Governance Explanations

Form 990, Part VI, Section B, Line 11B

The federal form 990 is prepared by an independent accounting firm in coordination with the senior director of finance prior to filing with the internal revenue service. The draft federal form 990 is reviewed and approved by the co-executive directors and board chair. The entire board receives a copy of the return prior to filing.

Form 990, Part VI, Section B, Line 12C

Any director, officer, employee, or committee member having an interest in a contract or other transaction or determination (all the foregoing referred to as "proposed arrangement") presented to the board of directors or a committee for recommendation, authorization, approval, or ratification shall give a prompt, full and frank disclosure of his/her interest to the board of directors prior to board action on the proposed arrangement. Any person having made a disclosure may make a presentation at a board of directors meeting, but after the presentation, s/he shall leave the meeting during the discussion of and the vote upon the arrangement involving the potential conflict of interest and such person may not be counted in determining the existence of a quorum. The board of directors shall thereby determine by majority vote whether the disclosure indicates that a conflict of interest exists or could reasonably be construed to exist. If the board of directors determines that a conflict of interest exists or could reasonably be construed to exist, the board of directors shall investigate alternatives to the proposed arrangement, and after exercising due diligence, the board of directors shall determine whether the organization can obtain with reasonable effort a more advantageous arrangement.

Form 990, Part VI, Section B, Line 15A

Partners performs an annual review of salaries based on market data and updates its salary matrix accordingly. Employees are hired through the competitive process and initial salaries are being negotiated based on the salary matrix. Once the employee has been hired and salary established, the organization performs an annual evaluation of the employees' performance, and because of this review decisions are made on increasing the salary. According to the internal organizational policy, the annual salary increases are limited to the level of maximum 5%, and lower. Each year the senior management team decides on the maximum percentage of salary increases based on factors such as inflation rates, market data on salary dynamics, etc. Partners' president's salary is reviewed annually by the board of directors. The board of directors reviews the annual performance evaluation report and approves results and then decides on a salary increase. The board of directors may also provide a bonus payment if it believes an additional incentive was deserved. Salary increases will be provided to the president in accordance with internal policy and is limited to 5%.

