“The conflict of interest procedures at pacific historic parks are outlined in a policy that was created by the board of directors. The policy covers the board of directors and the pacific historic parks employees. The board of directors and key executive officers are required to sign the policy annually. Annually, the accounting department will provide an updated vendor listing that is accompanied with the annual conflict of interest certification sheet for acknowledgement. At the annual board meeting, all board of directors and key executive officers are provided the aforementioned documentation for approval. After compiling all completed forms, the accounting department reviews and analyzes the documentation for any evident conflicts. In the event that a conflict is identified, the accounting team is asked to determine the financial impact, if any. The information is then provided to the ceo for analysis of the materiality. To the extent that a related party transaction exceeds the thresholds allowable by the irs, documenation is provided for full disclosure on the organization's form 990. Consequently, the board member or executive officer is requested to be removed from any decision-making process related to the conflicting vendor or project. Furthermore, if a transaction or relationship is identified during the year that will create a conflict between the organization and a board member or executive officer, the relationship is then disclosed to the board of directors and executive officers to ensure compliance with the conflict of interest policy.”

“Pearl harbor national memorial at pearl harbor (oahu, hi), one of our nation's most sacred sites, serves as a constant reminder of the valor, courage, and sacrifices of the "greatest generation" that forever changed the course of our nation and the world. The site is entrusted to the national park service ("nps"), and in collaboration with pacific historic parks ("php"), we are dedicated to ensuring that future generations will honor and be inspired by all that occurred in this hallowed place. In addition to the standards-based, onsite educational curriculum provided to school age children from around the world, php also supports ongoing research, restoration, preservation, and interpretive programs. Php operates museum stores at all of our locations and offers interpretive merchandise that highlights the many world war ii events that forever changed our history. All staff are trained to lead and assist in education and interpretive programs. Through partnerships, technology, and volunteer stewardship, php was able to offer unique and innovative opportunities for learning about the past. The programs on reflect the stories found at the historical sites, which serve as reminders of enduring peace and the healing that is still ongoing. Php education programs have enabled people throughout the world to learn about the pacific theater campaigns in world war ii at their national parks. Php produces and provides distribution of nps orientation materials on the history of the park for visitors of all ages, including translations in multiple foreign languages, reflecting the diversity of the international composition of visitors each year (i.e. Japanese, chinese, korean, german, french, and spanish). Php offered audio, virtual reality, and digital education tours at the uss arizona memorial. These tours provide an in-depth educational experience in the form of various narrations, text, images, and videos. The tours include more than 20 points of interest around the park and on the uss arizona memorial. They are available in numerous languages that serve as a virtual ranger, providing international visitors with the opportunity to experience and learn about pearl harbor in their own language. This includes interactive educational exhibits available onsite, online, and through mobile devices; as well as a migration to an interactive, guided tour, and a smart searchable online national database. This will also provide the foundation for content management, public access, and ongoing education. In past years, the annual visitor count averaged 1.8 million. This year, the pearl harbor national memorial was closed four of the twelve months. Combined with a staggering drop in total visitor numbers to