Mission

The open university's mission is to be open to people, places, methods and ideas. People: making university study available to an increasingly large and diverse body of students, and providing learning opportunities that meet individuals' lifelong needs. Places: providing learning opportunities in the home, workplace and community throughout the united kingdom and selectively elsewhere, and serving an increasingly mobile population. Methods: using and developing the most effective media and technologies for learning, teaching and assessment, whilst attaching central importance to the personal academic support given to students, and working collaboratively with others to extend and enrich lifelong learning. Ideas: developing a vibrant academic community that reflects and supports the diversity of intellectual interests of all students and staff, and that is dedicated to the advancement and sharing of knowledge through research and scholarship.

Compliance With Conflict of Interest Policy

FORM 990, PART VI, LINE 12C The Council has adopted the guidance on the declaration of interests by members of the governing bodies of universities and colleges in England and Wales promulgated by the Committee of University Chairmen. This guidance states: "It is central to the proper conduct of public business that chairs and members of governing bodies should act and be perceived to act impartially, and not be influenced in their role as governors by social or business relationships". Any member of the Council who has a clear and substantial interest in a matter under discussion shall declare that interest whether or not that interest is already declared in the Register of Interests. Such declarations should make clear the interest and whether it carries either direct or indirect financial interest to the member. Where such an interest constitutes a direct or indirect financial interest, the member involved shall withdraw from any meeting. Members may not speak, participate in or otherwise seek to influence any decisions taken by the Council relating to the matter under discussion. Where a member has an interest which is not financial, but which is relevant to the activities of the University, that interest shall also be declared. Where the interest is substantial, the member involved shall withdraw from discussions or decisions relating to that interest. Where an interest arises from membership of a public body, and where there is no financial interest, full participation in the discussion and decision is permitted. In all circumstances, members of Council shall ask themselves whether members of the public, knowing the facts of the situation, would reasonably conclude that the interest involved might influence the approach taken to the actions of the Council. If so, the interest is sufficient for the member to declare that interest. Members of staff of the University do not need to declare an interest or to withdraw from discussion when general terms and conditions of service of staff or a group of staff are considered. Similarly, members who are students of the University do not need to withdraw or declare an interest in issues of relevance to the student body as a whole including the setting of fees for modules. However, if a member of staff or a student has a particular interest in the issue which is greater than the interest of the group of staff or students as a whole, then that interest shall be declared and the member of staff or student shall withdraw from the meeting. Members may not speak, participate in or otherwise seek to influence any decision taken by the Council relating to the matter under discussion. Any such declarations of interest shall be recorded in the Minutes.

IRS990/Desc0The charitable aims of The Open University are set out in its Royal Charter: "...the advancement and dissemination of learning and knowledge by teaching and research by a diversity of means such as broadcasting and technological devices appropriate to higher education, by correspondence tuition, residential courses and seminars and in other relevant ways, and to provide education of University and professional standards for its students and to promote the educational well-being of the community generally". This falls within the Charities Act 2011 charitable purpose of the advancement of education. The University operates throughout the United Kingdom and in over 100 countries globally. The main beneficiaries are its undergraduate and postgraduate students and the recipients of its research, much of which is freely available to the general public. The benefits can be summarised in two strands: Research The results of the vast majority of the research carried out by the University are published in the public domain and are freely available to all through Open Research Online - the University's Open Access repository of research publications and other research outputs. In 2013/14, 716 research outputs were published. Learning The University registered 187,338 students in 2013/14 and ranks highly in student satisfaction. A significant amount of learning material is made freely available through the internet using websites such as The Open University iTunes U Service, 'YouTube', and the University's 'OpenLearn' resource. THE UNIVERSITY IS A FEE CHARGING CHARITY. HOWEVER, UNLIKE OTHER UNIVERSITIES, ALL STUDENTS STUDY PART-TIME AND PRIOR TO 2012/13, THE TUITION FEES WERE NOT SUBJECT TO STATUTORY REGULATION. STUDENTS WHO COMMENCED THEIR COURSE OF STUDY BEFORE 2012/13 ARE ONLY LIABLE FOR THE FEES AT THE OLD RATE, WHICH IS TYPICALLY APPROXIMATELY $7,700 TO COMPLETE AN UNDERGRADUATE DEGREE AT 2013/14 FEE RATES. STUDENTS IN ENGLAND WHO COMMENCED THEIR STUDY WITH THE OPEN UNIVERSITY IN OR AFTER 2012/13 ARE LIABLE FOR FEES AT THE NEW RATE OF $8,403 PER FULL-TIME EQUIVALENT, EQUATING TO $25,210 FOR AN UNDERGRADUATE DEGREE. ONLY STUDENTS WHO ARE NOT STUDYING FOR AN EQUIVALENT OR LOWER QUALIFICATION (ELQ) THAN ONE THEY ALREADY HOLD ARE ELIGIBLE TO APPLY FOR A LOAN TO COVER THE TUITION FEE FROM THE STUDENT LOANS COMPANY (SLC); IN TERMS OF FULL-TIME EQUIVALENT STUDENTS, 19,015 BENEFITTED FROM SUCH A LOAN, WHILST 9,607 UK STUDENTS BENEFITTED FROM FULL FINANCIAL SUPPORT AND 6,032 FROM PARTIAL FINANCIAL SYPPORT. THE UNIVERSITY SPENT $11.3 MILLION PROVIDING FINANCIAL ASSISTANCE TO STUDENTS IN ADDITION TO THE $15.9 MILLION OF FUNDING BODIES' ACCESS FUNDS AND BURSARIES DISBURSED TO ELIGIBLE STUDENTS, AND THE $119.7 MILLION OF TUITION FEES FUNDED BY THE SLC. UNLIKE OTHER UNIVERSITIES, STUDENTS STUDY FROM HOME AND OFTEN WHILST IN FULL-TIME EMPLOYMENT, THEREBY DIMINISHING THE FINANCIAL BURDEN OF THEIR STUDIES.
