIGHT BE SEVERAL TIMES GREATER THAN THEIR INCREMENTALLY HIGHER ACQUISITION COSTS (IN COMPARISON TO CONVENTIONAL, LESS EFFICIENT ALTERNATIVE PRODUCTS).
