The federal form 990 is prepared by an independent accounting firm in coordination with the chief financial officer. Prior to filing with the internal revenue service, the draft federal form 990 is reviewed and approved by the president and board chair.

Any director, officer, employee, or committee member having an interest in a contract or other transaction or determination (all the foregoing referred to as "proposed arrangement") presented to the board of directors or a committee for recommendation, authorization, approval or ratification shall give a prompt, full and frank disclosure of his/her interest to the board of directors prior to board action on the proposed arrangement. Any person having made a disclosure may make a presentation at a board of directors meeting, but after the presentation, s/he shall leave the meeting during the discussion of and the vote upon the arrangement involving the potential conflict of interest, and such person may not be counted in determining the existence of a quorum. The board of directors shall thereupon determine, by majority vote, whether the disclosure indicates that a conflict of interest exists or could reasonably be construed to exist. If the board of directors determines that a conflict of interest exists or could reasonably be construed to exist, the board of directors shall investigate alternatives to the proposed arrangement, and after exercising due diligence, the board of directors shall determine whether the organization can obtain with reasonable effort a more advantageous arrangement.

Form 990, Part VI, Section B, Line 15A

Partners performs annual review of salaries based on market data and updates its salary matrix accordingly. Employees are hired through the competitive process and initial salaries are being negotiated based on the salary matrix. Once the employee has been hired and salary established, the organization performs an annual evaluation of the employee's performance, and as a result of this review decisions are made on increasing the salary. According to the internal organizational policy the annual salary increases are limited at the level of maximum 5%, and lower. Each year senior management team decides on the maximum percentage of salary increases based on such factors as inflation rates, market data on salary dynamics, etc. Partners president's salary is reviewed annually by the board of directors. The board of directors reviews the annual performance evaluation report and approves results and then makes a decision on the salary increase. The board of directors may also provide a bonus payment if it believes an additional incentive was deserved. Salary increases will be provided to the president in accordance with internal policy and is limited to 5%.

