Accounting and other financial activities have been outsourced to Noble Accounting, LLC. Noble Accounting, LLC does not have decision-making authority over the budgets and therefore does not serve as the top financial official.

Form 990, Part VI, Section B, line 10B

The Board of Directors of JTC is responsible for approving auxiliary organizations. JTC maintains regular communication with the guild and auxiliary groups that support JTC. When requested, the finance department of JTC assists in the preparation and filing of the 990 returns filed by the guilds.

Form 990, Part VI, Section B, line 11B

The organization engaged its outside cpa firm to draft its form 990 using information provided by management. The cpa firm presents the form 990 to management for review and analysis. The final draft is provided to the board of directors before filing.

Form 990, Part VI, Section B, line 12C

A conflict of interest disclosure statement is furnished annually to each Director. The Forms are reviewed and signed by each Director with any conflicts noted and returned to the staff member who handles Board affairs. The existence of a conflict is determined by the full Board. Any Director with a potential or actual conflict of interest must recuse him/herself from deliberations on the matter in question.

IT IS THE POLICY OF JOHN TRACY CLINIC TO BASE AN EMPLOYEE'S SALARY AT THE TIME OF THEIR HIRE ON COMPARABLE SALARY DATA AND TO REVIEW SALARIES ANNUALLY AS PART OF THE BUDGETING PROCESS. IF, BASED UPON ECONOMIC CONDITIONS AND JTC'S FINANCIAL STATUS, FUNDS ARE AVAIALBLE TO GIVE RAISES THEN COMPARABLE SALARY DATA IS OBTAINED FROM THE FORM 990s OF SIMILIAR ORGANIZATIONS AND THE CENTER FOR NONPROFIT MANAGEMENT TO HELP THE BOARD DETERMINE SALARY RAISES.

Financial Statement Notes

Part V, Line 4:

The clinic has five permanently restricted endowments which are restricted to investment in perpetuity. Income from these assets is restricted for general clinic support, general support of educational services, equipment purchases for educational services, and family scholarships for educational services. As of august 31, 2017, the board has not yet adopted a formal spending policy, but has traditionally spent no more than earned in any given year for its endowment funded programs. Utilization of such funds requires authorization of the board of directors.

Part X, Line 2:

The Clinic is a nonprofit public benefit corporation organized under the laws of California and, as such, is exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code and corresponding state provisions. The Clinic's federal income tax and informational returns for tax years ending 2014 and subsequent remain subject to examination by the Internal Revenue Service. The returns for California, the Clinic's only state tax jurisdiction, remain subject to examination by the California Franchise Tax Board for tax years ending 2013 and subsequent.

It offers a transdisciplinary approach, emphasizing listening and spoken language, and culminating in the Master of Science in Education/Emphasis Deaf and Hard of Hearing degree, and a California Education Specialist DHH credential. It further serves as the foundation for graduates to become certified as Listening and Spoken Language Specialists.
