“Partners performs annual review of salaries based on market data and updates its salary matrix accordingly. Employees are hired through the competitive process and initial salaries are being negotiated based on the salary matrix. Once the employee has been hired and salary established, the organization performs an annual evaluation of the employee's performance, and as a result of this review decisions are made on increasing the salary. According to the internal organizational policy, the annual salary increases are limited at the level of maximum 5%, and lower. Each year senior management team decides on the maximum percentage of salary increases based on factors such as inflation rates, market data on salary dynamics, etc. Partners president's salary is reviewed annually by the board of directors. The board of directors reviews the annual performance evaluation report and approves results and then makes a decision on the salary increase. The board of directors may also provide a bonus payment if it believes an additional incentive was deserved. Salary increases will be provided to the president in accordance with internal policy and is limited to 5%.”

| IRS990/Desc | 0 | AFRICA - PARTNERS FOR SECURITY IN GUINEA PROGRAM (6240) FINANCED BY THE DEPARTMENT OF STATE. THE MAIN POINTS OF SUCCESS FOR THE PROGRAM ARE POLICE SUPPORT FOR WOMEN LEADS TO HONEST DISCLOSURE AND A SAFER COMMUNITY: OWING TO THE OFFICERS' OPEN-MINDED APPROACH AND THE COMPREHENSIVE INSTRUCTIONS GIVEN BY THE PROJECT TEAM ON HOW TO GET HELP FROM THE POLICE, WOMEN-POLICE DIALOGUES WERE OPEN TO TABOO SUBJECTS DURING THIS FISCAL YEAR. THE TWO GROUPS HAD SINCERE DIALOGUES WHERE WOMEN SPOKE ON SENSITIVE TOPICS. FOR EXAMPLE: "FOUR WOMEN EXPLAINED THE SUFFERING IN THEIR HOUSEHOLDS DUE TO THEIR ABUSIVE AND VIOLENT HUSBAND, WHO HAD EVEN RAPED THEM SEVERAL TIMES". THE FOUR HUSBANDS WERE BROUGHT TO JUSTICE AND ARRESTED. THUS, THE FRANK DISCUSSIONS BETWEEN THE POLICE AND WOMEN REPRESENT A NOTABLE INCREASE IN TRUST BETWEEN WOMEN AND POLICE, WHICH IS DIRECTLY A RESULT OF THE PROJECT'S INTERVENTIONS. YOUTH-POLICE DIALOGUES IMPROVED COMMUNITY RELATIONSHIPS AND REDUCED CORRUPTION IN SIGUIRI: THE YOUTH-POLICE DIALOGUES HAVE ALLOWED YOUTH TO DENUNCIATE POLICE OFFICERS WHO WERE RACKETING THE POPULATION OF SIGUIRI. INDEED, DURING A DIALOGUE, A YOUNG ACTIVIST WHO IS A LOCAL JOURNALIST INFORMED THE POLICE OFFICERS THAT SOME OF THEIR COLLEAGUES IMPLEMENTED CHECKPOINTS, IN WHICH A FEE IS ASSESSED FOR PASSAGE. YET, A PRESIDENTIAL DECREE