The federal form 990 is prepared by an independent accounting firm. The draft federal form 990 is then reviewed and approved by the controller and the president prior to filing with the internal revenue service.

Any director, officer, employee, or committee member having an interest in a contract or other transaction or determination (all the foregoing referred to as "proposed arrangement") presented to the board of directors or a committee for recommendation, authorization, approval or ratification shall give a prompt, full and frank disclosure of his/her interest to the board of directors prior to board action on the proposed arrangement. Any person having made a disclosure may make a presentation at a board of directors meeting, but after the presentation, s/he shall leave the meeting during the discussion of and the vote upon the arrangement involving the potential conflict of interest, and such person may not be counted in determining the existence of a quorum. The board of directors shall thereupon determine, by majority vote, whether the disclosure indicates that a conflict of interest exists or could reasonably be construed to exist. If the board of directors determines that a conflict of interest exists or could reasonably be construed to exist, the board of directors shall investigate alternatives to the proposed arrangement, and after exercising due diligence, the board of directors shall determine whether the organization can obtain with reasonable effort a more advantageous arrangement.

Form 990, Part VI, Section B, Line 15A

Partners performs annual review of salaries based on market data and updates its salary matrix accordingly. Employees are hired through the competitive process and initial salaries are being negotiated based on the salary matrix. Once employee has been hired and salary established, the organization performs annual evaluation of employee's performance, and as a result of this review decisions are made on increasing the salary. According to the internal organizational policy the annual salary increases are limited at the level of maximum 5%, and lower. Each year senior management team decides on the maximum percentage of salary increases based on such factors as inflation rates, market data on salary dynamics, etc. Partners president's salary is reviewed annually by the board of directors. The board of directors reviews the annual performance evaluation report and approves results and then makes decision on the salary increase. The board of directors may also provide a bonus payment if it believes additional incentive was deserved. Salary increases will be provided to the president in accordance with internal policy and is limited to 5%.

