Mission

All people have a right to a clean and healthy environment in which their communities can live, work, learn, play and thrive. Towards this vision, APEN brings together a collective voice to develop an alternative agenda for environmental, social and economic justice. Through building an organized movement, we strive to bring fundamental changes to economic and social institutions that will prioritize public good over profits and promote the right of every person to a decent, safe, affordable quality of life, and the right to participate in decisions affecting our lives. APEN holds this vision of environmental justice for all people. Our work focuses on Asian and Pacific Islander communities.

Form 990, Part III, Line 2: New Services

APEN operated an emergency relief fund as a response to the COVID-19 crisis. APEN distributed aid via the APEN Emergency Community Stabilization Fund to help meet immediate needs of vulnerable Asian Americans in Alameda and Contra Costa counties facing financial burdens exacerbated by the COVID-19 pandemic, as well as funds to local frontline organizations working with unhoused folks; with mutual aid/active COVID relief work; serving working class communities of color, refugees, and immigrants; and/or working on progressive public safety projects/alternatives.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Civic Engagement - APEN engaged in Get Out the Vote activities aimed at Asian Americans in CA (in multiple languages) and co-hosted two local electoral forums. APEN was a member of the Prop 15 Schools and Communities First (SCF) Executive Committee alongside AAPI FORCE (a statewide Asian American civic engagement coalition) and the Million Voters Project. APEN and AAPI FORCE ran the largest and most complex Asian voter outreach program the state has ever seen, reaching over 35,000 Asian and Pacific Islander voters with programs in Chinese, Hmong, Khmer, Tagalog, Korean, Punjabi, Lao and Vietnamese. The 2020 election shattered records for Asian voter turnout in CA. APEN and allies also held a #CountEveryVote rally in Oakland following the election. OTHER PROGRAM SERVICES 5: AYPAL is a leadership development, community organizing, and coalition-building organization that seeks to create healthy, safe, and thriving communities. In 2020, AYPAL provided leadership and arts opportunities for youth, including hosting two community art events a year in collaboration with local artists of color. The May Arts Festival, held in May during API Heritage Month, was digital last year and brought the community together, both locally and across the nation, to showcase cultural dances, poetry, and visual art that the youth created or learned. In the winter, the Fresh Off the Block (FOB) youth art show was also digital and showcased the voice and narrative of API youth in Oakland through visual arts, poetry, and photography.

Part X : FIN48 Footnote

The Internal Revenue Service and the California Franchise Tax Board have determined that the Organization is exempt from federal and state income taxes under IRC 501(c)(3) and California RTC 23701(d). The Organization has evaluated its current tax positions as of December 31, 2020 and is not aware of any significant uncertain tax positions for which a reserve would be necessary. The Organizations tax returns are generally subject to examination by federal and state taxing authorities for three and four years, respectively, after they are filed.

The report makes the case for California to make long-term and deep investments in the resilience of its most vulnerable communities.
