An outside CPA prepares the Form 990. The executive director reviews the Form 990 and presents it to the full board of directors. After the review and presentation, the executive director approves, signs and files the Form 990.

Conflict of interest policy compliance Part VI line 12C

Procedures for addressing possible conflicts of interest: A) An interested person may make a presentation at a meeting of the board of directors or committee; however, they must leave during the disussion of and vote on the transaction or arrangement involving the possible conflict of interest. B) The Chair of the board of directors or committee shall, if appropriate, appoint a disinterested person or commitee to investigate alternatives to the proposed transaction or arrangement. C) After exercising due diligence, the board of directors or committee shall determine whether CCLR can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest. D) If a more advantageous transaction or arrangement is not reasonably possible under the circumstances not producing a conflict of interest, the board of directors or committee shall determine by a majority vote of the disinterested directors whether the arrangement or transaction is in the best interest of CCLR, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination, it shall make its decision as to whether to enter into the transaction or arrangement.

The compensation of the executive director is subject to review and approval of the board of directors. The board of directors takes into account the following factors when determining the appropriate compensation level: 1) Comparison of proposed compensation to comparable positions or comparable organizations within the same geographic region. 2) Review of the recent job performance of the executive director. The board of directors designates a compensation committee to conduct the above review and provide the board of directors its findings and recommendations. The board of directors then deliberates and votes on the proposed compensation.

IRS990/Desc0The Center for Creative Land Recycling (CCLR or see clear), is the oldest and only national nonprofit organization whose mission is to enable communities to develop sustainably and equitably by revitalizing underutilized properties and helping return them to productive re-use. For over 20 years, CCLR has convened, consulted and collaborated with communities, government agencies and the private sector to encourage land redevelopment in ways that reduce inequity and increase community wellbeing. By serving as a trusted advisor, facilitator and project manager, CCLR builds local capacity to create job-generating redevelopment, restore the environment and build more equitable, healthy and prosperous futures. The programs of CCLR include the following: Custom Trainings: CCLR regularly offers workshop curriculum tailored to meet the specific needs of organizations and communities, and covering site assessment, environmental cleanup and remediation, negotiation and risk management. Specific examples of workshops include: Brownfields 101: A full-day workshop that covers the range of specialized knowledge and skills needed to complete land recycling and brownfields projects on time and on budget. Local experts in redevelopment share their stories and knowledge, providing the tools you need for your own projects. Meet the Funders: A half-day workshop in which state, federal and nonprofit agencies with funding for redevelopment come together to share information about their programs and how their programs can help facilitate redevelopment. This workshop provides excellent networking opportunities directly with agency representatives and is often an excellent resource for rural or small communities. Vision to Action: A series of two facilitated workshops that focus on a defined problem, such as one or two specific properties, and bring together community members, civic organizations and local leaders to generate a collective vision for the future of the focus area, which is then reflected in a rendering or drawing. The Vision to Action process typically takes from three to six months.

IRS990/ProgSrvcAccomActy2Grp/Desc0Research: The mission of the CCLR research program is to provide a scientific foundation to support progressive land reuse policy initiatives on both State and Federal levels. Research projects seek to answer some of the toughest questions in the field, including, How clean is clean? and What is the greenest way to conduct a cleanup? The latest research from CCLR analyzes data regarding the specific climate benefits of infill development, land reuse and green design in comparison with sprawl development. A combination of research, practice and advocacy attempts to answer the questions: What needs to change for land reuse to be a rational economic choice for private sector investment? What can be done on the local, regional, state and federal levels to promote these changes? CCLR research and programs also informs the organizations state and national advocacy on behalf of land reuse policy initiatives.
IRS990/ProgSrvcAccomActy3Grp/Desc0Technical Assistance: CCLR is the Technical Assistance to Brownfields Communities (TAB) provider to EPA Regions 2, 9 and 10, serving the states and territories of Alaska, Arizona, California, Hawaii, Idaho, Nevada, New Jersey, New York, Oregon, the Pacific Islands, Puerto Rico and Washington. The goal of CCLR as a TAB provider is to guide communities through the complex processes and requirements particular to land recycling. The assistance CCLR provides enables communities to independently manage the environmental and financial challenges of land recycling, as well as leverage significant resources. The CCLR team has worked with a range of communities, including rural areas struggling with economic and environmental challenges of closed mills or rail sites, tribal lands striving for revitalization and urban neighborhoods working to remove blight caused by sites with prior industrial uses. From the beginning to the end of a redevelopment project, CCLR experts answer questions, provide advice and sample documents and connect practitioners to resources. Some examples of CCLR technical assistance include: Review and explain technical reports (such as those related to site sampling, site assessment and federal regulations); Provide information about basic science, environmental policy and other technical matters; Help communities understand health risks associated with a brownfield site; Provide information to assist the community to better understand environmental issues and how these issues affect brownfield cleanup and redevelopment; Facilitate meetings between the local community, developers, lenders and others involved in the cleanup and reuse of brownfield properties; Facilitate brownfield redevelopment efforts by supporting community and other stakeholder involvement activities; Facilitate visioning and reuse sessions; Provide assistance to communities dealing with plant closures or other significant economic disruptions, adversely affected by natural disasters or impacted by other sector-based issues; Provide assistance in understanding and complying with state Brownfields/Voluntary Cleanup Program requirements, including land use restrictions and other land use controls including providing support when talking or meeting with state response programs. In addition, the CCLR website-based Online Resource Center provides information on funding opportunities, contacts, events and additional resources by state. It is an excellent resource to stay current on the events and opportunities in your area and serves as a great starting point to find funding and technical assistance opportunities for projects. In addition to the Online Resource Center, CCLR also maintains an active blog and social media presence and shares its informational resources with over 20,000 subscribers.
