Building changes' approach building changes has spent more than a decade working directly with local communities and nonprofits in a concentrated effort to strengthen the ways they serve families and young people experiencing homelessness. Understanding the imperative for a broad-based response to family and youth homelessness, building changes pulls together the resources of government, philanthropy, and nonprofits and unleashes their collective power to affect change. Building changes develops and advances strategies that move families and young people quickly and safely out of homelessness, and empowers them to remain stably housed so they never return to homelessness. Those strategies include: diversion, rapid re-housing, coordinated entry, and permanent supportive housing. Building changes also supports employment strategies for persons experiencing homelessness so they can find a good job, earn consistent income, obtain housing, and maintain it. Building changes emphasizes families and youth of color because they disproportionately struggle with homelessness in our state. Building changes tests ideas and strategies that directly target them in order to end the disparities they face in accessing services and close gaps in outcomes. Building changes functions as a "laboratory" for its field by testing innovative new ideas and promising practices through pilot projects. Building changes offers technical assistance and training to participating counties and nonprofits, including coaching on how to leverage data more meaningfully. Building changes learns through program experience, data analysis, and project evaluation, and shares knowledge with the field. This drives counties and nonprofits to make systemic and structural improvements to the practices and policies they use to address family and youth homelessness, including funding decisions. Building changes puts a premium on cross-sector collaboration, that is, connecting those working in the homeless system to their counterparts in the employment, education, housing, and health systems. This encourages them to work together to deliver coordinated services to families and young people experiencing homelessness. Notable accomplishments in 2017 during 2017, building changes strengthened its impact and influence on the field, resulting in a more equitable, effective, and efficient homeless response system for the tens of thousands of families and young people across washington state who access it for support and services. Building changes' deepest experience is in the area of family homelessness. Building changes leads the family homelessness initiative, an intensive 12-year effort in king, pierce, and snohomish counties to develop a high-performing, data-driven homeless response system. The initiative also promotes the realignment of resources around strategies known to most positively impact family homelessness. Diversion: building changes is spreading diversion across the state and across systems to help more families resolve their homeless crisis quickly, simply, and safely. The encouraging strategy of diversion helps families quickly identify their own realistic options for stable housing and develop a plan for securing it. Diversion offers one-time financial assistance and other short-term services, such as mediation with a landlord or relative, to help families make a smooth and safe transition out of homelessness. “Schoolhouse washington: in 2017, building changes assumed leadership over schoolhouse washington which is a statewide initiative to improve housing stability and advance educational success for students experiencing homelessness. Through schoolhouse washington, building changes is supporting two south king county school districts so they can better serve students experiencing homelessness or are at risk of homelessness, both students living with their families and those living alone (unaccompanied youth). The project with the tukwila school district adds staff capacity for better identifying students experiencing homelessness and connecting those students to housing resources. The project with the kent school district allows the district to offer in-depth case management to students experiencing homelessness or at risk of homelessness, and their families. Schoolhouse washington also laid the foundation for a third project, which will launch in 2018, to support students experiencing homelessness in the federal way school district. For schools to effectively serve students experiencing homelessness, they need the support and partnership from community nonprofits, including those that provide housing for families and young people in need. With that in mind, schoolhouse washington launched the school/housing network, which brings together education and social service professionals from about 20 different school districts across the state to share concerns, insights, and experiences. The network provides a formal structure, whereby participants meet monthly via videoconference. The network serves as a powerful tool for establishing connections and spreading promising practices and approaches in student homelessness. In 2017, schoolhouse washington broadened the sphere of support by bringing two new private funding partners on board to support separate training projects designed to improve housing stability and academic success for students experiencing homelessness. On the policy front, schoolhouse washington served as a trusted information source for legislators as they were debating programs and other support for students experiencing homelessness. Schoolhouse washington also participated in an intimate roundtable hosted by u.s. Senator patty murray to introduce a new federal policy strategy for improving housing stability and advancing educational success for students experiencing homelessness. To respond to the heightened interest in student homelessness, building changes refreshed the schoolhouse washington website (http://www.schoolhousewa.org), increased its social media presence, doubled the size of its listserv, launched a blog featuring community voices, and produced two case studies highlighting promising practices in mason and spokane counties that other jurisdictions can use as models.”