SPEARHEADED BY PARTNERSGLOBAL (PG) AND DEVELOPED IN COLLABORATION WITH A WIDE-REACHING CONSORTIUM, PXP'S OBJECTIVES FOCUS ON FOSTERING SOLIDARITY, BUILDING LEADERSHIP, IMPROVING ACCESSIBILITY TO RESOURCES, AND ENHANCING LEARNING AMONG ACTIVISTS, GRASSROOTS ORGANIZERS, HISTORICALLY EXCLUDED COMMUNITIES, AND THEIR ALLIES. THE LAUNCH OF PXP ON OCTOBER 1, 2023, MARKED A KEY MILESTONE IN A PROCESS THAT HAD BEGUN ALMOST A YEAR EARLIER, WITH A ROBUST CO-CREATION PROCESS. ALMOST IMMEDIATELY AFTER THE LAUNCH, THE ENTIRE CONSORTIUM CONVENED ON THE SIDELINES OF THE PEOPLE POWER CONFERENCE ORGANIZED BY ACTION AID DENMARK IN COPENHAGEN, AS AN INITIAL STARTING MEETING OF THE CONSORTIUM AS CONSTITUTED AFTER AWARD. IN NOVEMBER 2023, PXP BEGAN ONBOARDING ITS KEY STAFF, AND THE OFFICIAL LAUNCH AND PLANNING WORKSHOP OF THE CONSORTIUM PUT INTO MOTION ACTIVITIES ACROSS THE PROJECT FOUR OBJECTIVES. THE PXP CONSORTIUM, AS PART OF THE FIRST OBJECTIVE OF THE INITIATIVE, AIMED TO FOSTER EXTENSIVE NETWORKS THROUGH REGIONAL ORGANIZING COLLECTIVES (ROCS), WITH PLANS FOR FIVE ROC CONVENINGS SPANNING AFRICA, ASIA, EUROPE AND EURASIA, LATIN AMERICA, AND MENA, BRINGING TOGETHER ACTIVISTS, CIVIL SOCIETY ORGANIZATIONS, AND OTHER STAKEHOLDERS IN THE NVSM LANDSCAPE TO MAP AND PLAN PXP CONTEXTUALIZED ACTIVITIES. EACH ROC CONVENING WAS TASKED WITH MAPPING REGIONAL NEEDS, OPPORTUNITIES, AND CHALLENGES, LAYING A FOUNDATION FOR LOCALIZED PROJECT PRIORITIES. THE ROC CONVENINGS BEGAN PAVING THE WAY TO THE INTER-MOVEMENT ADVISORY GROUP (IMAG), THE PLANS FOR WHICH WILL BE REFINED BY THE PXP CONSORTIUM IN YEAR TWO OF THE INITIATIVE. A KEY MOMENT FOR THE PXP CONSORTIUM CAME IN THE FOURTH QUARTER OF THE IMPLEMENTATION YEAR (FY2024), WHEN CONSORTIUM MEMBERS CAME TOGETHER IN ARUSHA, TANZANIA TO TAKE PAUSE AND RETOOL IMPLEMENTATION IN ADVANCE OF YEAR TWO. IRS990/ProgSrvcAccomActy2Grp/Desc0CRS SERBIA- THE CIVIL SOCIETY RESILIENCE ACTIVITY (CSRA) IN SERBIA IS A FIVE-YEAR PROJECT FUNDED BY THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) AND THE SWISS AGENCY FOR DEVELOPMENT AND COOPERATION (SDC) THAT SEEKS TO CONTRIBUTE TO A MORE INCLUSIVE AND PLURALISTIC SERBIAN SOCIETY BY IMPROVING THE LEGAL ENVIRONMENT FOR CIVIL SOCIETY, PUBLIC UNDERSTANDING OF CIVIL SOCIETY'S CONTRIBUTIONS TO THE DEVELOPMENT OF SERBIAN SOCIETY, AND THE ABILITY OF CIVIL SOCIETY IN SERBIA TO BE MORE TRANSPARENT, ACCOUNTABLE, AND REPRESENTATIVE OF ITS CONSTITUENTS. CSRA IS IMPLEMENTED BY PARTNERSGLOBAL (PARTNERS) IN PARTNERSHIP WITH DT INSTITUTE, THE EUROPEAN CENTER FOR NOT-FOR-PROFIT LAW (ECNL), GRADJANSKE INICIJATIVE (CIVIC INITIATIVES), AND PARTNERI SERBIJA (PARTNERS SERBIA). THE GOAL OF THE PROPOSED CSRS PROJECT IS AS FOLLOWS: CIVIL SOCIETY IS MORE RESILIENT TO SHRINKING CIVIC SPACE CHALLENGES AND ABLE TO BETTER PERFORM ITS WATCHDOG, ADVOCACY, AND CITIZEN ENGAGEMENT ROLES BECAUSE OF AN IMPROVED ENABLING ENVIRONMENT. WHEN ACHIEVED, THE PROGRAM GOAL WILL SUPPORT THE OVERARCHING USAID/SERBIA DEVELOPMENT OBJECTIVE ONE: "RESILIENCY OF DEMOCRATIC ACTORS INCREASED, AND INTERMEDIATE RESULT 1.2: "INFORMED CITIZEN PARTICIPATION INCREASED.DURING THIS FISCAL, THE ACTIVITIES