Governance Explanations

Form 990, Part VI, Section B, Line 11B

The vice president of finance and members of the finance department review the prepared preliminary drafts of the form 990. After their review and approval, a final draft is circulated to the full board of directors, and the executive staff of the organization, before filing.

Form 990, Part VI, Section B, Line 12C

Board members complete conflict of interest policy disclosure statements annually. The president and executive committee of the board track any potential conflicts. When potential conflicts are identified, they are disclosed to the full board of directors and the potentially conflicted director is excused from all related conversations. The executive committee of the board monitors and enforces compliance with the policy and taking such other actions as are necessary for effective oversight.

Form 990, Part VI, Section B, Line 15

Independent members of the board, without the president's participation, do a compensation review as part of the president's yearly performance evaluation. They examine published data on non-profit salaries to determine comparable compensation levels. The results of the review are then discussed with the president and a final compensation recommendation is approved by the board. Routinely, market data surveys are compiled for all positions of the organization, reviewed by management, and when necessary, salaries are updated.

FORM 990, PART III, LINE 4A, DESCRIPTION OF PROGRAM SERVICE:

Race forward brings systemic analysis and an innovative approach to complex race issues to help people take effective action toward racial equity. In 2021, we celebrated our 40th anniversary by honoring both those who shaped and those who have supported our critical work of building collective power, resources, and networks. Our vision and mission: vision: race forward imagines a just, multiracial, democratic society, free from oppression and exploitation, in which people of color thrive with power and purpose. Mission: race forward catalyzes racial justice movement building. In partnership with communities, organizations, and sectors, we build strategies to advance racial justice in our policies, institutions, and culture. Our theory of change details our organizational methodologies. Grow power: we need connected and aligned networks of people, organizations, and movements to build the collective power (economic, social, political etc.) necessary to counter structural racism and steward transformative solutions for racial justice. Transform culture: we must harness the power of narrative, arts, and culture to assert the full humanity of communities of color, challenge racist ideologies that fuel structural racism, and envision a more just and equitable future. Transform policy: we must position communities of color and other historically oppressed communities as leaders and decision-makers in the policy-making process to create racially equitable policies at all levels. Transform institutions/sectors: institutions across multiple sectors of society (e.g. Government, philanthropy, non-profit, private, etc.) must operationalize racial equity in their policies, practices, programs, and products. 2021 programmatic achievements institutional and sectoral change establishes sustainable racial equity practice in sectors by facilitating learning cohorts, developing tools for long-term change, and tracking shifts that demonstrate success. Our government alliance on race and equity, a network of more than 430 local and regional government jurisdictions, and our federal initiative to govern for racial equity are both housed in this department. Select highlights: increased membership in the gare network by 80 new members, bringing total membership to 430. In partnership with esri, the global leader in location intelligence, created the first of its kind social equity analysis solution, deeply informed by gare members. This place-based tool uses geospatial software to center racial equity by allows government to assess conditions in local communities for specific population groups; take a data-driven approach to create and monitor policies and programs that address community needs and ensure equity; and to measure progress toward their equity goals. Launched the federal initiative to govern for racial equity in response to the biden administration's executive order requiring all federal agencies and departments to work toward racial equity. A pilot learning lab with hud led to changes in hud's eviction policies involving 6 million people. Held the largest gare annual meeting to date with 1500 participants online. Keynote speakers included journalist and creator of the 1619 project nicole hannah jones and author heather mcghee. Movement capacity building builds leadership and capacity within grassroots and other organizations within communities of color to advance racial equity on a national scale. Our policy work recognizes the importance of our issue-based work in supporting grassroots leadership development. Select highlights: led an organization-wide team to select people of color-led grassroots organizing groups across the country for our $1 million fund. Fourteen groups were selected, each working to abolish oppressive systems, elevate leadership of young people, and center the voices of those in marginalized communities. Published "from seed to harvest: a toolkit for collaborative racial equity strategies", which offers guidance fo

In partnership with our training strategies team, provided 71 online racial equity training sessions to 2,320 people. Narrative, arts, and culture works strategically through the arts, popular culture, and cultural organizing to build and secure a culture that centers equity and justice for all, develops and shares tools to build enduring race-explicit narratives that advance racial justice, and develops cutting-edge narrative strategy curriculum to train hundreds of organizers, artists, and communications experts. Select highlights: the butterfly lab completed year 1 with 16 immigrant narrative leaders developing, testing, and scaling immigration narratives that met our political moment and advanced the vision for immigrant justice. Launched h.e.a.l. (honest education action & leadership) together, a national movement of students, parents, and educators to share tools to help people organize for educational equity and to counter those bringing "culture wars" into our schools. Conducted workshops on narrative strategy to more than 400 participants. Research conducts applied research uplifting the experiences of those directly affected by institutional and structural racism and provides race-explicit solutions. Through survey analysis, media and narrative content analysis, public opinion attitudes research, and other methods, the research team provide analysis and materials to help activists, teachers, advocates, organizations, corporations, and government officials articulate and pursue a racial equity standard in their work. Select 2021 highlights: increased impact planning & evaluation capacity, facilitating impact planning support to sharpen desired outcomes and design evaluation instruments for training strategies, place-based strategies, the butterfly lab, colorlines, and the #raceand our present, our future conference. Designed and delivered racial justice content for #raceand us exceptionalism, gare 365 webinars on criminal expungement for its membership, and the robert wood johnson foundation ("evidence for action: investigator-initiated research to build a culture of health"). Strategic communications and public engagement communicates the organization's vision and narrative strategy through storytelling that centers the experiences of black, indigenous, latinx, asian american pacific islander people, immigrants, and other marginalized communities to promotes the brand and programmatic work of race forward. Select highlights: produced organization's first public annual report in several years. Increased audience engagement in race forward's programmatic work across all platforms (social media, website, event attendance, etc.) kicked off race forward's website redesign project, gathering requirements from all teams, issuing rfp for agency selection, and conducted agency engagement meetings.

Cross-departmental initiatives race forward's cross-departmental priorities for 2021 were: race forward's 40th anniversary throughout the year, we highlighted and celebrated those who helped shape, build, and support the organization in becoming a leading racial justice organization. Strategic communications and public engagement developed the organization's first historic timeline, gathering input from staff across the organization. Conferences and convenings produced a 40th anniversary virtual gala via facebook and youtube live. The event celebrated the organization's 40 years of catalyzing the racial justice movement and featured race forward's founder gary delgado, current president glenn harris, and former president rinku sen; and other leaders, organizers, culture bearers, and artists working for racial equity. #raceand our present, our future this interactive, half-day intergenerational online event centered the solutions-driven racial justice movement-making work of black, indigenous, latinx and asian-american pacific islander youth and young adults (ages 13-25). The event elevated how youth and young adults are using organizing, cultural, narrative, and policy strategies to strike powerful blows to structural racism in the us and continue the global movement to defend black lives. Place-based strategies co-coordinated and co-facilitated monthly meetings of the 150 participant monterey co. Learning to action cohort, "colibri" (collaboratively organizing for liberation, inclusion and breaking racial inequities) with locally based action council and facilitating power and the county's building healthy communities network program vision. Cohort members represent schools, local government, housing services, and early childhood sectors, resident organizers, and leaders from local communities of color across the country, working to build shared understanding, explore tools to implement racial equity plans. And foster new cultural practices of shared power.

Management has analyzed the tax positions taken by the organization and has concluded that as of december 31, 2021, there were no uncertain tax positions taken or expected to be taken. The organization has recognized no interest or penalties related to uncertain tax positions. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes it is no longer subject to income tax examinations for years prior to 2018.
