Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: CounselingPPSC served a number of clients through our counseling programs. Over 33 individuals received services through our sliding scale. 900 other community members accessed services through contracts for services, that included MediCal, Beacon (ACA), juvenile probation, including Functional Family Therapy where PPSC was the lead contractor with Sonoma County Probation and Social Advocates for Youth was our partner. We also opened a Transitional Age Youth Center for young people ages 14-24 to access services including access to food, peer to peer counseling (led by PPSC staff) and technology training. PPSC was also part of the FEMA Crises Counseling Program, led by Sonoma County Behavior Health, our team was part of county-wide effort to provide support to any Sonoma County residents impacted by the fires in 2018. This program locally as California HOPE, June 30, 2019. California HOPE began immediately following the Sonoma Complex Fires to provide counseling services and emotional support to the community. The program was funded through a $4.3 million grant from FEMA, and an additional $1 million grant from Kaiser Permanente. California HOPE has provided over 70,000 services and counseling sessions to community members. OTHER PROGRAM SERVICES 5: Housing Fair Housing All tenants residing in Petaluma and landlords residing or owning property in Petaluma are able to take advantage of Petaluma Fair Housing program. Recipients shall be low income which is defined as a household with gross income of 80% or less of local median income for any particular household size. However, Fair Housing is also a mandated program and much of our work is done educating landlords.PPSC estimated numbers for fiscal year 2018 2019 was at least 475 residents would access this program, which includes request for information.Fiscal year 2018-2019 was a very active year for this program, we saw an increase in both landlord and tenant request for information, this number was over 2,500 calls for information.We had a total of 289 cases that were opened. An open case is where additional data is requested from the client, of the 289, 86 resulted in landlord tenant education and mediation. Of those 8624 identified as female head of house hold31 identified as senior (60 and older)10 identified as a veteranA subset of these numbers, 22 identified as having a physical disability and 12 identified as having a mental disability. Petaluma Homelessness Prevention $43,053.16 in assistance awarded to residents, this is above the amount award; Agency leadership used some of our general fundraising dollars to provide that assistance. We also received two donations totaling over $1,000 from former clients who received assistance in keeping them housed, their families were stabilized, they wanted to pay it forward. 75 Families/applicants received benefits: 26 Families Below 30% income or Extremely Low44 Families 31% - 50% or Very Low5 Families at 51% - 80% income (all of these were families with medical emergencies that put them at risk of losing their housing See story below highlighting one of the families). Total number impacted included total number livening in a home: 201 Bridge the GapPPSC re-launched our Bridge the Gap program which provides very small monthly payments to seniors in our community who are at risk of homelessness because they are not able to keep up with their rental increases. Last year we enrolled 17 seniors, and we continue to see growth and need in this program.Sonoma County Emergency Housing for SeniorsPPSC is part of a partner program with Sonoma County Human Services, that safely removes seniors who are victims of abuse from their home for 45 days while the legal system is able remove the abuser. PPSC is able to provide the safe housing, and access to all of PPSCs services during that time frame. To-date the county has worked with 9 seniors.

Financial Statement Notes

Part X : FIN48 Footnote

The Center is exempt from Federal and State Income taxes under Internal Revenue Code Section 501(c)(3) and California Franchise Tax Board Code Section 23701d. Therefore, no provision for income taxes has been made in the accompanying financial statements. In addition, the Internal Revenue Service has determined the Center is not a private foundation within the meaning of Section 509(a) of the Internal Revenue Code.Management of the Center considers the likelihood of changes by taxing authorities in its filed tax returns and recognizes a liability for or discloses potential significant changes if management believes it is more likely than not for a change to occur, including changes to the Centers status as a not-for-profit entity. Management believes the Center met the requirements to maintain its tax-exempt status and has no income subject to unrelated business income tax. The Centers tax returns for the past three years are subject to examination by tax authorities, and may change upon examination.

Senior CafePPSC Senior Caf serves seniors at our 211 Novak location, in 2018-2019 we served 10,247 meals, far exceeding the goal of 8,745, of those attending 371 received additional nutrition counseling. Home Delivered MealsPPSC Home Deliver Meals or Meals On Wheels, delivered 33,138 hot meals, a increase over the expected 26,000. A team of 178 volunteers helps to prepare and deliver these meals, 365 days a year. Adult Day Respite 4,800 hours programing for 17 new clients. We saw a dramatic increase in the numbers who choose to access this program through PPSC iRIDE rather than Petaluma Paratransit. Depression Prevention As part of the county-wide collaborative known as the Older Adult Collaborative (OAC), PPSC far fell short of our goal of 300 depression screening; 174 seniors were screened, all were referred to additional services, 39 received additional education about depression, however we saw an increase in the number of seniors who participated in additional services from prior years, a total of 28 seniors see a theapist on a regular basis. Caregivers Support Group 10 unduplicated family members participated in our support group, our current funding was set for 6 family members, this program provided 46 hours of support to the Caregivers. Involved Elders Program Over 18,528 hours of educational instruction were provide through our partnership with the Santa Rosa Junior College involved elders program.iRIDE PetalumaIn its third year, we continue to see steady growth. Monthly we provide on average 350 one way rides, at least 2,669 miles driven and over 190 mobility management hours are provide. FallProof!This evidence based program hosted at the Petaluma Senior Center and Valley Orchard Senior Community, we has over 30 seniors who participate weekly in this fall prevention program.

In addition, the Internal Revenue Service has determined the Center is not a private foundation within the meaning of Section 509(a) of the Internal Revenue Code.Management of the Center considers the likelihood of changes by taxing authorities in its filed tax returns and recognizes a liability for or discloses potential significant changes if management believes it is more likely than not for a change to occur, including changes to the Centers status as a not-for-profit entity. Management believes the Center met the requirements to maintain its tax-exempt status and has no income subject to unrelated business income tax. The Centers tax returns for the past three years are subject to examination by tax authorities, and may change upon examination.
