Mission and Program Overview

Mission

The Center accomplishes its mission by operating four county-wide programs: (1) 24-Hour Crisis Lines, (2) Grief Counseling, (3) Homeless Services, and (4) 211 Information and Referral.

The Contra Costa Crisis Center's mission is to keep people in Contra Costa County, California alive and safe, help them through crises, and connect them with culturally relevant resources in the community.

Governance Explanations

Form 990, Part VI, Line 1A: Explanation of Delegated Broad Authority to Committee

In accordance with common practice in the nonprofit community, the Board delegates certain matters to the executive committee, who is empowered to act between board meetings if necessary, and sometimes with specifically delegated authority to act in particular areas on behalf of the full board. The composition of the executive committee includes officers of the Board of Directors.

Form 990, Part VI, Line 11B: Form 990 Review Process

Form 990 is prepared by an outside tax professional. The form is then reviewed by the organizations management, a member of the Board of Directors, and the Executive Director. This group of individuals then discusses the contents of the return with the outside tax professional. After a full review, the final version of the tax return is provided to all members of the organizations voting body. A representative of management authorizes the final return which is then e-filed with the Internal Revenue Service.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Members of the Board of Directors review all potential conflicts of interest at least annually. All personnel and Board members are required to disclose (in writing) potential conflicts and any related party affiliations. Loans between the organization and members of management are strictly prohibited. The organization seeks full transparency on all relationships. Any potential conflicts (in fact or appearance) are discussed openly and resolved in accordance with the organizations policies and procedures.

Members of the Board of Directors review the compensation of all high-level personnel periodically in accordance with the IRS rules and regulations. Efforts are made to secure compensation data from industry sources in order to determine competitiveness and appropriateness of salaries. Specifically, the organization uses the Fair Pay for Northern California Nonprofits, produced by Nonprofit Compensation Associates, to determine the amount of compensation. Every effort is made to ensure that the process is thorough and transparent in accordance with the guidelines and the organizations policies and procedures. Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Other InformationThe Crisis Center is governed by a community volunteer Board of Directors. A staff of approximately 15 people, assisted by 100 plus volunteers, provides mental health services 24 hours a day, 365 days a year. Our operating budget is 1.42 million (82.4 percent for direct services and 17.6 percent for administration and fundraising). About 65% percent of our funding comes from private sources (individuals, businesses, foundations, civic clubs, religious groups, and proceeds from Leftovers Thrift Shop - a 501c3 organization that supports the Crisis Center). The remaining 35% percent comes from government contracts and grants. We own our 7,000 square-foot facility in Walnut Creek.

Part V, Line 4: Intended uses of the endowment fund.

Board Designated EndowmentThe board has designated a portion of its unrestricted net assets for endowment. The designated amount of $145,853 is intended to be invested in such a manner as to provide the Contra Costa Crisis Center with a stable rate of investment income for an extended period of time.

Part X : FIN48 Footnote

Income TaxesFinancial statement presentation follows the recommendations of ASC 740, Income Taxes. Under ASC 740, the Center is required to report information regarding its exposure to various tax positions taken by the Center and requires a two-step process that separates recognition from measurement. The first step is determining whether a tax position has met the recognition threshold; the second step is measuring a tax position that meets the recognition threshold. Management believes that the Center has adequately evaluated its current tax positions and has concluded that as of June 30, 2017, the Center does not have any uncertain tax positions for which a reserve or an accrual for a tax liability would be necessary.The Center has received notification from the Internal Revenue Service and the State of California that it qualifies for tax-exempt status under Section 501(c)(3) of the Internal Revenue Code and Section 23701d of the California Revenue and Taxation Code. The exemptions are subject to periodic review by the federal and state taxing authorities and management is confident that the Center continues to satisfy all federal and state statutes in order to qualify for continued tax exemption status. The Center may periodically receive unrelated business income requiring the Center to file separate tax returns under federal and state statutes. Under such conditions, the Center calculates, accrues and remits the applicable taxes.

IRS990/Desc024-Hour Crisis Lines: We operate the 24 hour suicide prevention crisis lines for the entire county of Contra Costa. Founded in 1963, it was one of the first of its kind in the U.S. All local calls to the national Suicide Prevention Lifeline (800-273-TALK, 800-TALK Spanish and 800-Suicide) are routed here. Staffed by highly-trained staff and volunteers, the lines provide counseling, support, and resource information to people experiencing personal crisis as well as those contemplating suicide. We also handle all night, weekend, and holiday suspicion of child abuse report calls to Childrens Protective Services and suspicion of elder abuse and dependent adult calls to Adult Protective Services both of the Employment & Human Services Department of Contra Costa County.

IRS990/ProgSrvcAccomActy2Grp/Desc0Grief Counseling: Our Grief Counseling program is one of the oldest, largest, and most diverse bereavement services in California. Started in 1973, it provides individual and group counseling to youths and adults mourning the death of a loved one. Counseling is conducted by supervised clinical interns and groups are co-facilitated by trained volunteers. Support groups meet throughout the County. All counseling is free and confidential. We also have a 24-hour Grief Support hotline as well as a special team that provides counseling at schools and businesses following a traumatic suicide or death.

Trained (staff and volunteer) resource specialists answer calls from people in the community who need health and social services. Our 211 database has up-to-date information on 1600 plus resources for local residents, and is accessible free of charge in multiple languages. We also publish regional guides of essential and specialized services in both English and Spanish.