hawaii, the attendance at the park dropped by over a million people. In response, we ramped up our history talks program, a live webinar covering topics on world war ii in the pacific. This helped leverage the latest technologies to further align with current and future generations. Php also supports the curatorial program at pearl harbor national memorial. In addition to cataloging and protecting documents, photographs, and objects in the park's collection, php created a content management system that hopes to serve as a gateway to history, a technology that will allow the public to see what exists in the archives of the park. Diamond head state monument (dhsm), located in hawaii, is a php partner park. It is among one of the most visited sites in the state, with over 1 million visitors each year. But again, those numbers plummeted this year due to the pandemic. The park shut down in march 2020 and was unable to reopen during this fiscal year. When the park is open, php provides information to visitors and a narrated tour in english, japanese, chinese, korean, german, french, spanish, and hawaiian. “Php's resources, staff, and financial assistance are spent on educational programs at pearl harbor national memorial (oahu), war in the pacific national historical park (guam), american memorial park (saipan), kalaupapa national historical park (molokai), and diamond head state monument (oahu). Php accomplishes its mission through hosting education and interpretive programs that support historical sites in the pacific for future generations. We perpetuate the history and memory of events and people who lived through and died during world war ii in the pacific by offering guided tours, place-based learning programs, outreach presentations, workshops, and conferences. The education program for php is the beginning of a curriculum unit aligned with the common core state standards and the hawaii core standards for social studies. It provides opportunities for students and educators to gain historical and cultural knowledge on the history of pearl harbor. The curriculum is designed for local, mainland, and international preschool through higher education audiences. It addresses specific grade level standards, provides the necessary accommodations and modifications for the diverse learners, and seeks out ways to connect the contents taught in the classroom with the community and the world. School groups scheduled to visit pearl harbor national memorial begin with a pre-site visit at a school site by our education coordinators. Presentation and developmentally appropriate activities engage students to prepare for their visit. A personalized agenda is created for the onsite visit and may include educational activities to support classroom learning. A self-guided or guided tour of the visitors center with an education coordinator provides opportunities for students to connect the contents they have learned in the classroom. The highlight of the visit is the documentary film of pearl harbor and boat ride to the uss arizona memorial. "the path towards reconciliation, forgiveness and peace" curriculum taught at a school site by the education department, addresses the importance of appreciation for culture, reconciliation and peace through the experiences of world war ii survivors and eyewitness civilians. Students are immersed in literature and participate in whole group discussion about the children who were a part of world war ii and longed for peace and forgiveness throughout the world. Students are taught that they too can make a difference in the world. Interactive activities are led by education coordinators to provide connections with the story that was read. "living the legacy of pearl harbor" curriculum provides the opportunity for local, mainland and international students in pre-k to higher education, educators, individuals, and organizations of any discipline, the opportunity to visit pearl harbor national memorial and interact with an education coordinator through worldwide long-distance learning and video teleconferencing via zoom. A virtual field trip at the park will involve, interaction with students, educators, volunteer and/or civilian eyewitness of the pearl harbor attack. The tour concludes with a question-and-answer discussion between all