Organization's process to review form 990 the draft of form 990 is given to the audit committee of the board of directors for comments and review. The finalized draft is then submitted to the full board for comments prior to filing.

Form 990, Part VI, Section B, Line 12C

Enforcement of conflicts policy the conflict of interest procedures at pacific historic parks are outlined in a policy that was created by the board of directors. The policy covers the board of directors and the pacific historic parks employees. The board of directors and key executive officers are required to sign the policy annually. Annually, the accounting department will provide an updated vendor listing that is accompanied with the annual conflict of interest certification sheet for acknowledgement. At the annual board meeting, all board of directors and key executive officers are provided the aforementioned documentation for approval. After compiling all completed forms, the accounting department reviews and analyzes the documentation for any evident conflicts. In the event that a conflict is identified, the accounting team is asked to determine the financial impact, if any. The information is then provided to the ceo for analysis of the materiality. To the extent that a related party transaction exceeds the thresholds allowable by the irs, documentation is provided for full disclosure on the organization's form 990. Consequently, the board member or executive officer is required to be removed from any decision-making process related to the conflicting vending or project. Furthermore, if a transaction or relationship is identified during the year that will create a conflict between the organization and a board member or executive officer, the relationship is then disclosed to the board of directors and executive officers to ensure compliance with the conflict of interest policy.

FORM 990, PART III, LINE 4B, DESCRIPTION OF PROGRAM SERVICE:

The "stories of the war" program was expanded to include two more short film vignettes, which featured children recounting the lives of individuals who were on guam during world war ii. These short films offered insight into the lives of chamoru people during the war, provided historical context of world war ii in the pacific, and highlighted the strength of the people of guam. The first film focused on mrs. Ignacia bordallo butler, a chamoru businesswoman who exhibited remarkable resilience throughout the japanese occupation of guam in world war ii, garnering 300 views on youtube. In the second film, students of father dueas memorial school tell the story of father jesus baza dueas, a chamoru catholic priest who was killed by japanese forces during the japanese occupation of guam in world war ii, garnering 1,200 views on youtube. The whole film series (consisting of 4 films total) is available online at the pacific historic parks website. A third vignette was created to establish a new digital media series called, "hasso yan onra" (remember and honor), which will eventually become a series of short documentaries featuring chamoru survivors of the war who courageously rebuilt their lives from the rubble of their surroundings. The first film in the series focuses on the experience of a survivor who was forced by the japanese military to the maenggon concentration camp, where food and shelter were scarce. The film, "hasso yan onra: maenggon" has already garnered 2,000 views and is available online at the pacific historic parks website. Php also added two more history talks programming, a live webinar covering topics on world war ii in the pacific. The first program focused on the air raid of darwin, australia, garnering 86 views on youtube. The second program highlighted the archaeological research of the battle of westerplatte in poland, earning 54 views on youtube. Php also created a new virtual geocache adventure lab, focusing on special sites found in tumon, guam. The local community and tourists/visitors were able to embark on a treasure-hunting journey blending outdoor exploration with educational quests at ypao beach, a popular tourist attraction in guam. Learners explored the beach shore to six historic sites that showcase the island's rich culture, history, and marine environment. Upon delivering the correct answer, access to a short video vignette was given to explain in further detail what and why the site is significant to guam and its people. Approximately 120 players have solved riddles using clues found at the site and completed the geocache adventure. Players learned of the importance of preserving the island's marine life and significant historical events that took place at the site over time. Php produced a coloring activity book for elementary students titled "the story of world war ii in guam color and learn book." the book teaches kids about the events on guam during world war ii, its legacies, and how the people of guam worked to preserve their past which have continued to embody messages of sacrifice, strength, hope, and peace for guam's future generations. A total of 1,945 copies of the book were printed and distributed to 4th grade students. This book was also translated into the indigenous language of guam, chamoru. Titled "i estoria put i gera ii (dos) gi iya guahan - penta ya fanungo," 2,500 copies were distributed to chamoru language classes in the public and private schools. To encourage literacy of local world war ii literature, pacific historic parks also supported local author nicole a. Calvo's visit to one of guam's middle schools and talk with 30 students about her book, "the ragdoll and the marine: a memoir." teachers were also given a curriculum companion consisting of a lesson plan unit that corresponded with the memoir. This educational resource package included ready-made worksheets for students and offered innovative and creative learning opportunities so they may better understand the st

