Governance Explanations

Form 990, Part VI, Section B, line 11B

The Form 990 will be reviewed by management and the finance committee, then provided to the full board prior to its filing.

Form 990, Part VI, Section B, line 12C

The Board of Directors sign a declaration of non conflict of interest annually. Compliance of the conflict of interest policy is regularly and consistently monitored and enforced as defined in Article VII "Periodic Review" in the Conflict of Interest Policy.

Form 990, Part VI, Section B, line 15

The Board of Directors hires an independent executive recruiting firm and also uses a professional HR organization when selecting a President & CEO. All other staff leadership positions are selected by the President & CEO and Human Resources Dept. Program directors hire their program staff. Compensation is determined through wage surveys specific to their job title/function and service areas. In addition we review comparability data on this role in similarly sized organizations, to get to a salary range that is both competitive and sustainable.

Form 990, Part VI, Section C, line 19

Form 990, audited financials and the 1023 are available upon request, and the 990 is posted on guidestar.org annually.

Supplemental Narrative

Additional Explanations

Form 990, Part III, line 1, Description of Organization Mission:

At Westside Children's Center (WCC), we are committed to breaking cycles of intergenerational poverty, abuse, and neglect- providing children an environment that catalyzes their creativity and innate intelligence and developing parents' ability to support their children's physical, cognitive, and social-emotional development. Each year, WCC reaches more than 3,000 people, transforming the lives of children who have experienced trauma and/or live in deep poverty by providing high-quality early education, intensive parenting programs, foster care and adoption services, and a range of critical, integrated supports, including pediatric health consultations, disability screenings/advocacy, and mental health services. Westside Children's Center has achieved accreditation through the Council on Accreditation (COA), an accomplishment that recognizes WCC as a provider that has successfully implemented high performance standards and, as such, is delivering the highest quality services to all of its stakeholders.

Financial Statement Notes

Part X, Line 2:

The Center is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Center in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Center's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0Early Education: Westside Children's Center's early education programs, which leverage base funding from three California Department of Education contracts as well as two Early Head Start contracts, provide high-quality, year-round early education for more than 500 children ages 0 to 5 from very-low-income families. We provide services at our state-of-the-art early education center, through our network of licensed home-based education providers, and in individual family homes. WCC maintains a low staff-to-child ratio in our inclusive, bilingual classrooms to ensure every child's healthy social-emotional, cognitive, and physical development. (See Sch. O)Our highly-qualified educators, child development specialists, and education managers design developmentally-appropriate and individualized lessons with a social-emotional, STEM (science, technology, engineering, and math), and literacy focus, and deepen their skills with regular professional development. Children receive a healthy breakfast, lunch, and snack and spend time exploring in our learning garden and STEM yard. Parent engagement is key to children's success, so WCC nurtures relationships with parents, partnering with them to support their children's learning and growth through frequent volunteer opportunities, free classes, parent counseling, and access to our comprehensive services.

IRS990/ProgSrvcAccomActy2Grp/Desc0Child Welfare: Westside Children's Center has four contracts with the Los Angeles County Department of Children and Family Services (DCFS) to provide Family Preservation, Prevention and Aftercare, and Foster and Adoption services to more than 600 families annually. Our highly trained staff works with families to protect children who have been (or who are at risk of being) abused or neglected by providing individual and family counseling, substance abuse treatment, mental health services, domestic violence psychoeducational counseling, parent-child education, and extensive case management. We also recruit, train, and support loving foster and foster-adoptive parents who create nurturing, educationally rich homes for children of all ages.
