“The board of regents of pepperdine university has an executive committee which may act for and in place of the board of regents between regular board meetings and during any recess. Only regents can be members of the executive committee. The executive committee has the power to transact business on behalf of the board in between meetings of the board of regents, subject to any limitations imposed by the board of regents, the bylaws, or applicable law.”
