Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee of the board has been delegated the authority to approve resolutions on behalf of the entire board of directors, as needed between quarterly board meetings for any and all matters pertaining to organizational governance and finance. All meeting minutes are formally approved by the board of directors at each quarterly full board meeting. The executive committee is composed of the four board officers, the immediate past-president, and an additional at-large member. The list of executive committee members is identified in the schedule of the board of directors.

All members of the finance committee and executive committee will review the form 990 prior to filing.

Form 990, Part VI, Section B, Line 12C

All board members, and employees are covered by the policy. All new board members, and employees specifically review the conflict of interest policy as part of their orientation, and sign a document outlining the policy and procedure. Each year the board of directors review the policy to identify any conflicts that may exist. Enforcement is provided by 1) voluntary disclosure, or 2) reporting by another employee or member of the public. Potential conflicts are reviewed per the policy.

Board executive committee annually compares the compensation information for executive directors at comparable organizations and cross-references it using a local non-profit salary survey and information available through 990 filings online. Compensation increases are approved by the executive committee of the board. The board president reviews and approvs the top 4 key employee pay ranges using contemporaneous substantiation data obtained by regional survey of pay rates in local/national salary survey-- most recent update completed in 2015. Officer salary ranges were updated in 2015 using comparable public and non-profit peer agencies. Salary ranges were approved by the executive committee and annual salary increase budgets have been reviewed by the board finance and executive committees. Executive director compensation is reviewed annually by the board. These have now been revised as of august 2013 based on a 2013 regional salary survey.

STEP UP ENGAGES STUDENTS IN THE SUMMER PRIOR TO 9TH GRADE, AND FOCUSES ON FULL, TIMELY CREDIT ATTAINMENT, AND ACTIVE STUDENT ENGAGEMENT IN SCHOOL TO KEEP STUDENTS ON TRACK TO GRADUATION. THIS PROGRAM IS FUNDED BY A COMBINATION OF GRANTS AND CONTRACTS WITH PORTLAND PUBLIC SCHOOL DISTRICT, THE PORTLAND CHILDREN'S LEVY, PRIVATE FOUNDATIONS, AND INDIVIDUAL DONORS.DURING THE 2015-2016 SCHOOL YEAR, STEP UP SERVED 327 STUDENTS. 100% OF GRADUATING STUDENTS GRADUATED ON TIME AND WERE ACCEPTED INTO POST-SECONDARY PROGRAMS. 91% OF CURRENT STUDENTS IN THE STEP UP PROGRAM WERE ON TRACK TO GRADUATE HIGH SCHOOL - ON TIME AND READY FOR POST-SECONDARY SUCCESS. THIS IS THE HIGHEST PROGRAM SUCCESS RATE AT ROOSEVELT, MADISON, AND FRANKLIN HIGH SCHOOLS IN TEN YEARS.

