Center of Hope: In partnership with the City of Redding, Shasta County, and a local developer, The McConnell Foundation is developing and building 49 units of affordable housing, a portion of which are targeted to at risk populations and those needing permanent supportive services. The Center of Hope Development will have case managed housing units operated by Hill Country Medical Clinic, which is adjacent to the housing site. Active negotiations are underway to co-locate educational space for California Heritage Youth Build Academy, a local charter school which serves students ages 16-24 with job training and pre-apprenticeship opportunities in nursing and construction industries.

The McConnell Foundation hosted 18 of these groups with 495 attendees in the first quarter of 2020 and none thereafter for the year. In March 2020, the Foundation followed Governor Newsom's mandates and the CDC's guidelines for Shelter in Place due to the Covid pandemic and closed meeting rooms to the public and headquarters office space to all staff who could perform their work remotely. Outside Grounds staff and some indoors Facilities staff classified as "essential workers", following masking and social distancing rules, were provided with additional PPE measures and remained on campus to ensure our site would be safe and ready to resume activities when restrictions were lifted. In certain circumstances facilities staff were paid to remain home safely. All buildings were maintained, and some major repairs were made while the facilities were mostly unoccupied. The Foundation's Officer for the Scholarships program maintained close contact with members of each cohort to plan deferment and/or deployment of scholarship funds during the many shifts in the education system. Each spring, The McConnell Foundation supports participation in the program by North State high school sophomores and juniors from public high schools and public charter schools in Modoc, Shasta, Siskiyou, Tehama and Trinity counties, and Big Valley High School in Lassen County. Groups of students, led by NatureBridge educators, explore the park and participate in discussions and activities designed to heighten awareness of the importance of our natural world. The goal of the program is to inspire students to develop a connection to the natural world and empower them to act as responsible stewards of natural resources. The Foundation provides full funding for student and chaperone tuition, covers the cost of transportation, and administers the program. EXPENSES: $147,009

GeneralExplanationAttachment/GeneralExplanationGrp/MediumExplanationTxt8Cal Fire Hazard Mitigation-Carr Fire - The McConnell Foundation received a $12.7 million dollar Cal Fire grant for hazardous fuel reduction treatments (removal of dead and dying trees and brush and resprouting brush) along specific locations identified within the Carr Fire Footprint in West Redding to mitigate wildfire danger. The work during grant period 8/28/19-3/15/22 will take place in and around the communities of Old Shasta, Keswick and French Gulch on approximately 800 private property parcels and miscellaneous Bureau of Land Management parcels for a treatment area of approximately 3,000 to 3,500 acres. The value of the fuel treatments, both in terms of reduced fire behavior/intensity and in terms of impacts (i.e. promoting resprouting of desirable tree species through fuel reduction treatment of competing shrub and invasive species) will produce long-term benefits. These benefits include reductions in vertical and horizontal continuity of fuels and removing competition from many small, closely spaced, fire-vulnerable species into a smaller number of resilient larger trees, thereby improving overall fire resiliency and carbon stocks. This project will lessen the probability of subsequent moderate- to high-severity re-burns. Reducing the probability of re-burns will reduce loss of life and/or personal injury and protect critical facilities, essential services, infrastructure, continuity of government operations, and public and private property. Reducing the occurrence of re-burns will protect ecosystem services such as water quality, flood control, green infrastructure, wildlife habitat, soil structure, and carbon sequestration. Roadside removal of dead and dying trees combined with roadside hazard fuel mitigation efforts will decrease the risk of human caused fire starts by decreasing the volume of hazard fuels in close proximity to roadways. Vehicle-started fires are the second leading cause of fire starts in the CalFire Shasta-Trinity Unit and caused the Carr Fire. These fuel reduction treatments allow roadways to serve as safe ingress and egress for residents in the event of fire, as well as providing tactical areas for suppression activities by hampering fire's ability to 'jump' roadways. Reducing fuel loading around vital firefighting infrastructure will increase efficiency of local response efforts by promoting safe access to and use of fire hydrants, water drafting locations, staging areas, etc. Finally, the removal of hazardous trees and vegetation creates defensible space around habitable structures, both those still standing post-Carr Fire and those that will be rebuilt. This will slow the spread of fire either from direct flame contact or radiant heat and provide firefighters with a safe area from which to defend a threatened home." EXPENSES: $1,221,326
