Mission

Community action leads the way to eliminate conditions of poverty and creates opportunities for people and communities to thrive.

Major Activities

Activity 2
Family & community resources: family & community resources: through programs focused on addressing the causes and conditions of poverty, community action was able to provide families with access to the resources necessary to meet immediate needs, alleviate suffering, and promote self-sufficiency. In 2011-2012, 35,083 individuals benefitted from community action's leadership in responding to 31,959 requests for assistance. Additional outcomes: 1,182 parents were able to go to work or school because they could access quality, affordable child care. The quality of local child care resources improved as 1,353 providers participated in 10,824 hours of training in early childhood development. With access to appropriate prenatal services, 493 low-income pregnant women were better equipped for a healthy birth. 30 at-risk pregnant women received comprehensive services to enable healthy delivery and 88% gave birth to healthy babies. In addition, parenting support to prevent child abuse and neglect was provided for 120 at-risk new parents. By promoting housing stability and sheltering families in times of crisis, 169 homeless children and parents had the chance to get back on their feet by staying at community action's family shelter for a total of 5,182 bed nights; 435 individuals received comprehensive case management support; emergency food boxes were provided to 642 families; and 373 children were provided with advocacy and support to ensure school success. With bill paying assistance for heat and electricity, 8,477 households (26,716 people) stayed warm and safe in their homes; 537 households (1,762 people) avoided evictions with rent assistance provided by community action. 260 households (635 people) had lower fuel costs and warmer, safer homes because community action provided comprehensive weatherization services; and 220 homes (housing 683 people) were made more energy efficient through base load measures. 810 individuals participated in energy education workshops, which provided energy saving information and tools for reducing energy costs. Community action is the washington county partner for 211 info, a four county collaboration which provided 17,282 callers with information and referral to critical health and human service needs.
Activity 3
Community action's community outreach program educates the public about issues of poverty and economic insecurity, informs low-income individuals and families about available services and how to access them, and engages people in reducing the causes and conditions of poverty in washington county. Activities include educational forums, outreach activities, print and electronic information distribution, and volunteer participation. In 2011-12 more than 50 public education presentations were made to businesses, civic groups, faith organizations, and partnering agencies. Community action staff also represented the agency at a variety of public events and resource fairs, providing information about programs and services in both english and spanish. Community action produces informational brochures that promote programs and maintains a website focused on educating clients about available services. The community was engaged in volunteer activities that ranged from making repairs to the hillsboro family shelter to reading to children in head start classrooms. Head start parents also devoted significant volunteer time to support their child's classroom. In total, 2,179 head start parent volunteers and 42 community volunteers, interns or students dedicated service to community action totalling 20,415 hours and $444,843 worth of time.

TWENTY-TWO PERCENT WERE RECEIVING PUBLIC ASSISTANCE, 8 PERCENT WERE HOMELESS, AND 2 PERCENT WERE FOSTER CHILDREN REFERRED BY DHS. WE USE THE RESEARCH-BASED TEACHING STRATEGIES GOLD ASSESSMENT TOOL TO TRACK CHILDREN'S DEVELOPMENT IN MULTIPLE DOMAINS. ACROSS OUR PROGRAM, CHILDREN MADE SIGNIFICANT, MEASURABLE GAINS IN SOCIAL-EMOTIONAL DEVELOPMENT, COGNITIVE REASONING, FINE AND GROSS MOTOR COORDINATION, LANGUAGE, LITERACY DEVELOPMENT, AND MATHEMATICAL SKILLS. BY THE END OF THE PROGRAM YEAR, 93 PERCENT OF CHILDREN WERE UP TO DATE ON A SCHEDULE OF AGE-APPROPRIATE MEDICAL CARE AND IMMUNIZATIONS AND HAD MEDICAL HOMES - CONTINUOUS, ACCESSIBLE SOURCES OF MEDICAL CARE. NINETY-ONE PERCENT OF HEAD START CHILDREN AND 86 PERCENT OF EARLY HEAD START CHILDREN ALSO HAD DENTAL HOMES. AT THE END OF THE YEAR, 538 CHILDREN TRANSITIONED TO KINDERGARTEN CLASSES IN LOCAL SCHOOLS.WE SERVED 965 FAMILIES IN 2011-12 AND CONNECTED THEM WITH SUPPORTIVE SERVICES TO HELP THEM FULFILL THEIR ROLE AS THEIR CHILDREN'S FIRST TEACHERS. WE REFERRED FAMILIES TO SOURCES OF ASSISTANCE FOR FOOD, CLOTHING, AND SHELTER (22%); ADULT EDUCATION (18%); ENGLISH AS A SECOND LANGUAGE TRAINING (16%); PARENTING EDUCATION (15%) HEALTH EDUCATION (12%); MENTAL HEALTH SERVICES (10%) JOB TRAINING SERVICES (5%); HOUSING ASSISTANCE (4%); SERVICES FOR FAMILIES OF INCARCERATED INDIVIDUALS (3%); SUBSTANCE ABUSE PREVENTION AND/OR TREATMENT (1%); CHILD ABUSE AND NEGLECT SERVICES (1%); DOMESTIC VIOLENCE SERVICES (1%); CHILD SUPPORT ASSISTANCE (1%); OVER 60 PERCENT OF FAMILIES IN OUR PROGRAM BENEFITED FROM THESE SUPPORTIVE SERVICES. IN 2011-12, 2179 PARENTS VOLUNTEERED IN OUR CLASSROOMS.IN 2012 OUR PROGRAM RECEIVED A PUBLIC HEALTH RECOGNITION AWARD FROM WASHINGTON COUNTY. THE AWARD RECOGNIZED OUR COLLABORATION WITH THE OREGON DEPARTMENT OF CORRECTIONS TO IMPROVE THE HEALTH AND PARENTING SKILLS OF INCARCERATED MOTHERS AT COFFEE CREEK CORRECTIONAL FACILITY. WE ALSO PROMOTED GOOD HEALTH BY DISTRIBUTING FRESH LOCALLY GROWN PRODUCE AND RECIPES TO 79 FAMILIES IN OUR HOME BASED EARLY HEAD START PROGRAM.