THE PROGRAM DEPLOYS STRATEGIES DESIGNED TO ENGAGE AND ACCELERATE OFF-TRACK STUDENTS. USING EARLY-WARNING INDICATORS TO IDENTIFY YOUNG, MARGINALIZED STUDENTS AT RISK OF DROPPING OUT, THE ORGANIZATION PROVIDES STUDENTS WITH CULTURALLY INCLUSIVE, RELATIONSHIP-BASED, EXTENDED-DAY AND -YEAR SCHOOL PROGRAMMING WHICH FOCUSES ON ENGAGEMENT AND SKILL-ACCELERATION TO PREPARE THEM FOR POST-SECONDARY SUCCESS. STRATEGIES INCLUDE ACTIVE RECRUITMENT OF STUDENTS, SUMMER SOCIAL-EMOTIONAL LEADERSHIP ACADEMY, RESTORATIVE ACCOUNTABILITY, INTENSIVE FAMILY ENGAGEMENT, AND PREPARATION EMPHASIZING CULTURAL IDENTITY, ESSENTIAL SKILLS, SOCIAL JUSTICE, AND THE ARTS. STUDENTS FROM THE UNIVERSITY OF PORTLAND EDUCATION DEPARTMENT AND STAFF FROM PARTNER DISTRICTS ARE PROVIDED PROFESSIONAL DEVELOPMENT IN BEST PRACTICES FOR ENGAGING MARGINALIZED STUDENTS, WHILE ASSISTING IN TEACHING STUDENTS AT THE SCHOOL. THE PROGRAM IS SUPPORTED BY THE FIVE PARTNER SCHOOL DISTRICTS AS WELL AS PRIVATE FOUNDATION AND INDIVIDUAL GIFTS.DURING THE 2015-2016 SCHOOL YEARS, OPEN SCHOOL EAST SERVED 110 STUDENTS AND ACHIEVED A 100% PROMOTION RATE FROM 8TH TO 9TH GRADE. ON AVERAGE, STUDENTS GAINED ONE GRADE LEVEL IN BOTH MATH AND READING. AT THE END OF THE YEAR, A STATE OF THE ART NEW SCHOOL BUILDING WAS NEARLY COMPLETE IN EAST MULTNOMAH COUNTY, WHERE MORE STUDENTS WILL ENROLL EARLY AND GET WHAT THEY NEED TO GRADUATE AND GET AHEAD. USING EARLY-WARNING INDICATORS TO IDENTIFY YOUNG, MARGINALIZED STUDENTS AT RISK OF DROPPING OUT, THE ORGANIZATION PROVIDES STUDENTS WITH CULTURALLY INCLUSIVE, RELATIONSHIP-BASED, EXTENDED-DAY AND -YEAR SCHOOL PROGRAMMING WHICH FOCUSES ON ENGAGEMENT AND SKILL-ACCELERATION PREPARING THEM FOR HIGH SCHOOL SUCCESS. STRATEGIES INCLUDE ACTIVE RECRUITMENT OF STUDENTS, SUMMER SOCIAL-EMOTIONAL LEADERSHIP ACADEMY, RESTORATIVE ACCOUNTABILITY, INTENSIVE FAMILY ENGAGEMENT, AND PREPARATION EMPHASIZING CULTURAL IDENTITY, ESSENTIAL SKILLS, SOCIAL JUSTICE, AND THE ARTS. THIS PROGRAM IS FUNDED BY A COMBINATION OF CONTRACTS WITH THE PORTLAND PUBLIC SCHOOL DISTRICT, OREGON DEPARTMENT OF EDUCATION, PRIVATE FOUNDATIONS, AND INDIVIDUAL DONORS.DURING THE 2015-2016 SCHOOL YEAR, OPEN SCHOOL NORTH SERVED 64 STUDENTS AND ACHIEVED A 97% PROMOTION RATE FROM 8TH TO 9TH GRADE. ON AVERAGE, STUDENTS GAINED ONE GRADE LEVEL IN BOTH MATH AND READING. FOUR ARTISTS IN RESIDENCE HELPED KEEP CLASSES RELEVANT AND ENGAGING AT OPEN SCHOOL NORTH. MIDDLE SCHOOL STUDENTS COLLABORATED WITH INTERNATIONALLY RENOWNED ARTIST INSA TO CREATE A GIF-ITI MURAL, LEARNED THE NEON FABRICATION PROCESS WITH PERRY PFISTER, PAINTED A SPIRIT ANIMAL MURAL WITH BABAWAGUE DIAKITE, AND WROTE AND RECORDED A SONG CALLED "BELIEVE" WITH MUSICIAN BIBI MCGILL.

IN AN INNOVATIVE PARTNERSHIP WITH THE UNIVERSITY OF PORTLAND'S SCHOOL OF EDUCATION, MULTIPLE SCHOOL DISTRICTS, AND COMMUNITY EQUITY LEADERS, THE ORGANIZATION ENROLLS EDUCATORS IN A YEAR-LONG GRADUATE LEVEL COHORT-BASED PROGRAM.DURING THE 2015-2016 FISCAL YEAR, THE EQUITY CERTIFICATE PROGRAM SERVED 40 EDUCATORS.POST-SECONDARY READINESS CORPS: AN AMERICORPS PARTNERSHIP WITH OREGON VOLUNTEERS BEGINNING IN 2013 WHICH SEEKS TO IMPROVE THE PERSISTENCE AND COMPLETION OF POST-SECONDARY EDUCATION BY STUDENTS FROM DIVERSE RACIAL, ETHNIC, AND SOCIO-ECONOMIC COMMUNITIES. THE TEAM OF AMERICORPS MEMBERS PROVIDES DIRECT SERVICE TO UNDER-SERVED YOUTH TO IMPROVE ACADEMIC ACHIEVEMENT THROUGH TUTORING, MENTORING, EXTENDED SCHOOL DAY ACTIVITIES, PARENT INVOLVEMENT PROGRAMS, EVENT COORDINATION, AND VOLUNTEER GENERATION. THE PROGRAM IS BOTH A SERVICE OPPORTUNITY FOR AMERICORPS MEMBERS AND PROVIDES A CRITICAL SERVICE TO THE COMMUNITIES THEY SERVE.DURING THE 2015-2016 FISCAL YEAR, 11 AMERICORPS MEMBERS COMPLETED 17,226 SERVICE HOURS.