IRS990/Desc0AFRICA REGIONAL PROGRAMSPARTNERS FOR ACCESS TO JUSTICE IN GUINEA (6280): THIS PROGRAM IS FUNDED BY THE U.S. DEPARTMENT OF STATE, THE PERIOD OF PERFORMANCE IS FROM 03/09/2017 TO 03/31/2019. - 15 TRAININGS OF THE POLICE OFFICERS HAS STRENGTHENED THE GUINEAN NATIONAL POLICE IMPROVEMENT IN THE QUALITY OF INTERVENTIONS AND DRAFTING OF JUDICIAL INVESTIGATIONS (SPJ).- THE POLICE TRAININGS HAVE ALSO IMPROVED POLICE COMPLIANCE WITH THE CODE OF CRIMINAL PROCEDURE (SPJ), HAVE PROVIDED POLICE OFFICERS A BETTER KNOWLEDGE OF THE CRIMINAL CLASSIFICATION OF FACTS (SPJ) AND STRENGTHENED THEIR ROLE AND RESPECT FOR HUMAN RIGHTS AND ETHICS (SSQ / SPJ / SG). NOTE THAT SPJ STANDS FOR JUDICIAL POLICE, SSQ FOR PATROL POLICE AND SG FOR GENERAL SERVICES POLICE.- THE POLICE TRAININGS HAVE ALSO LED TO THE IMPROVEMENT OF THE QUALITY OF THE INTERVENTIONS OF THE STAFF OF THE GENERAL SERVICE AND EQUIPPED THE POLICE OFFICERS TO THE PREPARATION AND IMPLEMENTATION OF THE NEW ORGANIZATIONAL CHART OF THE CENTRAL POLICE STATIONS COVERED BY THE PROJECT.- ORGANIZED DIALOGUES BETWEEN WOMEN AND POLICE OFFICERS FACILITATED OPEN DEBATE ON WOMEN'S COLLABORATION IN THE FIGHT AGAINST GENDER-BASED VIOLENCE AND DISCUSSIONS ON IMPROVING THE CAPACITY OF WOMEN'S PARTICIPATION WITH POLICE IN CONFLICT RESOLUTION. THE SUCCESS OF THE DIALOGUES INDICATE IMPROVED PARTNERSHIPS BETWEEN POLICE AND WOMEN ADVOCATING FOR INCREASED COLLABORATIONS. - DIALOGUES BETWEEN THE POLICE, WOMEN AND YOUTH LEADERS: THE DIALOGUES BETWEEN THE POLICE AND THE POPULATION (WOMEN AND YOUTH LEADERS) INCREASED THE NUMBER OF REPORTED CASES OF VIOLENCE AND CRIMES TO THE POLICE. THE OPROGEM RECOGNIZES THAT BECAUSE OF THE DIALOGUES, THE NUMBER OF COMPLAINTS HAS INCREASED FROM 50 TO 200 IN RECENT MONTHS. FURTHER, THERE HAS BEEN AN INCREASE IN NUMBER OF CIVILIANS REPORTING POSITIVE RELATIONSHIPS WITH SECURITY FORCES.- THE WOMEN'S CARAVAN INITIATIVE IS A SUCCESS. THE INITIATIVE IS ABOUT BRINGING WOMEN TO POLICE STATIONS TO SEE WORKING CONDITIONS AND HEAR FROM POLICE WHAT THEIR ROLE IS IN THE PROVISION OF PUBLIC SAFETY AS WELL AS THE CHALLENGES THEY FACE IN DOING SO. THE FIRST OF ITS KIND, THE INITIATIVE HAS BEEN SO WELL RECEIVED TO FOSTER GREATER UNDERSTANDING.- POLICE IN SCHOOLS INITIATIVE: THE POLICE IN SCHOOLS INITIATIVE, WHICH BRINGS POLICE OFFICERS TO SCHOOLS TO SENSITIZE YOUTH ON THEIR RIGHTS, HUMAN RIGHTS VIOLATIONS AND THE ROLE OF POLICE, HAS BEEN A SUCCESS. THE INITIATIVE LED TO THE PREVENTION OF SEVERAL FORCED MARRIAGES. CONCERNED STUDENTS APPROACHED THE POLICE OFFICERS TO EXPLAIN THEIR SITUATIONS. THE POLICE OFFICERS BROUGHT THE STUDENTS TO THE OFFICE DE PROTECTION DU GENRE ET DE L'ENFANCE ET DES MURS (OPROGEM), WHICH ALLOWED OPROGEM TO CONVINCE THE PARENTS OF THE STUDENTS TO LET THE MINORS CONTINUE SCHOOL AND NOT FORCE THEM TO MARRY. ADDITIONALLY, THE ONGOING COMMITMENT OF SCHOOL OFFICIALS TO AND INTEREST OF THE STUDENTS IN THE POLICER REFERENT PROGRAM IS A SIGN OF THE IMPACT OF THE PROJECT IN RAISING AWARENESS ON COMMUNITY POLICING TO THE NEXT GENERATION OF GUINEANS. THIS EFFORT WILL HELP SHAPE POSITIVE ATTITUDES AT A YOUNG AGE TOWARDS POLICE OFFICERS AND LAY THE FOUNDATION FOR MUTUAL RESPECT.- POLICE IN SCHOOLS INITIATIVE ALSO BUILT COMMUNITY TRUST IN THE POLICE AND INCREASED THEIR AWARENESS OF BOTH THE GUINEA NATIONAL POLICE AND THE COMMUNITY'S SECURITY RIGHTS AND RESPONSIBILITIES. THIS TRUST HAS LED TO THE INVITATION OF THE POLICE OFFICERS TO JOIN LOCAL TELEVISION AND RADIO BROADCASTS, IN WHICH THEY EDUCATE THE COMMUNITY ON SECURITY ISSUES, THE ESTABLISHMENT OF THE ORPOGEM, THE ROLE OF POLICE IN SOCIETY AND COMMUNITY POLICING.- TRAINING OF CHEFS DE QUARTIERS LED TO AN INCREASE IN AWARENESS OF CHEFS DE QUARTER REGARDING THEIR ROLES AND RESPONSIBILITIES AND AN INCREASE IN NUMBER OF CONFLICTS MEDIATED BY CHEFS DE QUARTIER.- REGULAR COMMUNITY SECURITY FORUMS TO RAISE AWARENESS AMONGST THE LOCAL (QUARTIER) POPULATION ON THE ROLE AND MISSIONS OF THE POLICE AND VICE VERSA LED TO HIGHER LEVELS OF POLITICAL BUY

THIS WAS COMPLEMENTED WITH SIX SKILL-BUILDING WORKSHOPS FOR THE PARTICIPANTS, A DAY-LONG VISIT TO THE NATIONAL ASSEMBLY, AND THE PUBLIC ENGAGEMENT OF SOME ADVANCED PARTICIPANTS IN BUILDING UP THEIR NETWORK AND CREDIBILITY. THIS INCLUDED THREE PARTICIPANTS WRITING ARTICLES FOR AL QABAS NEWSPAPER, ONE PARTICIPANT BEING A PANELIST AT A KUWAIT UNIVERSITY EVENT, ONE PARTICIPANT HOLDING HER OWN COMMUNITY WORKSHOP ON RESPONSIBLE NEWS CONSUMPTION, ONE PARTICIPANT GIVING A TED TALK, AND NINE PARTICIPANTS ATTENDING A WOMEN-LED DIWANIYA WITH A POLITICAL CANDIDATE AND A CURRENT MEMBER OF THE NATIONAL ASSEMBLY. ADDITIONALLY, THE CSOS SELECTED THE THEME OF COUNTERING DOMESTIC VIOLENCE AND SUPPORTING SURVIVORS THROUGH GOVERNMENT ACTION AS THEIR SOCIAL MEDIA CAMPAIGN THEME. DURING THIS YEAR, THE COALITION REPRESENTATIVES MET WITH THE HEAD OF KUWAIT'S NEWLY-OPENED WOMEN'S SHELTER AND BEGAN COORDINATED ACTIONS TO SUPPORT THE SHELTER'S STARTUP AND CAPACITATION.