WE PERPETUATE THE HISTORY AND MEMORY OF EVENTS AND PEOPLE WHO LIVED THROUGH AND DIED DURING WORLD WAR II (WWII) IN THE PACIFIC BY OFFERING GUIDED TOURS, PLACE-BASED LEARNING PROGRAMS, OUTREACH PRESENTATIONS, WORKSHOPS, AND CONFERENCES.PHP IS DEDICATED TO PRESERVING AND SHARING THE HISTORY OF WORLD WAR II THROUGH EDUCATION, COMMEMORATION, AND COMMUNITY ENGAGEMENT. EACH YEAR, PHP COLLABORATES WITH LOCAL, NATIONAL, AND INTERNATIONAL PARTNERS TO HOST MEANINGFUL PROGRAMS, DEVELOP INNOVATIVE EDUCATIONAL RESOURCES, AND HONOR THE LEGACY OF THOSE WHO LIVED THROUGH THIS PIVOTAL PERIOD. THROUGH EVENTS, GRANTS, AND PARTNERSHIPS, PHP CONTINUES TO INSPIRE FUTURE GENERATIONS WITH STORIES OF RESILIENCE, SACRIFICE, AND PEACE."LIVING THE LEGACY OF PEARL HARBOR" PROGRAM PROVIDES THE OPPORTUNITY FOR LOCAL, MAINLAND AND INTERNATIONAL STUDENTS IN PRE-K TO HIGHER EDUCATION, EDUCATORS, INDIVIDUALS, AND ORGANIZATIONS OF ANY DISCIPLINE, THE OPPORTUNITY TO VISIT PEARL HARBOR NATIONAL MEMORIAL AND INTERACT WITH AN EDUCATION COORDINATOR THROUGH WORLDWIDE LONG-DISTANCE LEARNING AND VIDEO CONFERENCING VIA ZOOM. A VIRTUAL FIELD TRIP AT THE PARK WILL INVOLVE INTERACTION WITH STUDENTS, EDUCATORS, AND VOLUNTEERS AND/OR A CIVILIAN EYEWITNESS OF THE PEARL HARBOR ATTACK. PHP ALSO PROVIDES THE 'WISHES & DREAMS' PROGRAM WHICH FULFILLS THE WISHES OF CHILDREN WITH LIFE-THREATENING MEDICAL CONDITIONS, IN PARTNERSHIP WITH MAKE-A-WISH HAWAII AND SIMILAR ORGANIZATIONS. THIS FISCAL YEAR, PHP WELCOMED 528 MAKE-A-WISH GUESTS, INCLUDING THE FIRST VISIT FROM THE SUNSHINE KIDS SINCE 2019. SUNSHINE KIDS IS A SMALLER ORGANIZATION WITH THE SAME MISSION AS MAKE-A-WISH. CUSTOMIZED TOURS AT THE PEARL HARBOR NATIONAL MEMORIAL ARE TAILORED TO EACH CHILD'S AGE, INTERESTS, AND CONNECTIONS TO WWII HISTORY. GRANT FUNDING IS ESSENTIAL TO ADVANCING PHP'S MISSION OF EDUCATION AND PRESERVATION. THIS FISCAL YEAR, PHP WAS AWARDED FOUR GRANTS SUPPORTING A RANGE OF IMPACTFUL PROGRAMS. THE $30K OPEN OUTDOORS FOR KIDS ("OOK") GRANT ENABLED TITLE I 4TH GRADERS TO VISIT THE PARK, FOSTERING EARLY ENGAGEMENT WITH HISTORY. A $25K PEOPLE IN PARKS FOUNDATION GRANT SUPPORTED THE CREATION OF AN ONLINE TAPESTRY, 'USS UTAH: THE FORGOTTEN BATTLESHIP,' FEATURING 3D SCANS, SURVIVOR ORAL HISTORIES, AND HISTORIAN INTERVIEWS. IN JANUARY 2024 PHP WAS AWARDED THE ALEXANDER 'SANDY' GASTON GRANT IN THE AMOUNT OF $74,353. THE "GASTON FUND" SUPPORTS EDUCATIONAL OPPORTUNITIES FOR HAWAI'I YOUTH BY PROVIDING ACCESS TO MUSEUM TOURS TO THE FOUR PEARL HARBOR HISTORIC SITES. THANKS TO THIS GRANT, PHP FACILITATED EDUCATIONAL VISITS FOR 60 HAWAI'I-BASED SCHOOLS, ENGAGING NEARLY 4,000 STUDENTS IN LEARNING ABOUT PEARL HARBOR'S HISTORY. THE GRANT SPECIFICALLY COVERS COSTS FOR TRANSPORTATION, ADMISSION FEES, AND LUNCHES TO ENSURE THAT NEITHER STUDENTS, PARENTS, NOR SCHOOLS BEAR ANY FINANCIAL BURDEN TO VISITING THIS HISTORIC LANDMARK. IN APRIL 2024, PHP RECEIVED A $341K DEPARTMENT OF EDUCATION EARMARK GRANT FOR 'HONOULIULI REVEALED,' A DIGITAL LEARNING PLATFORM EXPLORING JAPANESE AMERICAN EXPERIENCES IN WWII HAWAI'I. THIS PLATFORM WILL INCLUDE AN INTERACTIVE MAP, AI FEATURES, AND THREE EDUCATIONAL VIDEO SHORTS WITH CURRICULUM GUIDES. THESE GRANTS ENSURE PHP CONTINUES TO PROVIDE INNOVATIVE AND ACCESSIBLE EDUCATIONAL OPPORTUNITIES FOR DIVERSE AUDIENCES.EACH YEAR, PHP DELIVERS MISSION-DRIVEN EDUCATIONAL PROGRAMS AND EVENTS AT THE PEARL HARBOR NATIONAL MEMORIAL.
