IRS990/Desc0Eastern Washington Commerce Programs served 689 participants of which 207 entered employment at an average wage of $10.31 an hour. These programs are transitional job opportunities funded by the Department of Commerce in partnership with Washington's WorkFirst Program. We assist parents receiving Temporary Assistance for Needy Families (TANF) to obtain permanent employment by gaining job skills and experience through transitional, hands-on training as well as individualized job placement services.This year we received funds to serve Limited English Proficiency (LEP) Community Jobs program for recent refugee immigrants. Employers who hired commerce clients from this target population are estimated to have qualified for $400,000 in Work Opportunity Tax Credits (WOTC). The estimated economic impact of Commerce program's employment outcomes is $9,743,160 across Washington state.

Services are short-term in nature and may include assessments, job placement assistance, job retention services, or independent living services. We served 169 clients through 410 plans (a plan is a contract for a specific service type). We placed 83 clients resulting in a 61.36% employment rate and a $10.66 average hourly wage. We closed 72.51% of cases successfully across all service types.

We provided services including career interest, aptitude and skill assessment, basic and advanced job search techniques, placement assistance, classroom and on-the-job training, supportive services, internships and employer mentorships, and co-enrollment in other appropriate programs.
IRS990/ProgSrvcAccomActyOtherGrp/Desc4Stevens/Ferry County Individual Supported Employment (ISE) programs provide long-term support to individuals with disabilities enabling them to obtain and maintain integrated employment. During the 2014 program year, we served 43 clients and achieved an employment rate of 64.23%. Those served had an average hourly wage of $10.26 an hour and average monthly wages of $628.14. We also provided 6015 hours of service to ISE clients during the 2014 program year. Community Access Programs (CA) provides opportunities for individuals with developmental disabilities to develop personal relationships with others in their local communities to learn, practice, and apply life skills that promote greater independence and community inclusion. Through our CA program, we provided clients with 2244.75 service hours.

We placed 86 OSY participants into employment, averaging $10.70/hour and 30 ISY participants, averaging $11.29/hour. Collectively, we spent 100% of our entire budget.

During the 2014 program year, we served 66 clients with an average employment rate of 75.33%. Those served had an average hourly wage of $10.23 an hour and average monthly wages of $443.14. We provided 5978 service hours to ISE clients during the program year.

During the 2014 program year, we served 19 clients with an average employment rate of 72.47%. Those served had an average hourly wage of $10.65 and average monthly wages of $599.42. We also provided 2435.32 service hours to ISE clients during the program year. Community Access Programs (CA) provide opportunities for individuals with developmental disabilities to develop personal relationships with others in their local communities to learn, practice, and apply life skills that promote greater independence and community inclusion. We provided 15 clients with 2217.22 service hours during the program year.
IRS990/ProgSrvcAccomActyOtherGrp/Desc11The Spokane WIA Jobs Driven National Emergency Grant (JD-NEG) grant provides services for dislocated workers who have been unemployed for at least 27 weeks or are likely to exhaust their unemployment benefits. The grant ends on June 30, 2016. Our goal for enrollments is 120, and as of June 30, 2015, we had 69 clients enrolled. Our participants have completed 106 courses, exceeding the target goal of 105.
IRS990/ProgSrvcAccomActyOtherGrp/Desc12The Benton Franklin Rapid Response LTU served 89 RRLTU program participants in the 2014 program year, all of whom have been recipients of unemployment benefits for 27 weeks or longer. 24 participants earned credentials through an Individual Training Account; 6 successfully completed an On-the-job training (OJT) and 1 participant was placed into a Work Experience program (WEX). Additionally, we contracted with an outside life coach who created a workshop series for long-term unemployed customers. The workshop focused on setting personal goals and creating action plans. It introduced our customers to innovative personal empowerment technology that will enhance their effort to attain hopes, goals, and dreams. Staff exited 42 participants, 39 of whom were employed at an average exit wage of $20.20/hour.