ONE OF THE BIGGEST SUCCESSES WAS THE ATTENTION AND POSITIVE FEEDBACK THE BEDAYA ORGANIZATION RECEIVED FOR ITS "FLASHBACK" INITIATIVE TO COUNTER VIOLENT MESSAGES ON SOCIAL MEDIA AND EDUCATE COMMUNITIES OF THE IMPORTANCE OF SOLIDARITY AND COEXISTENCE IN YEMEN. BY LEVERAGING NEW MEDIA, THE ORGANIZATION REACHED MORE THAN 1.2 MILLION PEOPLE AND SPURRED CONVERSATIONS ON STABILITY AND NEW PATHS TO PEACE WITHIN COMMUNITY SETTINGS. ANOTHER ORGANIZATION, YOUTH CREATIVITY FORUM, SUCCESSFULLY MOBILIZED LOCAL COMMUNITIES TO IDENTIFY AND ADDRESS PROMINENT GOOD GOVERNANCE AND SOCIAL ACCOUNTABILITY ISSUES. THIS INCLUDED ADDRESSING THE MARGINALIZATION OF THE AKHDAM--A MINORITY GROUP OF AFRICAN ORIGIN IN YEMEN THAT SUFFERS FROM DISCRIMINATION, SOCIAL EXCLUSION, AND HIGH POVERTY.ADVANCING TRANSITIONAL JUSTICE THROUGH HUMAN RIGHTS AWARENESS AND COMMUNITY RECONCILIATION IN YEMEN:AT THE END OF APRIL TO BEGIN IMPLEMENTING THE ACCOUNTABILITY FOR PEACE (AFP) PROJECT IN YEMEN, PARTNERSGLOBAL HAS MADE SIGNIFICANT PROGRESS IN PROMOTING ACCOUNTABILITY FOR HUMAN RIGHTS VIOLATIONS COMMITTED DURING THE CURRENT CONFLICT. BUILDING ON THE SUCCESS OF THE PREVIOUS START PROJECT IN YEMEN, WHICH WAS ALSO FUNDED BY DRL, PARTNERSGLOBAL SUCCESSFULLY ORGANIZED A WEEK-LONG WORKSHOP IN JUNE FOR PARTNERS YEMEN ON HUMAN RIGHTS DOCUMENTATION TOOLS, METHODOLOGIES AND BEST PRACTICES. NEW-RULE TECHNICAL EXPERT SCOTT CARLSON WORKED ON THIS EFFORT WITH PARTNERSGLOBAL. THE WORKSHOP, HELD IN KUALA LUMPUR, EQUIPPED PARTNERS YEMEN WITH THE KNOWLEDGE AND SKILLS TO OFFER PEER-TO-PEER COACHING AND MENTORING TO YEMENI CIVIL SOCIETY PARTNERS COMMITTED TO ADVANCING HUMAN RIGHTS IN YEMEN, WHILE ALSO SUPPORTING THE ESTABLISHMENT OF LOCAL RECONCILIATION PROCESSES IN THEIR COMMUNITIES.LEAD (LOCAL ENGAGEMENT ADVOCACY AND DIALOGUE):THE WORK THAT PARTNERSGLOBAL AND PARTNERS YEMEN HAVE UNDERTAKEN OVER THE PAST 5 YEARS WITH THE LEAD PROJECT BUILT THE CAPACITY OF YEMENI CIVIL SOCIETY ORGANIZATIONS AND YOUTH TO MORE ACTIVELY ENGAGE CITIZENS IN THE COUNTRY'S TRANSITION. BUILDING ON THE SUCCESS OF THE PROJECT THUS FAR, PARTNERSGLOBAL AND PARTNERS YEMEN SUPPORTED THE CHAMPIONS OF PEACE IN SUCCESSFULLY CONDUCTING 18 COMMUNITY RECONCILIATION DIALOGUES WITH MORE THAN 350 COMMUNITY LEADERS--43% OF WHOM WERE WOMEN--INCLUDING IMAMS, PROFESSORS, TRIBAL SHEIKHS, POLICE OFFICERS, ACTIVISTS, MEDIA WORKS, AND ELDERS. EACH RECONCILIATION DIALOGUE ALLOWED THE CHAMPIONS OF PEACE TO FOCUS DIALOGUE NOT ONLY ON CHALLENGES OR PRIORITY ISSUES, BUT ALSO ON SUSTAINABLE, COMMUNITY-ORIENTED SOLUTIONS TO THOSE CHALLENGES. WHILE MANY OF THE CHAMPIONS OF PEACE WERE ALREADY WELL-KNOWN BY COMMUNITY MEMBERS FOR THEIR EXISTING VOLUNTEER WORK, MANY REMARKED THAT THE TRAINING PARTNERS YEMEN PROVIDED AND MENTORSHIPS FROM THE LEAD CFS HELPED THEM ENSURE THE DIALOGUES WERE SOLUTION-ORIENTED AND NOT JUST A PLATFORM FOR INDIVIDUALS TO AIR THEIR GRIEVANCES. ACCORDINGLY, THE CHAMPIONS OF PEACE HELPED COMMUNITY LEADERS NOT ONLY PRIORITIZE KEY ISSUES CAUSING CONFLICT INSIDE AND BETWEEN DISTRICTS, BUT ALSO HELPED THEM DEVELOP TANGIBLE SOLUTIONS TO ENSURE SUSTAINABLE PEACE.ERRY (ENHANCED RURAL RESILIENCE IN YEMEN):AN ESSENTIAL OUTCOME OF ERRY INCLUDES THE MECHANISMS SET UP FOR IMPROVED LOCAL CONFLICT RESOLUTION AND PROBLEM-SOLVING. ONE WITH FORD FOUNDATION FOR $74K TO PROMOTE CAPACITY BUILDING AND TECHNICAL ASSISTANCE TO CIVIL SOCIETY ORGANIZATIONS IN WEST AFRICA TO SUSTAIN AND ENHANCE THEIR IMPACT IN THE REGION. THIS PROGRAM WAS SUCCESSFULLY IMPLEMENTED AND HAVE THE RECOGNITION OF THE FOUNDATION. THE OTHER PROGRAM WAS FINANCED BY ROTARY TO PROVIDE AN ASSESSMENT ON THE POTENTIAL CHANGES OF THEIR ACTIVITIES RELATED TO PACE BUILDING.