HAS ORDERED THE REMOVAL OF ALL THE CHECKPOINTS THROUGHOUT THE NATIONAL TERRITORY. AS SOON AS INFORMED, THE CENTRAL POLICE COMMISSIONER OF SIGUIRI QUESTIONED THE POLICE OFFICERS RESPONSIBLE OF THIS CORRUPTED ACT AND INSTRUCTED THEM NOT TO PUT THE CHECKPOINTS ON ANY GROUNDS WHATSOEVER. THE COMMISSIONER WENT ALSO TO THE MEDIA TO INFORM THE POPULATION TO KEEP HIM INFORMED IN CASE THEY SAW A CHECKPOINT SOMEWHERE.THE DECISION OF THE POLICE AUTHORITIES AND THE INFORMATION GIVEN BY THE YOUTH SAVED AN ENTIRE COMMUNITY OF AN ENDLESS RACKET. THE COMMUNITY IS VERY SATISFIED WITH THE DECISION OF THE AUTHORITIES TO GIVE THEM ROAD FREEDOM ON THEIR LAND.UNDERSTANDING THE IMPORTANCE OF THESE DIALOGUES, THE PARTICIPANTS IN ALL LOCALITIES REQUESTED TO EXPAND THE NUMBER OF DAYS ALLOTTED TO THE DIALOGUES AND TO OPEN THE DIALOGUES TO MORE WOMEN AND YOUTH IN THEIR COMMUNITIES AND TO ADDITIONAL COMMUNITIES IN THE COUNTRY. THIS LEVEL OF INTEREST POINTS TO AN EFFECTIVE PROJECT WITH GREAT POTENTIAL TO REACH MANY COMMUNITIES.AFRICA - REFORMING PRETRIAL DETENTION IN KUJE PRISON (REFORM KUJE) PROGRAM (6320) FINANCED BY THE DEPARTMENT OF STATE. AMIDST RAPIDLY CHANGING SECURITY CONDITIONS, PARTNERSGLOBAL/PY WORKED CLOSELY WITH LOCAL PARTNERS AND COMMUNITY LEADERS TO DEVELOP PRIORITY GOVERNANCE AND JUDICIAL INITIATIVE PROPOSALS IN TAIZ FOR CSO APPROVAL AND SUBMIT REFOCUSED SUGGESTED ACTIVITIES UNDER ALL PROGRAM OBJECTIVES, ACCORDING TO CSO'S FEEDBACK AND GUIDANCE. BASED ON ONGOING DISCUSSIONS WITH CSO COLLEAGUES, PARTNERSGLOBAL/PY PUT ALL FURTHER PREPARATION AND WORK IN HODEIDA ON HOLD INDEFINITELY. AS A RESULT, PARTNERSGLOBAL/PY WORKED OVER THE PAST QUARTER TO REFOCUS AND REORIENT PROGRAMMING. IN SUPPORT OF OBJECTIVE 1: IMPROVE THE CAPACITY OF LOCAL CSO'S TO MONITOR CEASEFIRES AND LOCAL SUB-AGREEMENTS IN HODEIDA AND ELSEWHERE, PARTNERSGLOBAL SUBMITTED AN ACTIVITY SHEET ON SEPTEMBER 10 FOR CEASEFIRE MONITORING AND COMMUNITY POLICING ACTIVITIES IN TAIZ. BASED ON PY'S DISCUSSIONS WITH LOCAL PARTNERS AND THEIR ASSESSMENTS OF THE CONFLICT DYNAMICS, PARTNERSGLOBAL ALSO SUBMITTED AN ACTIVITY SHEET FOR A RAPID NEEDS ASSESSMENT (RNA) IN AL DHALEA ON SEPTEMBER 10. SIMILAR TO THE RNA IN TAIZ, THE ASSESSMENT IN AL DHALEA WILL FOCUS ON KEY PRIORITIES AND NEEDS OF THE LOCAL AUTHORITY THAT CAN BE USED TO IMPROVE THE LOCAL GOVERNANCE FUNCTION AND SERVICES. FOLLOWING COMPLETION OF THE BASELINE SURVEY IN TAIZ, PARTNERSGLOBAL/PY AND CONTRACTOR DEVELOPMENT TRANSFORMATIONS (DT) ALSO HELD A JOINT DISCUSSION ABOUT THE APPROACH TO ADDITIONAL