Governance Explanations

The executive committee of the board has been delegated the authority to approve resolutions on behalf of the entire board of directors, as needed between quarterly board meetings for any and all matters pertaining to organizational governance and finance. All meeting minutes are formally approved by the board of directors at each quarterly full board meeting. The executive committee is composed of the four board officers, the immediate past-president, and an additional at-large member.

The finance committee and executive committee will review and approve the form 990 prior to filing.

All board members and employees are covered by the policy. All new board members and employees specifically review the conflict of interest policy as part of their orientation, and sign a document outlining the policy and procedure. Each year the board of directors review the policy to identify any conflicts that may exist. Enforcement is provided by 1) voluntary disclosure, or 2) reporting by another employee or member of the public. Potential conflicts are reviewed per the policy.

THIS PROGRAM IS FUNDED BY A COMBINATION OF GRANTS AND CONTRACTS WITH PORTLAND PUBLIC SCHOOL DISTRICT, THE PORTLAND CHILDREN'S LEVY, PRIVATE FOUNDATIONS, AND INDIVIDUAL DONORS.DURING THE 2016-2017 SCHOOL YEAR, STEP UP SERVED 353 STUDENTS, 308 OF WHOM MET THE MINIMUM SERVICE REQUIREMENT TO BE INCLUDED IN OUTCOMES REPORTING (60+ HOURS OF ACADEMIC TUTORING). FOR THE THIRD YEAR IN A ROW, 100% OF SENIORS ENROLLED IN STEP UP GRADUATED ON TIME, AND 100% OF GRADUATES APPLYING TO POST-SECONDARY PROGRAMS WERE ACCEPTED. FOR THE SECOND YEAR IN A ROW, 91% OF STEP UP STUDENTS EARNED SIX OR MORE CREDITS (24 NEEDED TO GRADUATE), OR GRADUATED ON TIME.

THE PROGRAM DEPLOYS STRATEGIES DESIGNED TO ENGAGE AND ACCELERATE OFF-TRACK STUDENTS. USING EARLY-WARNING INDICATORS TO IDENTIFY YOUNG, MARGINALIZED STUDENTS AT RISK OF DROPPING OUT, THE ORGANIZATIONPROVIDES STUDENTS WITH CULTURALLY INCLUSIVE, RELATIONSHIP-BASED, EXTENDED-DAY AND -YEAR SCHOOL PROGRAMMING WHICH FOCUSES ON ENGAGEMENT AND SKILL-ACCELERATION TO PREPARE THEM FOR POST-SECONDARY SUCCESS. STRATEGIES INCLUDE ACTIVE RECRUITMENT OF STUDENTS, SUMMER SOCIAL-EMOTIONAL LEADERSHIP ACADEMY, RESTORATIVE ACCOUNTABILITY, INTENSIVE FAMILY ENGAGEMENT, AND PREPARATION EMPHASIZING CULTURALIDENTITY, ESSENTIAL SKILLS, SOCIAL JUSTICE, AND THE ARTS. STUDENTS FROM THE UNIVERSITY OF PORTLAND EDUCATION DEPARTMENT AND STAFF FROM PARTNER DISTRICTS ARE PROVIDED PROFESSIONAL DEVELOPMENT IN BESTPRACTICES FOR ENGAGING MARGINALIZED STUDENTS, WHILE ASSISTING IN TEACHING STUDENTS AT THE SCHOOL. IRS990/ProgSrvcAccomActyOtherGrp/Desc0EQUITY CERTIFICATE:A PROGRAM FOR EDUCATORS WHO ARE COMMITTED TO CREATING EQUITABLE AND INCLUSIVE SCHOOL ENVIRONMENTS, ESPECIALLY FOR THEIR STUDENTS AND FAMILIES OF COLOR. THE ORGANIZATION CREATES A LEARNING COMMUNITY WHERE TEACHERS, COUNSELORS, AND ADMINISTRATORS DEEPEN THEIR RESOLVE, CONSCIOUSNESS, AND SKILLS TO LEAD COLLECTIVELY FOR EQUITY IN AND OUT OF THE CLASSROOM. IN AN INNOVATIVE PARTNERSHIP WITH THE UNIVERSITY OF PORTLAND'S SCHOOL OF EDUCATION, MULTIPLE SCHOOL DISTRICTS, AND COMMUNITY EQUITY LEADERS, THE ORGANIZATION ENROLLS EDUCATORS IN A YEAR-LONG GRADUATE LEVEL COHORT-BASED PROGRAM. DURING THE 2016-2017 FISCAL YEAR, THE EQUITY CERTIFICATE PROGRAM SERVED 41 EDUCATORS.POST-SECONDARY READINESS CORPS:AN AMERICORPS PARTNERSHIP WITH OREGON VOLUNTEERS BEGINNING IN 2013 WHICH SEEKS TO IMPROVE THE PERSISTENCE AND COMPLETION OF POST-SECONDARY EDUCATION BY STUDENTS FROM DIVERSE RACIAL, ETHNIC, AND SOCIO-ECONOMIC COMMUNITIES. THE TEAM OF AMERICORPS MEMBERS PROVIDES DIRECT SERVICE TOUNDER-SERVED YOUTH TO IMPROVE ACADEMIC ACHIEVEMENT THROUGH TUTORING, MENTORING, EXTENDED SCHOOL DAY ACTIVITIES, PARENT INVOLVEMENT PROGRAMS, EVENT COORDINATION, AND VOLUNTEER GENERATION. THE PROGRAM PROVIDES BOTH A SERVICE OPPORTUNITY FOR AMERICORPS MEMBERS AND A CRITICAL SERVICE TO THE COMMUNITIES THEY SERVE.DURING THE 2016-2017 FISCAL YEAR, 13 AMERICORPS MEMBERS COMPLETED 15,730 SERVICE HOURS.
