THE LAPF HAS DONATED MORE THAN $21,000,000 TO LAPD IN THE AREAS OF EQUIPMENT AND TECHNOLOGY UPGRADES, SPECIALIZED TRAINING, COMMUNITY OUTREACH AND YOUTH PROGRAMS.A FEW OF THE GRANTS APPROVED IN 2013 ARE HIGHLIGHTED BELOW:$1,267,216 - ON-BODY CAMERAS PILOT PROJECT - THE LAPF FUNDED A PILOT PROJECT TO EQUIP 500 LAPD OFFICERS WITH ON-BODY CAMERAS IN ORDER TO IMPROVE OFFICER ACCOUNTABILITY. THE USE OF THIS TECHNOLOGY HAS SHOWN A SIGNIFICANT DECREASE IN COMPLAINTS AGAINST POLICE OFFICERS AND HELPS PROTECT THE CONSTITUTIONAL AND CIVIL RIGHTS OF RESIDENTS AND OFFICERS. IT IS ANTICIPATED THAT THE CITY OF LOS ANGELES WILL SAVE MILLIONS OF DOLLARS EACH YEAR IN LITIGATION COSTS WITH THE DEPLOYMENT OF THESE CAMERAS.$352,642 - TRAUMA SHOOTING KITS FOR OFFICERS - IN 1998, THE LAPF DEVELOPED AND PURCHASED TRAUMA SHOOTING KITS FOR ALL OFFICERS WITHIN THE LAPD. THE TRAUMA KITS CONSISTED OF LARGE WOUND BANDAGES, SHEERS, GLOVES, ADHESIVE TAPE, AND OCCLUSIVE DRESSINGS CONTAINED IN A NYLON POUCH. MEDICAL TECHNOLOGY HAS VASTLY IMPROVED OVER THE LAST 15 YEARS. NEW PREPACKAGED INDIVIDUAL FIRST AID KITS (IFAK) THAT INCLUDE A TACTICAL TOURNIQUET AND COMPRESSION BANDAGES WERE PURCHASED. CHEST SEAL OCCLUSIVE BANDAGES USED TO TREAT A PENETRATING CHEST WOUND WERE ALSO PURCHASED FOR THE LAPD. THE UPDATED KITS WILL BE ISSUED TO 6,800 SWORN OFFICERS AND INCOMING RECRUITS (TYPICALLY IS 400 NEW OFFICERS PER YEAR). PURCHASING 8,000 KITS WILL LAST APPROXIMATELY TWO YEARS. $243,962 - MOBILE DATA COMPUTERS - THE LAPF PURCHASED 106 MOBILE DATA COMPUTERS (MDCS) TO COMPLETE THE DEPARTMENT'S GOAL OF REPLACING ALL OF THE COMPUTERS IN THEIR FLEET OF PATROL VEHICLES. THE MDC CURRENTLY USED IS ESSENTIALLY A LAPTOP COMPUTER UNIQUE TO THAT VEHICLE. IT SERVES AS A LINK TO THE LAPD'S COMMUNICATIONS DIVISION, ENABLING OFFICERS TO RECEIVE CALLS FOR SERVICE ON THEIR COMPUTER SCREEN WITH RELEVANT CRIME SCENE INFORMATION. IT ALLOWS THE OFFICERS TO UPDATE THEIR STATUS OF CALLS OR ACTIVITY. IT IS ALSO USED TO QUERY DEPARTMENT OF MOTOR VEHICLES AND CRIMINAL INFORMATION DATABASES, RETRIEVE DEPARTMENT E-MAIL, AND RECEIVE INSTANT UPDATED CALL/DISPATCH INFORMATION CRUCIAL TO OFFICER SAFETY. $98,584 - TRAINING MATERIALS FOR FIRST AID/CPR - POLICE OFFICERS ARE TYPICALLY THE FIRST RESPONDERS TO BOTH EMERGENCY MEDICAL AND TACTICAL SITUATIONS, PLAYING A CRUCIAL ROLE IN RENDERING FIRST AID TO THE COMMUNITY AND FELLOW OFFICERS. PRIOR TO THE LAPF FUNDING THIS INITIATIVE, ONLY 275 OUT OF 10,000 SWORN LAPD PERSONNEL WERE TRAINED IN TRAUMATIC WOUND CARE. THE DEPARTMENT DID NOT EVEN HAVE THE NECESSARY EQUIPMENT TO TRAIN OFFICERS AND HAD TO BORROW EQUIPMENT FROM OTHER AGENCIES. THE DEPARTMENT AIMS TO ENSURE THAT THE ENTIRE LAPD SWORN POPULATION WILL BE PROPERLY TRAINED IN FIRST AID/CPR/AED BY JUNE 30, 2015.