participants. Php supports the annual commemoration of the december 7, 1941 attack on pearl harbor. Annual events include memorial ceremonies, lectures, gatherings honoring survivors, and world war ii veterans. THE TOURS INCLUDE MORE THAN 20 POINTS OF INTEREST AROUND THE PARK AND ON THE USS ARIZONA MEMORIAL. THEY ARE AVAILABLE IN NUMEROUS LANGUAGES THAT SERVE AS A VIRTUAL RANGER, PROVIDING INTERNATIONAL VISITORS WITH THE OPPORTUNITY TO EXPERIENCE AND LEARN ABOUT PEARL HARBOR IN THEIR OWN LANGUAGE. THIS INCLUDES INTERACTIVE EDUCATIONAL EXHIBITS AVAILABLE ONSITE, ONLINE, AND THROUGH MOBILE DEVICES; AS WELL AS A MIGRATION TO AN INTERACTIVE, GUIDED TOUR, AND A SMART SEARCHABLE ONLINE NATIONAL DATABASE. THIS WILL ALSO PROVIDE THE FOUNDATION FOR CONTENT MANAGEMENT, PUBLIC ACCESS, AND ONGOING EDUCATION. IN PAST YEARS, THE ANNUAL VISITOR COUNT AVERAGED 1.8 MILLION. THIS YEAR, THE PEARL HARBOR NATIONAL MEMORIAL WAS CLOSED FOUR OF THE TWELVE MONTHS. COMBINED WITH A STAGGERING DROP IN TOTAL VISITOR NUMBERS TO HAWAII, THE ATTENDANCE AT THE PARK DROPPED BY OVER A MILLION PEOPLE. IN RESPONSE, WE RAMPED UP OUR HISTORY TALKS PROGRAM, A LIVE WEBINAR COVERING TOPICS ON WORLD WAR II IN THE PACIFIC. PHP ACCOMPLISHES ITS MISSION THROUGH HOSTING EDUCATION AND INTERPRETIVE PROGRAMS THAT SUPPORT HISTORICAL SITES IN THE PACIFIC FOR FUTURE GENERATIONS. WE PERPETUATE THE HISTORY AND MEMORY OF EVENTS AND PEOPLE WHO LIVED THROUGH AND DIED DURING WORLD WAR II IN THE PACIFIC BY OFFERING GUIDED TOURS, PLACE-BASED LEARNING PROGRAMS, OUTREACH PRESENTATIONS, WORKSHOPS, AND CONFERENCES. THE EDUCATION PROGRAM FOR PHP IS THE BEGINNING OF A CURRICULUM UNIT ALIGNED WITH THE COMMON CORE STATE STANDARDS AND THE HAWAII CORE STANDARDS FOR SOCIAL STUDIES. IT PROVIDES OPPORTUNITIES FOR STUDENTS AND EDUCATORS TO GAIN HISTORICAL AND CULTURAL KNOWLEDGE ON THE HISTORY OF PEARL HARBOR. THE CURRICULUM IS DESIGNED FOR LOCAL, MAINLAND, AND INTERNATIONAL PRESCHOOL THROUGH HIGHER EDUCATION AUDIENCES. IT ADDRESSES SPECIFIC GRADE LEVEL STANDARDS, PROVIDES THE NECESSARY ACCOMMODATIONS AND MODIFICATIONS FOR THE DIVERSE LEARNERS, AND SEEKS OUT WAYS TO CONNECT THE CONTENTS TAUGHT IN THE CLASSROOM WITH THE COMMUNITY AND THE WORLD. "THE LEGACY OF PEARL HARBOR" CURRICULUM CONSIST OF THREE CORE CURRICULUM THAT ADDRESSES SCHOOL GROUP VISITS TO PEARL HARBOR NATIONAL MEMORIAL, SCHOOL AND COMMUNITY SITE VISITS, AND WORLDWIDE LONG-DISTANCE LEARNING THROUGH VIRTUAL TOURS. THE OBJECTIVE OF "THE LEGACY OF PEARL HARBOR" CURRICULUM IS TO PROVIDE OPPORTUNITIES FOR STUDENTS AND EDUCATORS TO VISIT PEARL HARBOR NATIONAL MEMORIAL AND LEARN ABOUT THE USS ARIZONA MEMORIAL. SCHOOL GROUPS SCHEDULED TO VISIT PEARL HARBOR NATIONAL MEMORIAL BEGIN WITH A PRE-SITE VISIT AT A SCHOOL SITE BY OUR EDUCATION COORDINATORS. PRESENTATION AND DEVELOPMENTALLY APPROPRIATE ACTIVITIES ENGAGE STUDENTS TO PREPARE FOR THEIR VISIT. A PERSONALIZED AGENDA IS CREATED FOR THE ONSITE VISIT AND MAY INCLUDE EDUCATIONAL ACTIVITIES TO SUPPORT CLASSROOM LEARNING. A SELF-GUIDED OR GUIDED TOUR OF THE VISITORS CENTER WITH AN EDUCATION COORDINATOR PROVIDES OPPORTUNITIES FOR STUDENTS TO CONNECT THE CONTENTS THEY HAVE LEARNED IN THE CLASSROOM. THE HIGHLIGHT OF THE VISIT IS THE DOCUMENTARY FILM OF PEARL HARBOR AND BOAT RIDE TO THE USS ARIZONA MEMORIAL. "THE PATH TOWARDS RECONCILIATION, FORGIVENESS AND PEACE" CURRICULUM TAUGHT AT A SCHOOL SITE BY THE EDUCATION DEPARTMENT, ADDRESSES THE IMPORTANCE OF APPRECIATION FOR CULTURE, RECONCILIATION AND PEACE THROUGH THE EXPERIENCES OF WORLD WAR II SURVIVORS AND EYEWITNESS CIVILIANS. STUDENTS ARE IMMERSED IN LITERATURE AND PARTICIPATE IN WHOLE GROUP DISCUSSION ABOUT THE CHILDREN WHO WERE A PART OF WORLD WAR II AND LONGED FOR PEACE AND FORGIVENESS THROUGHOUT THE WORLD. STUDENTS ARE TAUGHT THAT THEY TOO CAN MAKE A DIFFERENCE IN THE WORLD. INTERACTIVE ACTIVITIES ARE LED BY EDUCATION COORDINATORS TO PROVIDE CONNECTIONS WITH THE STORY THAT WAS READ. "LIVING THE LEGACY OF PEARL HARBOR" CURRICULUM PROVIDES THE OPPORTUNITY FOR LOCAL, MAINLAND AND INTERNATIONAL STUDENTS IN PRE-K TO HIGHER EDUCATION, EDUCATORS, INDIVIDUALS, AND ORGANIZATIONS OF ANY DISCIPLINE, THE OPPORTUNITY TO VISIT PEARL HARBOR NATIONAL MEMORIAL AND INTERACT WITH AN EDUCATION COORDINATOR THROUGH WORLDWIDE LONG-DISTANCE LEARNING AND VIDEO TELECONFERENCING VIA ZOOM.