FOCUSED ON THE 25 RESILIENCY NODESTHE KEY ACTORS OF THE PROJECT IN CATALYZING CHANGE BY SERVING AS LOCAL RESOURCE HUBS CONNECTING DIVERSE CIVIL SOCIETY ACTORS WITHIN AND BETWEEN THEIR COMMUNITIES. IRS990/ProgSrvcAccomActy3Grp/Desc0GENDER BASED VIOLENCE (GBV) IS A SIGNIFICANT AND PERVASIVE PROBLEM IN IRAQ IN GENERAL AND BASRA GOVERNORATE SPECIFICALLY, DRIVEN BY A VARIETY OF SOCIAL, CULTURAL, ECONOMIC, RELIGIOUS, AND POLITICAL FACTORS. PARTNERSGLOBAL, IN COLLABORATION WITH BAGHDAD-BASED OFFICE PARTNERS IRAQ AND LOCAL PARTNER IRAQI AL FIRDAWS SOCIETY, WILL WORK TO CREATE THE CONDITIONS NECESSARY TO REDUCE CASES OF GBV. SAFE SPACES SUPPORTS THE MINISTRY OF THE INTERIOR (MOI) IN BASRA TO CREATE A SUPPORTIVE AND SAFE ENVIRONMENT FOR SURVIVORS TO REPORT CASES OF GBV. AT THE SAME TIME, THE PROJECT ENGAGES COMMUNITIES THROUGH TRUSTED LEADERS TO BUILD MORE SUPPORTIVE AND SURVIVOR-CENTERED ATTITUDES AND BEHAVIORS. THE PROJECT'S RESULTS WILL BE SHARED WITH THE GOVERNMENT OF IRAQ TO ENCOURAGE REPLICATION AND SCALING OF SUCCESSES.IN THIS FISCAL, THE PROJECT FOCUSED ON TWO PRIMARY ACTIVITIES: THE POLICE TRAINING UNDER ACTIVITY 1.4 AND THE MEDIA CAMPAIGN UNDER ACTIVITY 2.2. DESPITE THE CHALLENGES POSED BY THE RELIGIOUS MONTHS OF MUHARRAM AND SAFAR, WHICH LED TO THE POSTPONEMENT OF SOME TRAINING SESSIONS, WE SUCCESSFULLY COMPLETED THE FINAL GROUPS FOR THE GENDER SENSITIVITY AND HUMAN RIGHTS TRAINING FOR POLICE IN BASRA. THESE SESSIONS, WHICH WERE DEVELOPED BASED ON THE GENDER ASSESSMENT, TARGETED TRAINERS WORKING WITH FEMALE POLICE OFFICERS AND WERE DESIGNED TO FOSTER A MORE GENDER-SENSITIVE POLICE FORCE. BY FINALIZING ACTIVITY 1.4, WE HAVE LAID A SOLID FOUNDATION FOR THE SUBSEQUENT ACTIVITIES UNDER OBJECTIVE 1. SIMULTANEOUSLY, OUR MEDIA CAMPAIGN UNDER ACTIVITY 2.2 REMAINED IN FULL OPERATION THROUGHOUT THE JULY-SEPTEMBER 2024 QUARTER. THIS CAMPAIGN HAS BEEN VITAL IN RAISING AWARENESS ABOUT GBV AND PROMOTING A SUPPORTIVE ENVIRONMENT FOR SURVIVORS. IN THE FOLLOWING SECTIONS, WE WILL DELVE INTO THE PROGRESS MADE FOR EACH OBJECTIVE, PROVIDING A DETAILED BREAKDOWN OF HOW EACH ACTIVITY AND INDICATOR HAS CONTRIBUTED TO OUR OVERALL PROJECT GOALS. AL-FIRDAWS RESUMED ACTIVITY 1.4, WHICH INVOLVES POLICE TRAINING IN BASRA, AFTER A BREAK FOR RAMADAN AND EID. A NEW COHORT OF POLICE OFFICERS PARTICIPATED IN A FOUR-DAY TRAINING ON HUMAN RIGHTS, LED BY DR. KHOULOUD AL-KHATIB, THE GBV EXPERT FOR THE PROGRAM. FURTHERMORE, THE MEDIA CAMPAIGN CONTINUED WITH THE LAUNCH OF THE PROGRAM'S PAGES ON FACEBOOK, INSTAGRAM, AND X, ALONG WITH OTHER CAMPAIGN TOOLS, IN COLLABORATION WITH AL-FIRDAWS ORGANIZATION TEAM. ADDITIONALLY, AL-FIRDAWS CONDUCTED REGULAR STEERING COMMITTEE MEETINGS TO DISCUSS THE ACTIVITIES AND OUTCOMES OF THE PROGRAM WITHIN THIS QUARTER INCLUDING THE COMMUNITY DIALOGUES AND POLICE TRAINING.

IN ORDER TO INCREASE LONG-TERM POSITIVE IMPACTS OF THIS PROJECT, PARTNERSGLOBAL IN COORDINATION WITH 7AMLEH PROVIDED TRAININGS TO TRAINERS ON GENDER-SENSITIVE DIGITAL SECURITY IN ORDER TO INCREASE THE AVAILABILITY OF DIGITAL SECURITY TRAINERS SKILLED IN THIS TOPIC, AND CREATE A GUIDEBOOK ON GENDER-SENSITIVE DIGITAL SECURITY.
