Mission

The mission of the organization is to provide Early Childhood Education services to children and families in Yakima, Douglas, Chelan, and Okanogan counties. EPIC strives to prepare children and families to be life long learners while gaining the skills to meet challenges along the way.

The purpose of epic is to provide services to children and families in yakima, douglas, chelan, benton, and okanogan counties. Epic receives funding from state and federal contracts and its services include early childhood education.

The 990 is reviewed by the finance committee, and a copy of the form 990 is emailed to the entire board for their review.

Form 990, Part VI, Section B, Line 12C

Epic has several policies which address conflict of interest. Board members are required to sign a board service pledge which includes a conflict of interest statement. Enforcement of conflict of interest policies: epic spells out that violation of the conflict of interest may result in discipline, up to and including termination or removal from office. Monitoring for conflicts of interest: as a contractor receiving early childhood education and assistance program (eceap) funds, epic conducts an annual self-assessment process which amounts to a "mock review" of its programs, services and management. Confilict of interest is monitored as part of the fiscal,program governance, human resources, policy council and record-keeping areas during the self-assessment process. "findings or "areas for improvement" are identified and corrective action are reviewed by staff. Policy council and the board of directors, and must be approved by the policy council and board before they are reported to the funding source as part of the refunding application.

The board affairs committee of the board of directors is responsible for determining the compensation of the ceo. The ceo's compensation is based on salaries and benefits paid to executives with similar roles and responsibilities within the community. The ceo's salary is reviewed annually as a part of the performance evaluation process. The recommendation of the compensation for the ceo by the board of affairs is reported to the board of directors for their action and approval.

Additional Explanations

Form 990, Part III, Line 3

Due to the covid-19 pandemic outbreak in 2020 and per the governor of washington's state stay at home order, epic was closed for in-person programming beginning monday, march 16, 2020, to the end of program for head start, early head start and eceap in may 2020. Virtual learning programs were implemented immediately for children in all programs for that duration. During this period the office of head start encouraged programs to maintain wages and benefits for all staff regardless of their ability to perform virtual duties. The office of head start continued to fund the head start, early head start and migrant seasonal head start programs hosted by epic which covered payroll expenditures as well as expenditures related to hosting virtual programs. The department of children youth and families did the same for the eceap program. The migrant seasonal head start program did not open to in-person programming at all for the duration of the 2020 season (march - october 2020). The 2020-21 head start and eceap programs resumed august 2020 with virtual pre-service for staff. Head start & eceap classrooms returned to a combination of virtual and in-person learning opportunities for children with smaller class sizes and shorter class times in september 2020.

PART X, LINE 2:

Epic, pursuant to a letter of determination from the internal revenue service, is a notforprofit organization exempted from federal income tax under section 501(c)(3) of the internal revenue code of 1986. Accordingly, no provision for federal income tax is reflected in these financial statements. Under section 170(b)(1)(a)(iv) of the internal revenue code, contributions to epic qualify as charitable contributions. In accordance with requirements related to accounting for uncertainties in income taxes, epic had no uncertain tax positions at december 31, 2020 and 2019. Epic files income tax returns in the u.s. Federal jurisdiction.

THE OFFICE OF HEAD START CONTINUED TO FUND THE HEAD START, EARLY HEAD START AND MIGRANT SEASONAL HEAD START PROGRAMS HOSTED BY EPIC WHICH COVERED PAYROLL EXPENDITURES AS WELL AS EXPENDITURES RELATED TO HOSTING VIRTUAL PROGRAMS. THE DEPARTMENT OF CHILDREN YOUTH AND FAMILIES DID THE SAME FOR THE ECEAP PROGRAM. THE MIGRANT SEASONAL HEAD START PROGRAM DID NOT OPEN TO IN-PERSON PROGRAMMING AT ALL FOR THE DURATION OF THE 2020 SEASON (MARCH - OCTOBER 2020). THE 2020-21 HEAD START AND ECEAP PROGRAMS RESUMED AUGUST 2020 WITH VIRTUAL PRE-SERVICE FOR STAFF. HEAD START & ECEAP CLASSROOMS RETURNED TO A COMBINATION OF VIRTUAL AND IN-PERSON LEARNING OPPORTUNITIES FOR CHILDREN WITH SMALLER CLASS SIZES AND SHORTER CLASS TIMES IN SEPTEMBER 2020.
