Mission

The nations premier land reuse think- and do-tank promoting the sustainable, equitable and responsible reuse of underutilized and environmentally impacted properties by educating, advocating, assisting and convening stakeholders to revitalize communities through land recyling.

The Center for Creative Land Recycling (CCLR) accelerates economic development by helping communities transform blighted, contaminated, and underutilized properties into engines of opportunity. Through targeted education, strategic partnerships, and hands-on technical assistance, CCLR equips local leaders to overcome redevelopment barriers and unlock sites for investment, job creation, and long-term resilience. From rural towns and tribal lands to urban neighborhoods, CCLR catalyzes land reuse as a pathway to revitalization and inclusive growth.

Governance Explanations

Form 990, Part VI, Section A, line 7A

The number of directors shall not be less than three or more than seventeen, with the exact number of authorized directors to be fixed from time to time by resolution of the board of directors. The directors then in office shall elect their successors. Each elected director shall be elected for a term of three years and shall hold office until a successor has been elected.

CCLR does not have any committees authorized to act on behalf of the governing body.

An outside CPA prepares the form 990. The Executive Director and the audit committee review the form 990 and present it to the full board of directors. After the review and presentation, the executive director approves, signs and files the form 990.

Form 990, Part VI, Section B, line 12C

Procedures for addressing possible conflicts of interest: a) an interested person may make a presentation at a meeting of the board of directors or committee; however, they must leave during the discussion of and vote on the transaction or arrangement involving the possible conflict of interest; b) the chair of the board of directors or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement; c) after exercising due diligence, the board of directors or committee shall determine whether CCLR can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest; d) if a more advantageous transaction or arrangement is not reasonably possible under the circumstances not producing a conflict of interest, the board of directors or committee shall determine by a majority vote of the disinterested directors whether the arrangement or transaction is in the best interest of CCLR, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination, it shall make its decision as to whether to enter into the transaction or arrangement.

Form 990, Part VI, Section B, line 15A

The compensation of the executive director is subject to review and approval of the board of directors. The board of directors takes into account the following factors when determining the appropriate compensation level: 1) comparison of proposed compensation to comparable positions or comparable organizations within the same geographic region; 2) review of the recent job performance of the executive director. The board of directors designates the executive committee to conduct the above review and provides the board of directors with its findings and recommendations. The board of directors then deliberates and votes on the proposed compensation.

Part X, Line 2:

The Organization evaluates uncertainty in income tax positions based on a morelikely- than-not recognition standard. If that threshold is met, the tax position is then measured at the largest amount that is greater than 50% likely of being realized upon ultimate settlement. As of December 31, 2024, there are no accruals for uncertain tax positions. If applicable, the Organization records interest and penalties as a component of income tax expense. Tax years from 2021 through the current year remain open for examination by federal and state tax authorities.

IRS990/Desc0Workshops, webinars & technical assistance: Through an EPA grant, CCLR provides pro-bono technical assistance, education, and resources to help communities in EPA Regions 9 and 10 navigate brownfield redevelopment, access funding, and achieve equitable land reuse through workshops, expert guidance, and an online resource center. CCLR is also the brownfields technical assistance provider (BTAP) for California DTSC's Equitable Communities Revitalization Grant (ECRG) and Technical Assistance Grant (TAG) programs.In 2024, CCLR provided technical assistance to 238 unique entities/communities for a total of 526 engagements. This TA included review of 42 EPA MARC grant applications for more than $51 million in requested funding. Additionally, CCLR hosted 34 webinars and events, and presented at 22 other webinars and events reaching 2,790 land reuse practitioners. CCLR shared timely updates on funding, education opportunities and brownfield news with approx. 20,000 land reuse professionals through its monthly Resources for Revitalization newsletter and engaged with an additional 1,600 professionals on LinkedIn.