DATA COLLECTION. PARTNERSGLOBAL/PY REVIEWED AND ANALYZED TAIZ DIALOGUE PARTICIPANT SURVEY RESPONSES, WHICH WILL BE USED TO INFORM SMALL GRANTS MONITORING AND EVALUATION THROUGHOUT THE PROGRAM. MENA - PROMOTING AND ENHANCING LOCAL STABILIZATION IN YEMEN (PELSY) PROGRAM (5670) FINANCED BY THE DEPARTMENT OF STATEPARTNERSGLOBAL, IN COLLABORATION WITH LOCAL AFFILIATE OFFICE PARTNERS YEMEN (PY) AND CONTRACTOR DEVELOPMENT TRANSFORMATIONS (DT), FOCUSED ON MONITORING THE LOCAL SITUATION AND STABILITY IN THE FOUR TARGET LOCATIONS: MARIB, MUKALLA, AL GHAYDAH AND ATTAQ. DESPITE AN ESCALATION OF CONFLICT IN SOUTHERN YEMEN, THE TARGETED LOCATIONS REMAIN STABLE AND SUITABLE FOR PROGRAM IMPLEMENTATION. FOLLOWING SUBMISSION OF FINAL DATA AND ANALYSIS ON THE GRIEVANCES, DRIVERS OF CONFLICT AND KEY VULNERABILITIES IN EACH OF THE TARGET LOCATIONS LAST QUARTER, PARTNERSGLOBAL/PY AND DT DISCUSSED PLANS FOR ADDITIONAL DATA COLLECTION. PARTNERSGLOBAL/PY PREPARED FOR AN UPCOMING TRAINING FOR LOCAL AUTHORITIES AND SECURITY PROVIDERS IN MUKALLA AND FINALIZED THE LIST OF TRAINING PARTICIPANTS BASED ON AGREED-UPON SELECTION CRITERIA. PY MET WITH THE HADRAMAWT GOVERNOR, DEPUTY GOVERNOR, DISTRICT DIRECTOR, EXECUTIVE DIRECTORS AND SECURITY LEADERS TO SECURE BUY-IN AND SUPPORT FOR THE PROJECT. |

| IRS990/ProgSrvcAccomActy3Grp/Desc | 0 | GLOBAL PROGRAM INSPIRES, FINANCED BY THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) AS PART OF THE EFFORT TO AMPLIFY INSPIRES AT ICSW IN BELGRADE, PARTNERSGLOBAL SECURED SESSIONS FOR CONSORTIUM MEMBERS ZINC AND DUKE/INTERNEWS ON THE TOPICS OF COUNTERING TOXIC NARRATIVES AND MACHINE LEARNING RESPECTIVELY. ZINC'S SESSION ON CREATIVE COMMUNICATIONS OFFERED PARTICIPANTS STRATEGIES AND TECHNIQUES TO IDENTIFY POSITIVE AND NEGATIVE DISINFORMATION CAMPAIGNS AND HOW TO COUNTER THEM. DUKE AND INTERNEWS' MACHINE-LEARNING SESSION PROVIDED AN OVERVIEW ON WHAT EXACTLY IS MACHINE LEARNING, WHAT THEY HOPE TO ACCOMPLISH WITH THE ONGOING COLLECTION OF DATA FOR PREDICTIVE PURPOSES, AND HOW THEY NEED THE SUPPORT OF CIVIL SOCIETY EXPERTS IN VALIDATING THE INFORMATION BEING FED INTO THE MACHINE'S ALGORITHM. ADDITIONALLY, PARTNERSGLOBAL AND PARTNERS SERBIA ORGANIZED A ROUNDTABLE SESSION (NOTED ABOVE UNDER "LEARNING") WITH A CADRE OF SERBIAN CSOS TO BOTH PROVIDE AN OVERVIEW OF INSPIRES PROJECT AND GAIN A SERBIAN PERSPECTIVE TO BETTER INFORM ONGOING PROGRAM DESIGN AND IMPLEMENTATION. PARTNERSGLOBAL PARTICIPATED IN CALLS WITH INTERESTED MISSIONS IN EASTERN EUROPE AND SUB-SAHARAN AFRICA TO