The form 990 is first reviewed by the executive director. A copy of the final form 990 is given to all board members for review prior to filing.

The organization enforces compliance with their conflict of interest policy by annually administering a conflict of interest questionnaire. All board members are required to annually review and complete the conflict of interest questionnaire to disclose any previously undisclosed conflicts of interest. Once identified, conflicts of interest are addressed as set forth in the organization's conflict of interest policy. The executive director is responsible for monitoring and enforcing the policy.

Form 990, Part III, Line 1

Lapf is an independent, not-for-profit organization that provides critical resources and vital support to the lapd. From essential equipment and state-of-the-art technology to specialized training and innovative programs that would otherwise be unfunded, the support provided by lapf directly improves public safety, impacts officer readiness, and enhances quality of life in the city of los angeles. As the largest source of private funding of the lapd, lapf is passionately dedicated to ensuring that los angeles remains america's safest major city. The lapd covers an area spanning 467 square miles with 21 diverse communities and nearly 4 million residents. Lapd's oath to "protect and serve" is getting tougher, more complex, and more dangerous, and as a result, more expensive. Modern policing requires a high level of sophistication in officer training and safety, equipment, communications, technology, and community outreach. With 96% of the lapd's budget spent on personnel, there is little left for major projects that will enhance efficiency and modernization of the department. Over the years, the requests for grants have grown to more than 100 received each year. Lapf has donated nearly $57,500,000 to the lapd in the areas of equipment and technology upgrades, specialized training, community outreach, and youth programs. Lapf is needed more than ever in order to allow the lapd to move beyond the constraints of municipal funding and truly excel.

Financial Statement Notes

PART X, LINE 2:

Lapf is exempt from taxation under internal revenue code section 501(c)(3) and california revenue and taxation code section 23701d. In accordance with the financial accounting standards board's (fasb) accounting standards codification topic no. 740, uncertainty in income taxes, lapf recognizes the impact of tax positions in the financial statements if that position is more likely than not to be sustained on audit, based on the technical merits of the position. During the year ended december 31, 2024, lapf performed an evaluation of uncertain tax positions and did not note any matters that would require recognition in the financial statements or which might have an effect on its tax-exempt status. Lapf is subject to routine audits by the taxing jurisdictions. The statute of limitations for federal and california purposes is generally three and four years, respectively.

THIS ALLOWS OFFICERS TO REMAIN IN THE FIELD AND COMPLETE TRAINING AT THEIR OWN PACE WHILE ON DUTY. SINCE ITS INCEPTION IN 2021, OFFICERS HAVE COMPLETED MORE THAN 40,000 COURSES USING LAPDU. THE LICENSE FOR THIS APP WAS PREVIOUSLY COVERED THROUGH A CALIFORNIA DEPARTMENT OF JUSTICE GRANT.ARTC OBSTACLE COURSE - $32,602.50: THIS REQUEST FUNDED REPAIRS TO THE ARTC OBSTACLE COURSE. THE ARTC IS ONE OF THREE ACADEMY FACILITIES THAT CONDUCTS RECRUIT TRAINING FOR THE LOS ANGELES POLICE DEPARTMENT. THIS OBSTACLE COURSE IS A MANDATORY TEST THAT ALL RECRUIT OFFICERS TAKE DURING THEIR ACADEMY TRAINING AND IS PART OF THE TRAINING SPECIFICATIONS DIRECTED BY THE CALIFORNIA COMMISSION OF PEACE OFFICER STANDARDS AND TRAINING (POST). A BASIC COURSE CERTIFICATION REVIEW (BCCR) WAS RECENTLY CONDUCTED BY POST, WHERE IT WAS DETERMINED THAT PORTIONS OF THE OBSTACLE COURSE WALL AND FENCE DID NOT MEET THEIR SPECIFICATIONS.THIS GRANT IS BEING REQUESTED TO HIRE A CONTRACTOR TO UPDATE THE EXISTING OBSTACLE COURSE AT ARTC TO MEET THE REQUIREMENTS SET BY POST. THE REPAIR OF THE OBSTACLE COURSE'S WALL AND FENCE WILL ALLOW ARTC TO CONTINUE TO OPERATE AND MEET POST STANDARDS TO HAVE AN ACCREDITED POLICE ACADEMY IN THE STATE OF CALIFORNIA.METRO OVERWATCH CADRE EQUIPMENT - $21,160.82: THIS GRANT FUNDED EQUIPMENT FOR THE NEWLY FORMED METRO OVERWATCH CADRE. THIS NEW CADRE CONSISTS OF OFFICERS WHO WILL PROVIDE SECURITY AND COORDINATE POLICE RESPONSE DURING LARGE OPEN AREA PUBLIC GATHERINGS AND EVENTS.
