CENTER STAFF HELPS PARTICIPANTS PULL THEIR UNPAID TICKETS OUT OF COLLECTION AGENCIES, CONSOLIDATE THEM INTO ONE REASONABLE MONTHLY PAYMENT PER COURT, ELIMINATE INTEREST AND FEES, AND DRIVE LEGALLY WHILE MAKING PAYMENTS. ADDITIONALLY, A MANDATORY RULES OF THE ROAD AND FUNDAMENTAL BUDGETING CLASS PROVIDES TOOLS FOR LONG-TERM SUCCESS. IN ADDITION TO THE STANDARD PROGRAM, THE CENTER OFFERS A WEEKEND "WOMEN'S RELICENSING" PROGRAM THAT IS FOCUSED ON ADDRESS UNIQUE LEGAL ISSUES FACING LOW INCOME WOMEN IN THE COMMUNITY. THE CENTER'S RELICENSING PROGRAM CHANGES LIVES BY GIVING PEOPLE AN OPPORTUNITY TO STOP THE CYCLE OF DEBT, INCARCERATION, AND UNEMPLOYMENT CAUSED BY INDEFINITE LICENSE SUSPENSION. EACH CLIENT IS ALSO PROVIDED AN OPPORTUNITY TO REGISTER TO VOTE AND PROVIDED EDUCATION ON REGISTRATION ISSUES. IN 2015, WE PROVIDED RELICENSING ASSISTANCE TO 458 INDIVIDUALS AND 111 WOMEN THROUGH THE WOMEN'S RELICENSING PROGRAM.

THE RIVERKEEPER IS PART OF THE INTERNATIONAL WATERKEEPER ALLIANCE THAT COLLABORATES TO SEEK STATE, NATIONAL, AND EVEN INTERNATIONAL CHANGES TO LAWS AND POLICIES THAT BENEFIT OUR HOME WATERSHEDS. THE RIVERKEEPER PROGRAM IS LED BY A NON-ATTORNEY RIVERKEEPER AND IS SUPPORTED BY A STAFF SCIENTIST, VOLUNTEERS AND A CENTER ATTORNEY.

IRS990/ProgSrvcAccomActy3Grp/Desc0THE CENTER'S GENERAL LAW PROGRAM PROVIDES LEGAL SUPPORT TO ALL CENTER PROGRAMS AND ADDRESSES OTHER COMMUNITY NEEDS, INCLUDING CIVIL RIGHTS, POLICE ACCOUNTABILITY, PUBLIC RECORDS AND OPEN GOVERNMENT, ENVIRONMENTAL JUSTICE, HOUSING, LOCAL LAND USE, AND OTHER PUBLIC INTEREST LEGAL NEEDS. KEY COMPONENT OF THIS PROGRAM INCLUDE PROVIDING LEGAL SERVICES TO THOSE WHO WERE INCARCERATED, TO ADDRESS BARRIERS TO RE-ENTRY INTO THE COMMUNITY AND RE-EMPLOYMENT, AND TO PROVIDE LEGAL REPRESENTATION TO THOSE CURRENTLY INCARCERATED WHO HAVE BEEN DENIED THEIR CIVIL RIGHTS. THE CENTER'S GENERAL LAW PROGRAM ALSO INCLUDES OUR HEALTH AND JUSTICE INITIATIVE, WHICH IS DESIGNED TO ASSIST HEALTHCARE PROVIDERS IN USING THE LAW AS A TOOL TO LOWER COSTS AND IMPROVE HEALTH. LASTLY, THE PROGRAM INCLUDES OUR ORGANIZATION OUR MONTHLY EVENING "JUSTICE NIGHT" WHICH CONNECTS VOLUNTEER ATTORNEYS WITH THOSE SEEKING BASIC LEGAL QUESTIONS OR REFERRALS TO OTHER SERVICES. DURING 2015 202 CLIENTS WERE ASSISTED WITH A NUMBER OF ISSUES: 60 CLIENTS WERE ASSISTED WITH HOUSING ISSUES, 15 WERE ASSISTED WITH POLICE MISCONDUCT ISSUES, 17 WERE ASSISTED WITH CIVIL RIGHTS ISSUES, 24 WERE PROVIDED ASSISTANCE WITH ISSUES OF GOVERNMENT AND POLICE ACCOUNTABILITY, 58 INMATES WERE ASSISTED, 12 CLIENTS WERE ASSISTED WITH EXPUNGEMENT ISSUES AND 14 CLIENTS WERE ASSISTED WITH ENVIRONMENTAL AND LAND USE ISSUES. DURING 2015, THE CENTER SUCCESSFULLY ADVOCATED FOR THE CREATION OF TWO SEATS FOR PEOPLE FROM IMPACTED COMMUNITIES ON THE SPOKANE REGIONAL LAW AND JUSTICE COUNCIL (THE BODY CHARGED WITH REFORMING OUR BROKEN CRIMINAL JUSTICE SYSTEM); WE PRESSURE TO THE SRLJC TO CREATE A RACIAL EQUITY SUBCOMMITTEE, WHICH IS NOW FORMED AND CHARGED WITH ELIMINATING RACIAL DISPARITY IN OUR CRIMINAL JUSTICE SYSTEM; WE PLAYED A SIGNIFICANT ROLE IN WRITING THE MISSION STATEMENT, GOALS, AND BYLAWS THAT GOVERN THE SPOKANE REGIONAL LAW AND JUSTICE COUNCIL -THESE GUIDING DOCUMENTS ENSURE THAT THE GOALS AND PROCESSES ARE FAIR, INCLUSIVE AND REFLECTIVE OF SMART JUSTICE PRINCIPLES; WE SERVED AND CONTINUE TO SERVE ON THE COMMITTEE CHARGED WITH RECOMMENDING THE IMPLEMENTATION OF AN EVIDENCE-BASED ASSESSMENT TOOL THAT EVALUATES OFFENDERS FOR PRETRIAL RELEASE, AMENABILITY TO COMMUNITY SUPERVISION, AND WILL MATCH OFFENDERS TO APPROPRIATE TREATMENT OPTIONS; WE WROTE A RESOLUTION, PASSED BY THE SPOKANE CITY COUNCIL, THAT MOVES OUR CITY CLOSER TO ADOPTING AN ORDINANCE THAT WILL ENSURE ALL EMPLOYERS GIVE PEOPLE WITH CRIMINAL RECORDS A FAIR CHANCE AT GETTING JOBS; AND WE WROTE THREE PIECES OF STATE LEGISLATION THAT CREATE FAIRER OPPORTUNITIES FOR PEOPLE WITH CRIMINAL CONVICTIONS.