We served 487 students under this grant; 288 students completed their programs of study. Over 69% of these students gained employment within 90 days of graduation. The grant manager did not track wage data.
IRS990/ProgSrvcAccomActyOtherGrp/Desc16Through the Spokane WIA Dislocated Worker Training National Emergency Grant (DWT-NEG), 100% of participants were either long term unemployed or likely to exhaust unemployment benefits. Typically, they lacked either skills or experience due to technological changes in their industry of dislocation, or were dislocated from an occupation in which there was no demand. In either case, they required intervention for a successful return to employment. We served 54 participants, with 30 participating in classroom training; 23 clients completed training and received a credential; 26 participated in OJT; 23 completed OJT and entered employment; and 3 participated in internships or Work Experience(WEX) in conjunction with their training. All program goals were exceeded throught the 2014 program year.

Through June 30, we placed 9 participants into employment, averaging $15.41 per hour.
IRS990/ProgSrvcAccomActyOtherGrp/Desc18The Spokane WIA RRAA Long Term Unemployed program (LTU) grant works with dislocated workers who have exhausted unemployment benefits or are within 8 weeks of doing so. In 2014, we enrolled 180 participants, meeting our goals. The goal of the grant is 30 On-the-job-training plans (OJTs). 65 individuals obtained employment by program exit, and we need 150 employed to reach the grant goal. Our average wage obtained was $19.09 per hour.
IRS990/ProgSrvcAccomActyOtherGrp/Desc19Spokane WIA Youth Works - YouthWorks Spokane created permanent and growing capacity to maximize the number of youths accessing mentors, internships, and other work-based learning opportunities, as well as identifying a career pathway and setting a plan to achieve their individual goals. Youth participated in 104 business internships, 65 other work-based learning opportunities, and were exposed to 60 business mentors. In total, 213 WIA eligible youth were enrolled into postsecondary employment or entered into employment. This innovative program utilizes the same partnership that implemented the Career Readiness for a Working Washington project.

In Health Information Management, 68 students enrolled with a goal of 45 students for 151% goal attainment. Out of the 68 students, 20 received their Health Information Management AAS degree. In Networking Design & Administration and Software Development Programs, 124 students have enrolled with a goal of 135 for 88% goal attainment. Out of 124 students, 36 have achieved Networking Design & Administration or Software Development AAS degrees.

We exceeded program goals and fulfilled the contract: 32 students engaged with employers in WBL activities and mentorships, and 21 students successfully completed their programs of study. Employment was not a measured outcome for this program.
IRS990/ProgSrvcAccomActyOtherGrp/Desc22The Spokane WIA Spokane Falls Community College WorkFirst program served WorkFirst students with the goal of engaging them with employers in their fields of study. Work Based Learning (WBL) was a key component of the program. We exceeded program goals and fulfilled the contract: 176 specialists interacted with students; 200 student interacted with employers; students completed 79 WBL experiences with employers; 21 student obtained internships with employers; and 16 active students received job offers. We had 51 students involved with the program. Students participated in a number of different activities including job shadowing, company tours, resume tips, interview tips, mock interviews, and informational interviews with employers.

We had 22 participants entered training, 8 of whom received a credential; 16 participants successfully exited into employment averaging $23.78 per hour.
IRS990/ProgSrvcAccomActyOtherGrp/Desc24The intent of the Spokane JP Morgan Chase foundation award was to provide young adults ineligible for Workforce Investment Act (WIA) services with a variety of commensurate employment and training exposure activities and work-ready skills in high demand sectors. These funds enabled 30 opportunity youth, ages 16-24 years old, to gain real world experience in the areas of healthcare, information technology, and advanced manufacturing as well as complete work readiness training in the classroom.

IRS990/ProgSrvcAccomActyOtherGrp/Desc26Through the Benton Franklin WIA YouthWorks program, we served 9 participants in the 2014 program year. In partnership with the Tri-Tech Skills Center, Youth Works is focused on assisting area youth to determine a career pathway and connect with local employers via business mentorship opportunities. Youth followed these opportunities with a 90-hour paid work experience (WEX) opportunity. Of the 9 participants enrolled, 7 completed their WEX programs, but none had been exited by June 30, 2015.

We mirrored services provided under WIA Youth programs. Overall, 5 participants have been served by grant funds.