PRESENT THE INSPIRES PROGRAM AND POTENTIAL ROLL-OUT IN EACH COUNTRY. REPRESENTATIVES FROM PARTNERSGLOBAL ATTENDED THE USAID DRG CONFERENCE TO BRIEF THE EASTERN EUROPE AND SUB-SAHARAN AFRICA MISSIONS ON THE INSPIRES PROJECT. MISSIONS WHO ATTENDED ICSW SHOWED CONTINUED INTEREST, AND OTHER MISSIONS HAVE REACHED OUT TO HAVE POTENTIAL PROJECT IMPLEMENTATION, SPECIFICALLY FLEXIBLE RESPONSE FUNDS TO BE USED IN BOTH REGIONS. THE TEAM HAS LISTED POSSIBILITIES FOR RESILIENCY INTERVENTIONS, BOTH CONTEXT-SPECIFIC AND GENERAL, TO BE ABLE TO ROLL-OUT IN THE UPCOMING QUARTERS IN VARIOUS COUNTRIES. R+ SPECIFIC OPTIONS INCLUDE THE FOLLOWING: FACILITATION OF RESILIENCY ASSESSMENTS AND THE DEVELOPMENT OF RESILIENCY PLANS FOR CADRES OF LOCAL CSOS DELIVERY OF CIVIL SOCIETY RESILIENCY 101 TRAINING (PREVENTION AND AWARENESS OF CIVIC SPACE THREATS).ADAPTIVE MANAGEMENT / LEADERSHIP SKILLS-BUILDING WORKSHOPPRINCIPLES OF DO NO HARM (DNH) FOR CSOSRESILIENCY GRANTS (FOR ORGANIZATIONS COMPLETING A RESILIENCY PLAN)TRAIN CSO STAFF ON BASIC SITUATIONAL ANALYSES ASSESSMENT TECHNIQUES TO ENABLE THEM TO IDENTIFY THE EMERGENCE OF THREATS, DISRUPTIVE BEHAVIORS AND ANY SIGNS OF CLOSING SPACEDEVELOP SYSTEM OF NAVIGATION TO HELP CSOS ACCESS INFORMATION, ADVICE AND REPRESENTATION AND CREATE COHORT OF PEER ADVOCATES.STRATEGIC COMMUNICATIONS FOR CSOS: TAKING BACK THE NARRATIVE ADOPTING AN ENTREPRENEURIAL MINDSET (MOST FREQUENTLY MENTIONED FACTOR IMPLEMENTING CSO RESILIENCY IN CLOSING CIVIC SPACE)PRACTICING RADICAL TRANSPARENCY 101COOPERATIVE ADVOCACY WORKSHOPS CIVIL SOCIETY NETWORK ENGAGEMENT AND COALITION BUILDING THE POSSIBLE ENGAGEMENTS NOTED ABOVE CORRESPOND TO ONE OR MORE RESILIENCY FACTOR IDENTIFIED IN THE R+ FRAMEWORK THAT AN ORGANIZATION MAY NEED TO IMPROVE UPON. THE ENGAGEMENTS OR INTERVENTIONS GENERALLY INCLUDE TWO FACILITATORS AND IDEALLY NO MORE THAN 25 PEOPLE. MANY OF THEM CAN BE UNDERTAKEN TOGETHER WITH OTHER CONSORTIUM MEMBERS, SUCH AS A ONLINE INFORMATION MANAGEMENT INTERVENTION WITH INTERNEWS OR ONE ON THE LEGAL SPACE WITH ICNL. PARTNERSGLOBAL ALSO COLLABORATED WITH DUKE TO IDENTIFY PARTNERS NETWORK MEMBERS THAT WILL RECEIVE DUKE'S EXPERT SURVEY NEXT QUARTER. MANY CONSIDERATIONS AROSE FROM ROUNDTABLES AT SERBIA WITH LOCAL CSOS AND AT INTERNAL DISCUSSIONS. THIS INCLUDED CONCERNS ABOUT THE LEVEL OF INPUT FROM CSOS AND WHAT THEY RECEIVE IN RETURN, AS WELL AS THE POTENTIAL FOR REPETITION IN THAT THEY ALREADY DO THIS FOR OTHER ORGANIZATIONS. IN INTERNAL MEETINGS, THE NEED FOR INCENTIVES AND COMPENSATION AROSE. |
